SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) -- A San Diego county father is speaking out about his family's close call caught on video during an off-road race down in Baja, but the driver behind the wheel says it's not what it looks like. Earlier in April, Matt Scarpuzzi of Alpine and hundreds of other drivers were participating in the "San Felipe 250" when he says another driver deliberately drove through a group of spectators, including his wife and two young children. In this type of racing drivers can deviate from the set course as long as they make it to the checkpoints, so technically it wasn't against the rules."I couldn't believe that was the best decision, in my opinion, it jeopardizes the fan safety and it jeopardizes a sport that I love," said Scarpuzzi.The man behind the wheel, B-J Baldwin, spoke to 10News and said it looks worse than it actually was.  "I had 100 percent visibility, I knew where everybody was at, knew everybody was safe. Again I was only going about 2 miles an hour when I drove through these tents," Baldwin said. He posted the video on his Facebook page and offered to replace anything he damaged. "I assured everybody that no one was in danger and I was very very careful when trying to re-enter the course and access the course," said Baldwin.  1317

SAN DIEGO (KGTV) — A growing number of teens report feeling lonely or left out according to a new study out of San Diego State University. The research was authored by psychology professor Jean Twenge and published in the Journal of Social and Personal Relationships. Among the findings:High school seniors who reported feeling lonely went from 26 percent in 2016 to 39 percent in 2017.High school seniors who said they often felt left out rose from 30 percent in 2012 to 38 percent in 2017. The data was collected from surveys of 8.2 million U.S. adolescents between 1976-2017. 589

SAN DIEGO (KGTV) -- A local group called the San Diego Rapid Response Network is calling on the community to help asylum-seekers being released throughout San Diego County. On Monday, the group held a press conference explaining how they have been helping the migrants as they are released by ICE, awaiting their asylum hearing. The network is made up of several local churches, the local ACLU, and Casa Cornelia. Volunteers say they have been helping migrants by providing shelter, food, and medical services. They say they've also made travel arrangements to help the migrants get to their final destination. Volunteers tell 10News the migrants are released with no resources and sometimes late at night. The group says they felt the need to help after ICE ended their policy of connecting the migrants with a family member or a sponsor before their release. ICE tells 10News they always plan for releases during the daylight hours but say sometimes things can get delayed since it is a multi-agency effort. They told us of only one instance where the group was released after sundown. The rapid response network is hoping the community will help with monetary donations so they can continue providing their services. SAN DIEGO (KGTV) - A local couple is making a plea for the return of some family heirlooms after a burglary at their home while it was being fumigated.The mess Denise Duffy walked into is now stamped in her mind and heart."Very upsetting. I just felt very sick," said Duffy.Just off 54th street in Oak Park, after several days of termite treatment, Duffy and her husband met the fumigation crew Wednesday morning so they could get back in their home. Turns out, somebody else had been inside. The tent was sliced open, along with a screen window on the side of the house. The thief ransacked the entire house, stealing electronics and dozens of pieces of jewelry, most of them family heirlooms."My parents are dead. My grandparents are dead, and I had a piece of them," said Duffy.Among the pieces that priceless heirlooms was a gold necklace she wore at her wedding nearly 40 years ago, given to her by her grandfather. Also gone was her husband's gold wedding band."It's pretty tough on you ... brings back memories. Stuff you hope to have for your kids," he said.The Duffys aren't alone. Last week in El Cajon, there was a burglary with a similar M.O. A home - two days into a fumigation - was broken into after the tent was sliced open overnight. In that case, a senior couple lost jewelry, coins and other valuables collected during their lifetimes. The pain of their loss is shared by the Duffys. "Just a violation ... Can't replace any of it," said Denise.Her husband's wedding band engraved with their wedding date '11-28-80' and 'Love Never Fails.'It's unknown right now if there's a link between the two crimes. 1629
