BEIJING, Jan. 17 (Xinhua) -- Beijing will adopt tough water management measures in the next five years to ease acute water shortages, according to local water authorities.The measures include setting warning lines for the quantity of water consumption, efficiency of water use and water pollution levels within the metropolitan area, Bi Xiaogang, spokesman with the Beijing Water Authority, was quoted as saying by Monday's Beijing Daily.Local governments would be punished if they missed the targets, he said, adding it was the first time that such measures had been formulated.The measures, which were still being drafted by the municipal government, will be implemented during the first half of 2011, Bi was quoted as saying.Beijing has been plagued by drought for 12 years in a row, during which its per capita amount of water resources has been nearly halved to about 150 cubic meters.With nearly 20 million residents and more than 4.7 million vehicles, the metropolis has a water resource deficit of 400 million cubic meters, although it transferred 320 million cubic meters of water from neighboring Hebei Province last year.

CHONGQING, Dec. 11 (Xinhua) -- Environmental sanitation workers from southwest China's Chongqing Municipality have collected 78,000 tonnes of garbage from the Yangtze River near the Three Gorges Dam, ensuring the dam's safe and effective operation after its water level was raised.More than 68,000 workers in nearly 21,000 boats retrieved the garbage.In late October, the water level in the dam was lifted to its designed maximum of 175 meters, allowing the dam to play its full flood control, power generation, navigation and water supply roles, said Wang Yuankai, a Chongqing municipal work administrator.Raising the dam's water level increased the surface area of water in the dam. It also increased garbage collectors' workload, with about 60 percent more garbage appearing.The cleanup operation helped ensure the water quality of the dam and its navigability.The Three Gorges Dam is the world's largest water-control and hydropower project.

BEIJING, Dec. 29 (Xinhua) -- China's gross domestic product (GDP) is predicted to grow by around 9.5 percent in 2011, 0.5 percentage points lower compared to the growth rate expected for this year, said a report issued Wednesday by the Bank of China (BOC).The report by the BOC, China's third largest lender, was based on the bank's projections of weak overseas demand, tighter monetary policy, and the government's planned economic restructuring for 2011, the first year of China's 12th five-year plan.The Chinese government announced in early December that it will switch its monetary policy stance from relatively loose to prudent next year to tackle rising inflation and keep economic growth at a sustainable pace.The report also said government policies this year to curb soaring property prices in some major cities, and the country's efforts to improve energy efficiency had slowed the economy with the GDP dropping to 9.6 percent in the third quarter, down from the second quarter's 10.3 percent and 11.9 percent in the first quarter.The report also forecast inflation to rise 4 percent in 2011, compared to the 3.3-percent rise expected for 2010. It said that in the second half of the year, the producer price index (PPI) for China's industrial products had kept rising along with the consumer price index (CPI), adding more inflationary pressure for the future.The Chinese government set a 3-percent target for inflation this year, but looks unachieveable after the index rose 3.2 percent during the first 11 months. Pushed up mainly by rising food prices, the index soared 5.1 percent in November to a 28-month high.The report also predicted new lending next year would be 7 trillion yuan (1.06 trillion U.S. dollars), just slightly down from the 7.5 trillion yuan target set by the government for 2010.Growth rates of retail sales of consumer goods and industrial value-added output would see a slight drop from year 2010, while imports would likely grow by 18 percent, 3 percentage points higher than exports.As inflation triggers wider public concerns, expectations for more hikes in interest rates are strengthening. The report forecast the People's Bank of China, the central bank, would likely hike rates for up to three times next year, mostly during the first half of the year.The central bank on Sunday raised the benchmark one-year lending and deposit rates by 25 basis points for the second time in just over two months. It had also set higher commercial lenders' reserve requirement ratio six times this year in a move to tighten liquidity amid climbing inflation.

  

ISLAMABAD, Dec. 17 (Xinhua) -- Chinese Premier Wen Jiabao and his Pakistani counterpart Yousuf Raza Gilani reached extensive consensus here Friday on further strengthening their countries' strategic cooperative partnership."China and Pakistan were, are and will always be good neighbors, good friends, good partners and good brothers," Wen said during his talks with Gilani, citing the profound friendship between the two peoples and the solid foundation of bilateral ties.In order to enhance communication and cooperation between the two "all-weather" strategic cooperative partners, Wen added, Beijing is ready to establish an annual conference mechanism between the two countries' leaders and a regular dialogue framework between their foreign ministers.China appreciates the strong support Pakistan has long been offering on issues concerning China's core interests, and will continue backing Pakistan's efforts in defending national sovereignty, maintaining social stability and achieving independent and sustainable economic development, Wen said.Noting that Pakistan has made huge sacrifice for and important contributions to the global counterterrorism campaign, the Chinese premier said his country is ready to work together with Pakistan to promote regional peace and stability.Meanwhile, a great potential is yet to be tapped in the two countries' practical cooperation, Wen stressed, saying that concerted efforts are needed in this regard to bring more benefits to the two peoples.In a three-point proposal, Wen prioritized the task to help Pakistan rebuild after its nationwide deadly flooding this summer, and pledged to offer assistance in road repair, food production and other relief programs if needed.Additionally, the two sides should consolidate cooperation in infrastructure construction and expand collaboration in trade, investment and financial sectors, Wen added.On the cultural sphere, he proposed to designate 2011 as the Year of China-Pakistan Friendship, co-sponsor activities to celebrate the 60th anniversary of the establishment of diplomatic relations, further broaden people-to-people exchanges, and thus promote mutual understanding and friendship between the two nations.Gilani, for his part, said that China is Pakistan's "best" and "most-trusted" friend, and that his country sincerely thanks China for its valuable support and generous aid.He expressed full agreement with Wen's proposal, saying that Pakistan is willing to join hands with China to beef up top-level contacts and strategic cooperation and pass on the two nations' friendship from generation to generation.The Pakistani side, Gilani said, is confident that with concerted efforts, the Pakistan-China all-weather strategic cooperative partnership will surely reach higher levels.Following their talks, the two leaders witnessed the signing of a number of documents on bilateral cooperation in economy, energy, finance, culture and other areas.Wen arrived here from India earlier in the day for a three-day visit to the South Asian country, where he is also scheduled to address a joint session of the Pakistani parliament and inaugurate the China-Pakistan Friendship Center, a project built to facilitate exchanges among the two countries' students, media and academic circles.

  

BEIJING, Nov. 30 (Xinhua) -- Chinese Vice Premier Li Keqiang said more follow-up efforts should be scientifically made to ensure the Three Gorges' continuing safe operations and to make full use of the project after its preliminary construction is finished on time.Li made the remarks while chairing the 17th plenary meeting of the Three Gorges Project Construction Committee under the State Council, or the cabinet.The meeting discussed the examination and acceptance report of the project and the follow-up layouts.The preliminary design and construction of the Three Gorges were finished on time and the project reflects the good quality of the construction, in general, which worked well in flood control, while having generated more than 400 billion kilowatts of power, according to reports from the meeting.Chinese Vice Premier Li Keqiang (C) presides over the 17th plenary meeting of the Three Gorges Project Construction Committee under the State Council, in Beijing, capital of China, Nov. 30, 2010.
