West Virginia lawmakers reached a deal Tuesday that gives a 5% pay raise to all state employees, including striking teachers and school staff.The deal is intended to end a teachers' strike that has canceled nine consecutive school days across the state. Most of these photos are harmless, but that doesn’t mean they’re fully legal in some states.In response, seveal states have changed their laws regarding ballot selfies.According to the National Conference of State Legislatures, California, Colorado, Hawaii, Nebraska, Oklahoma, Oregon and Utah have made changes to their laws in the last five years which allow some form of ballot selfies.Other states, however, have tried to curtail ballot selfies. For instance, Alabama passed a law last year that prohibits taking a photograph of a ballot, or otherwise revealing the contents of a completed ballot.Another state, New Hampshire, attempted to pass a law to restrict ballot selfies.However, a federal appeals court ruled 3-0 that the state had not shown that it was using the least restrictive means to achieve a compelling state interest of prohibiting voting fraud. According to the ruling, New Hampshire Secretary of State William Gardner was unable to show examples of how ballot photography led to voting fraud."The restriction affects voters who are engaged in core political speech, an area highly protected by the First Amendment," the ruling states. "There is an increased use of social media and ballot selfies in particular in service of political speech by voters. A ban on ballot selfies would suppress a large swath of political speech."Indiana also had a law passed in 2015 that would have made ballot selfies a felony struck down by a federal judge.In Colorado, the state made it legal in 2017 to take ballot pictures.Nationally, laws vary from state to state. While some states may permit photography of a completed mail-in ballot, the state might prohibit photography at a voting site.CNN has compiled a state-by-state list of what is permitted and not permitted in each state. 2104

An official Chinese statement declared that Tiangong-1 terminated its data service on March 21, 2016. Since the Chinese government has lost control of the station, it's hard to predict where and when it will fall.The European Space Agency predicts the space station will fall back to Earth between March 30 and April 6, while research organization Aerospace predicts a re-entry on April 1, give or take 4 days.Aerospace says it is much easier to predict a re-entry time than a location. Why are stocks falling again? President Donald Trump says it's because Democrats are gearing up to use their impending control of the House of Representatives to investigate him. As always, when it comes to the markets, the real answer is complicated.The Dow fell by more than 600 points on Monday, dragged down by investors' concerns about the tech sector and the rising dollar. The Nasdaq fell 2% and the broader S&P 500 fell 1.2%.Apple (AAPL) fell 5% after supplier Lumentum cut its earnings and sales forecast because of weak demand, and JPMorgan cut its target price on Apple's stock. When legendary singer Aretha Franklin died, she did not have a will or trust. Her four sons have filed a document listing themselves as interested parties, reports say.Franklin died last week from advanced pancreatic cancer. She was 76.In addition to her sons' filing, Franklin's niece has asked the court to appoint her as a personal representative of the estate, the Detroit Free Press reported. It said under Michigan law, if an unmarried person dies without a will, his or her assets are divided equally among any children.Franklin's lawyer has represented her in entertainment matters for nearly three decades, and told the paper that he constantly asked her to do a trust, but she never got around to it."I was after her for a number of years to do a trust," Los Angeles attorney Don Wilson told the paper. "It would have expedited things and kept them out of probate and kept things private."Wilson is Franklin's attorney in copyright matters, song publishing and record deals, and will be consulted on estate planning purposes. He said while he doesn't have a dollar figure on the value of her assets, the lack of a will means the finances will become public in Oakland County Probate Court."I just hope (Franklin's estate) doesn't end up getting so hotly contested," Wilson said.
