BEIJING, Sept. 12 (Xinhua) -- China's State Oceanic Administration (SOA) on Tuesday released a series of measures to select and protect areas as the base points of the country's territorial sea, a move to "ensure the country's maritime interests."

A team of officials and experts have left Beijing for the quake-hit areas to aid in rescue and relief efforts, it said.

To avoid such a catastrophic scenario, Washington has to change its obsolete doubt-ridden thinking pattern and cooperate with Beijing to settle their differences in a frank and candid manner, so that peace, tranquility and prosperity could be guaranteed not only in the region but the world at large.

Three professional rescue groups with about 700 members have been allocated to the rescue. Food and water have been sent through ventilation tubing after rescuers got in touch with the workers.

The document, the full text of which was released Friday, came after a string of fatal road accidents that involved speeding or overloading.
