SAN DIEGO (KGTV) - A brother and sister who own two Rancho Bernardo nail salons were arraigned Thursday on federal charges they were part of a forced labor conspiracy. Cindy Mydung Luu and Jason Luu lured their second cousin from Vietnam to San Diego in 2014 to work long hours in their salons, Eden Nails Lounge & Spa and Majestic Nail Salon, prosecutors said. The woman arrived on a student visa and attended Grossmont College, but applied for a spouse visa after marrying Jason Luu in 2016. Prosecutors said the siblings “engaged in a scheme intended to cause the victim to believe she would suffer financial and reputational harm if she did not continue working.” The siblings own Eden Nails Lounge & Spa and Majestic Nail Salon in Rancho Bernardo.“We are very grateful that this matter came to the attention of the Human Trafficking Task Force upon the suggestion and support of two caring and vigilant nail salon customers who had befriended the victim,” said U.S. Attorney Robert Brewer. “With their assistance, Task Force officers were able to assist the victim immediately and to investigate these alleged crimes.” The U.S. Department of Labor’s Wage and Hour Division also investigated the defendants’ nail salon for minimum wage and overtime violations, according to prosecutors.The Luu’s were arrested at their home in Tierrasanta Thursday morning. They are scheduled to appear in federal court on Jan. 17. 1434

"She said Dad used to go in the garage and she told me that bell needs to go home, that would make him very proud."So last month, Florence made good on her promise. SAN DIEGO (KGTV) - A driver was killed and several teens were injured Tuesday night in a high-speed solo vehicle crash along State Route 905 in south San Diego.The crash happened on the westbound lanes near the Beyer Boulevard off-ramp about 9:15 p.m., according to the California Highway Patrol.The driver lost control of the dark-colored Chrysler 300, struck the center divide, and was ejected from the car. The victim was declared dead at the scene. It was initially reported that the driver, a 21-year-old male, was a teenager. Firefighters worked to extricate two passengers trapped in the rear passenger seats, according to the San Diego Fire-Rescue Department.The injured victims, three males and two females ranging in age between 15- to 21-years-old, were transported to UCSD and Scripps Mercy for their injuries. Their conditions are unknown at this time.CHP officers are investigating if drugs, alcohol, or distracted driving contributed to the crash.Investigators are asking anyone that witnessed the crash to contact the California Highway Patrol.The Beyer Boulevard on-ramp to the westbound state Route 905 was shut down until at least midnight, according to the CHP. 1191

  

SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers.In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands.Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs.There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations.This plan will be sent to the full council for further review. 1210

  

SAN DIEGO (CNS) -- Two men were wounded when another man opened fire from the passenger's seat of a vehicle on a street in the Encanto neighborhood, police said Tuesday.It happened around 10:10 p.m. Monday on Klauber Avenue near Attix Street, west of 69th Street, San Diego police Officer John Buttle said.A 25-year-old man and a 28-year-old man were standing outside their home when a woman drove up in a vehicle, described as a black or white BMW, with a man in the front passenger's seat, Buttle said.The man in the passenger's seat, believed to be in his late 20s, fired at least seven shots and the younger man was struck four times in the stomach while the older man was struck in a buttock and a leg, the officer said.Family members started to transport the victims to a hospital, but they were stopped by police, then paramedics took the victims to a hospital for treatment of their injuries, which were not believed to be life-threatening, Buttle said.No detailed suspect descriptions were immediately available. 1029
