(KGTV) -- Police arrested a 16-year-old boy after he reportedly killed a duck with a golf club in Ontario Wednesday, according to ABC 7 in Chicago.The teen shared video that appeared to show him striking the duck. The duck’s remains were later found at the Whispering Lakes Golf Course.The 16-year-old was issued a citation for felony animal abuse after being arrested at his home.Members of the Colony High School golfing team were practicing when one of them said they accidentally hit a duck while teeing off.The boy claims he killed the duck to put it out of its misery, however, police say there may be more to the story due to the video being posted on social media. Police have said the investigation is ongoing. 748

OCEANSIDE, Calif., (KGTV) -- Oceanside City Council decided Wednesday night to postpone a vote regarding a controversial development plan in East Oceanside. The developer hoped to postpone the vote in order to make adjustments to the plan. Residents opposed to the plan hoped Council members cast a 'no' vote to put an end to the plan.The North River Farms Development sits on 177 acres in an area Southwest of Bonsall, known as South Morro Hills. "We're really excited to bring an 'Agrihood' to the City of Oceanside," Ninia Hammond, Project Manager of Integral Communities, said. Her company began crafting this plan five years ago. Their goal is to create a place that will feature a trifecta of community, housing, and farming on traditionally agricultural land.The Oceanside Chamber of Commerce expressed their support of the project in February. They argued that it would bring in millions of dollars, and help the city meets its 2021 Regional Housing Needs Assessment goal.10News met with Jane Marshall, a resident vehemently opposed to the plan."We would rather have a better quality of life, where a developer is willing to work with us in all our infill projects," Marshall said. "We have plenty of room to build instead of taking prime farmland from Oceanside."But the developer said this is the only location for a plan of this kind. "The maker spaces, the creative hub, the exposure to the view of the river," Hammond said. "All of that makes the nature of it, really specific to the location."Marshall disagreed. She said the development would decimate small farms, increase traffic and pollution, and create flooding and fire issues. She said the plan does not include a clear emergency evacuation plan, putting residents at risk. Because of these very issues, Oceanside's Planning Commission turned down the plan for the second time two weeks ago. But Hammond said they are optimistic the city council will postpone the vote and reconsider the issue another time, after they make revisions. On Aug. 26, 2017, 15-year-old Damon Grimes was involved in a police pursuit while driving an ATV. That pursuit ended in a crash on Detroit’s east side that claimed Grimes’ life.Using the Freedom of Information Act, 25-hours worth of video from police body cameras and dash cameras, surveillance video and cellphone video shot by witnesses were released that tell the story of the senseless death. They would not provide footage from the dash cam of the pursuit by MSP Troopers, Mark Bessner and Ethan Berger.At 5:31 p.m., the video shows Damon Grimes riding his ATV down Rossini Avenue and Gratiot in Detroit.Bessner requests priority to chase an ATV. “He flipped. Flipped!” said Detroit Police Officer Williams on the radio.“Yup, tell them there’s an accident,” said DPD Officer Boersman, who was first on the scene.Grimes hit a parked Ford F-150 with his ATV and he flew off the four-wheeler.“He’s got a pulse and he’s breathing,” said Bessner.“0-9, he’s slowed down, we tased him and he crashed out. Hell no!” said Wade.“They got lights and sirens. OCEANSIDE, Calif. (KGTV) -- Hundreds showed up early Saturday morning for the Oceanside half-Ironman. The race is a total of 70.3 miles of biking, swimming and running. For one local Camp Pendleton marine, the race meant so much more. Captain John Watkins participated in the Ironman in memory of his daughter, Amelia Mae Watkins, also known as Millie. Millie passed away when she was just 10-years-old from neuroblastoma last year. Since Millie's death, her family raises money to raise awareness about her specific type of cancer. The Watkins raised over ,000 dollars for this race.
