Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861

As families along the Gulf Coast deal with the aftermath of Hurricane Laura, people in Iowa are still without power after a derecho with winds of up to 140 miles per hour hit parts of the state on August 10.The term derecho was derived in the state to characterize a line of fast-moving thunderstorms that can produce hurricane-force straight-line winds.“It’s just a mess,” said Steve Becker who farms 800 acres of corn and soybean crops just west of Cedar Rapids.The storm began in the western part of the state and roared to the east, damaging between 10 million and 14 million acres of farmland in the state.In Cedar Rapids, apartment buildings sit without rooves and cars lay totaled. The city was the hardest hit in the state as the National Weather Service measured wind speeds equivalent to that of a Category 4 hurricane.As you drive into Cedar Rapids, however, you see the most widespread damage as once tall-standing corn now bends at 45-degree angles or is completely flattened.“We had a good crop coming. We really did,” said Becker. “I mean, the biggest worry of everybody out there is how we get through this stuff. What are we going to do?”Shortly after the storm passed through, President Donald Trump surveyed the damage. Iowa’s Farm Bureau estimates around 6 million acres, or 40% of Iowa’s corn crops alone, were damaged. An officer-involved shooting resulted in a fatality at a Baton Rouge apartment complex Monday evening, according to a Louisiana State Police spokesman.The Baton Rouge police officer was escorting an employee from the Louisiana Department of Children and Family Services (DCFS) to the Palms apartment complex when a struggle ensued, culminating in the fatal shooting, spokesman Bryan Lee told reporters at a news conference.Lee did not specify whether the victim was involved in the DCFS visit to the apartment complex. A large crowd gathered near the shooting scene, according to CNN affiliate WBRZ.The Louisiana State Police Crime Lab and East Baton Rouge District Attorney's Office are currently at the apartment complex investigating the incident, according to Lee.The identities of the shooting victim and officer are not being released at this time, but Lee told reporters the officer sustained a minor injury and was wearing a body camera at the time of the shooting.Shooting victim 'not handcuffed'East Baton Rouge District Attorney Hillar C.
