WEST PALM BEACH, Fla. — Florida's coronavirus daily cases record was obliterated Sunday with 15,300, nearly 4,000 more than the previous high and 24 percent of the U.S. total, as daily tests soared to 142,981 but new deaths subsided to 45, the Florida Department of Health announced.The previous state record for cases was set one week ago Saturday with 11,458. Saturday's total was 10,360, which was the fourth time it hit five digits. Friday's total was 11,433 and last Sunday was 10,059.Florida also holds the record for most cases in one day in the United States. During the height of the pandemic, New York reached a peak of 12,274 cases in one day.Since the first two cases were announced four months ago on March 1, Florida's total has surged to more than 1 percent of the state's population to a total of 269,811.In one week, Florida's cases have risen by 69,700 for an increase of 34.8 percent. Last Sunday, total cases passed 200,000.Since the first two deaths were announced on March 6, the death toll has climbed to 4,242, which is ninth in the nation. The number of nonresident deaths listed by the state remained at 104 for a total death count of 4,346.Deaths rose by 511 in the state over seven days for 13.7 percent. The U.S. figure is 3.6 percent with the world at 6.4 percent.Testing has dramatically ramped up from just a few at select sites to massive places throughout Florida as well as nursing homes, jails and farm workers. The total now is 2,576,813, fourth in the nation, behind No. 1 New York, No. 2 California and No. 3 Texas. WASHINGTON (AP) — The Trump administration Tuesday banned bump stocks, the firearm attachments that allow semi-automatic weapons to fire like machine guns and were used during the worst mass shooting in modern U.S. history. The regulation gives gun owners until late March to turn in or destroy the devices. After that, it will be illegal to possess them under the same federal laws that prohibit machine guns.Bump stocks became a focal point of the gun control debate after they were used in October 2017 when a man opened fire from his Las Vegas hotel suite into a crowd at a country music concert, killing 58 people and injuring hundreds more.The regulation was signed Tuesday by Acting Attorney General Matthew Whitaker. It will take effect 90 days after it is published in the Federal Register, which is expected to happen Friday.Bump stock owners will be required to either destroy them or surrender them to the Bureau of Alcohol, Tobacco, Firearms and Explosives, a senior Justice Department official said. It is impossible to know just how many bump stocks Americans own because the devices aren't traceable, but ATF has estimated that between 280,000 and about 520,000 have been sold since 2010.Investigators expect most owners will comply with the new rule and ATF will take action against those who don't, the official said. But there's no surefire way to know whether owners are complying. But as of Tuesday, there's still more than 0 billion left in the pot.As to why that is, the Small Business and Entrepreneurship Council says there's a few reasons, like concerns over how much would actually be forgiven, constantly changing rules, and strict limits to how the money can be used.“Not all businesses are the same. So, you know you've got businesses with high overhead, maybe few on payroll,” said Karen Kerrigan, President and CEO of the SBE Council. “This program really didn't align with their needs.”Business owners and advocacy groups complain that the money in the PPP was not fully put to work because it created obstacles that stopped countless small businesses from applying.A report from a research group says the program’s shortcomings also made it more difficult for minority businesses to get loans.The owners of a Colorado brewery who got a PPP loan say it helped, but only goes so far."It didn't solve the problems. What it did was sustain us for a few more months."The SBE Council is working with lawmakers on both sides of the aisle for further policy solutions. They're pushing to broaden what expenses can be forgiven, especially when it comes to technology.Through a survey, the group found 87% of small businesses said they wouldn't have been able to survive without cloud-based services.“We know that consumers are on social media and technology platforms looking for new businesses, looking for new brands, looking for new things that they need, and that's where small businesses can really fill that gap,” said Kerrigan.The Small Business Administration says it will be up to Congress to decide what to do with leftover funds from the PPP. 1900
