SAN DIEGO — Corinne Lam didn't waste anytime once she learned she wouldn't be allowed to cut hair indoors anymore.She spent Monday afternoon gathering tents, misters, and rugs to make it somewhat bearable to move Rancho Bernardo’s Salotto Salon’s operations into its parking lot."We were essentially ready to start operating tomorrow outdoors,” she said Tuesday.Governor Newsom on Monday ordered salons, gyms and malls to cease indoor operations to slow the increasing spread of Covid-19.Lam didn't think moving outside would be a problem. After all, the County of San Diego said businesses could shift operations outside under tents, canopies or sun shelters if the sides are not closed and there is sufficient air movement.Lam, who owns the salon with her husband, was planning to do just that until she learned the California Board of Barbering and Cosmetology won’t allow it.“The law - in the Business and Professions Code - states that all barbering and cosmetology services must be performed IN a licensed establishment,” said Cheri Gyuro, spokeswoman for the state Department of Consumer Affairs. “Therefore, these types of business in the required counties must be closed immediately.”It's a devastating blow to Salotto Salon and those like it across the county - because unlike last shutdown, they've exhausted all of their stimulus funds through the paycheck protection program.“We're not just hairstylists,” Lam said. “We are professionals and business owners and mothers, and all we want is to be able to do what we do.” 1540

It will last until the state’s Public Health Officer deems it safe to reopen.“It's incumbent upon all of us to recognize soberly that Covid-19 is not going away anytime soon,” Newsom said.The decision leaves Lam and other business owners wondering how they'll survive. Like her, many have already exhausted their Paycheck Protection Program funds that helped get them through the first shutdown.“It's like we're jumping into a pool with no water,” she said. “So who is going to supply the water? I don't know.”Lam may be able to move her haircuts outside, but it's complicated. Plus, the concrete's sweltering, especially with masks and gloves. 1514

Samuel and Ronan Peterson will have an interesting story to tell for the rest of their lives, thanks to Daylight Saving Time.The infant twins — born overnight on Nov. 6, 2016 — have a strange twist to their ages because of the time change.According to Cape Cod Healthcare in Massachusetts, Ronan is the older twin despite being born 31 minutes after Samuel.How does that work?According to hospital officials, Samuel was born at 1:39 a.m. Eastern and when his twin Ronan was born 31 minutes later, the clock had reset to 1:10 a.m., instead of being 2:10 a.m., because Daylight Saving Time had come to an end.So, despite technically being 31 minutes younger, Ronan's official time of birth is listed as 29 minutes earlier than Samuel's.One of the hospital's maternity nurses, who has 40 years on the job, said she'd never seen anything like it.Seth Peterson, the boys' father, figured something strange was going to happen due to his wife Emily giving birth on the night of Daylight Saving Time's end."I said earlier that night that they were either going to be born on two different days or the time change was going to come into play," he said, according to Cape Cod Healthcare.Clint Davis is a reporter for the Scripps National Desk. SAN DEIGO (KGTV) - A family in City Heights is going to save about 90% on their electric bill thanks to the non-profit GRID Alternatives. The organization installed free solar on their roof for Mother's Day. Erika Rodriguez is a single mother of three and she told 10News she would not have been able to afford solar without the program. She'll own the panels as long as she lives at the house. If she moves, the panel stays. The construction team doing the work is a team of all women volunteers. GRID Alternatives is also hoping to get more women into solar-related jobs. Currently, women only make up 27% of solar jobs.  661
