(KGTV) -- Authorities are warning Americans traveling to Tijuana about people posing as police officers reportedly getting aggressive with drivers waiting to cross the San Ysidro Port of Entry. Photos from Tijuana Police show officers near the port putting a man in handcuffs. Authorities in Mexico say he’s one of 35 people arrested Sunday for being aggressive to drivers waiting to get back into the United States. The concern was raised this week as travelers are expected to head south for the holiday weekend. Marco Sotomayor, the Secretary of Public Safety in Tijuana told the San Diego Union Tribune that the city is seeing cases that are more violent and more consistent. Sotomayor goes on to say that criminals sometimes mask themselves as police officers wearing fake badges on hats and jackets, demanding money from drivers stuck in lines. "I think you very much stick out if you've never been to Mexico, and you don't know where you're going and you don't know what roads to take, I think that does make you a very easy target,” said Amanda Matti with Daytripper Tours. She says the company has been safely traveling into Mexico for 30 years. Because they travel in large groups via buses and have contacts across the border, Matti says their tour service never runs into these type of issues. "Our driver is usually local, experienced in Mexico, our tour managers are experienced, so I think they know not to target us."Matti says if you plan on going this weekend and don’t have experience, don’t go alone. "We definitely recommend traveling in a group." 1595

SAN ONOFRE, Calif. (KGTV) - On Tuesday, two Southern California congressmen toured the shuttered San Onofre Nuclear Generating Station, or SONGS. There was an announcement made to the press about new legislation, amid environmental and safety concerns at the facility.Representative Harley Rouda (D-CA-48) told reporters, “We both recognize that we have an issue here.” He and Representative Mike Levin (D-CA-49) got a firsthand look at the controversial conditions inside SONGS. The two representatives serve districts that cover north coastal San Diego into Orange County, where SONGS is located. “Today, I’m pleased to announce that when I return to Washington, I’ll be introducing new legislation to ensure the spent fuel here at SONGS receives top priority from the federal government for disposal,” said Rep. Levin. His newest effort will be called the Spent Fuel Prioritization bill. To decommission the power plant, crews have been transferring spent nuclear fuel into square vaults on the beach until the government figures out what to do with them, next, which will likely involve transferring them to a remote, out-of-state location. The congressmen are calling for more federal oversight after safety concerns were raised about the integrity of the fuel storage canisters. Additionally, last summer a loaded canister was nearly dropped several feet. “I think there's dispute and well-intentioned dispute about what the outcome would have been had that 18-foot drop occurred,” adds Rep. Levin.SONGS’ operator, Southern California Edison, sent 10News the following statement: “Southern California Edison welcomes the congressmen’s efforts to develop solutions to the issues of transportation and long-term storage of spent nuclear fuel. SCE has been safely storing spent nuclear fuel on site at SONGS for nearly 50 years. We will continue to store spent nuclear fuel here safely until it is moved off site to a federally licensed facility.”“It should be important to you and certainly to your children and grandchildren,” said Rep. Rouda.The congressmen told reporters that it could take anywhere from about 10 to 30 years to fully remove the waste. 2167

Saipov allegedly drove a rented truck onto a well-trafficked bike path just blocks from the World Trade Center on Tuesday afternoon.Eight people were killed and more than a dozen injured as the driver carved a path of destruction through several blocks of Lower Manhattan. Saipov crashed the rented truck into a school bus, left the vehicle brandishing imitation firearms and was shot by police, officials said. He survived and was taken into custody, police said.In carrying out the attack, Saipov relied on the playbook laid out by ISIS in recent years, officials said. Miller said that handwritten notes in Arabic found near the scene had both symbols and words, but the general message was that the Islamic State would endure forever."He appears to have followed almost exactly to a 'T' the instructions that ISIS has put out in its social media channels before with instructions to their followers on how to carry out such an attack," Miller said.  1799

  

SANTEE, Calif. (KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SANDY SPRINGS, Ga. – A babysitter in Georgia has been charged with the murder of a 2-year-old girl who was under her care.The Sandy Springs Police Department said in a statement Tuesday that it began investigating on Dec. 9, when it received a report of an unresponsive child inside an apartment.First responders rushed the girl to an Atlanta-area hospital, where police say she was pronounced dead by medical personnel.Detectives say the child had been in the care of her babysitter at the time, 29-year-old Kirstie Flood.Later, police say an autopsy performed on the child revealed she suffered severe injuries that resulted in her death while under the care of Flood.Flood has since been arrested and charged with two counts of felony murder, one count of malice murder, one count of aggravated battery, and one count of cruelty to children.The police department didn’t release the identity of the victim. However, loved ones have told news outlets in the Atlanta area that the girl’s name was Fallon Fridley.Fallon’s parents told WSB-TV that Flood had been their full-time babysitter since August and they never suspected she would be capable of something like this.According to a warrant obtained by WSB-TV, police allegedly discovered Flood had been searching things on her phone, like “what type of people enjoy abusing other people’s children” and “what does it mean to have a sudden urge to beat a child that’s not yours.”Authorities are continuing to investigate.
