Rep. Joaquin Castro, D-Texas, announced he is launching an investigation surrounding Secretary of State Mike Pompeo’s speech at the Republican National Convention. Pompeo’s speech is set to be broadcast during Tuesday’s portion of the RNC.Castro wants to probe whether the speech violates both the Hatch Act and State Department rules.The Hatch Act is intended to limit political activities by executive branch employees other than the president and vice president. While violating the Hatch Act is not criminal, there are potential civil fines for violations. The act also calls for violators of the act to be reprimanded or terminated from their positions if found in violation.But in the past, the Trump administration has not acted on violations of the Hatch Act. Most notably, the Office of the Special Counsel recommended that Trump aide Kellyanne Conway be removed from her White House post after allegedly violating the act multiple times. Pompeo is delivering his remarks during an official trip to Israel.“The Trump administration and Secretary Pompeo have shown a gross disregard not only of basic ethics, but also a blatant willingness to violate federal law for political gain. Congress has a responsibility to stand up for the rule of law and hold them accountable for this corrupt behavior,” said Castro. “It’s absolutely unacceptable that a sitting U.S. Secretary of State, America’s top diplomat, would use official taxpayer-funded business to participate in a political party convention, particularly after the State Department published guidance that explicitly prohibits such activity.”Sources told CNN that White House, State Department, RNC and Pompeo’s personal lawyers all signed off on the speech. CNN also reported that the State Department claimed that no taxpayer funds were used by Pompeo to deliver the speech.While there are concerns that having Trump administration officials participate in political activities is toeing what’s legal under federal law, it is certainly unprecedented. There has not been an active secretary of state in recent times who has held a speaking role at a political convention.ABC News reported that then Secretary of State Colin Powell would not participate in the 2004 Republican National Convention due to ethics concerns.“As secretary of state, I am obliged not to participate in any way, shape, fashion, or form in parochial, political debates. Psychological first aid. That's the mission of a new program within the Medical Society of the State of New York. It's called "Peer to Peer" and it's a way for doctors to counsel each other, especially as they try to manage the exhaustion and trauma brought on by COVID-19.Dr. Frank Dowling said the medical profession has been stressful from its onset. “You can find journal articles from 1850 talking about docs and depressions alcohol and suicide," Dowling said. Initiating the "Peer to Peer" program has been a career goal of his, a bucket list item.“Because we’re professionals, we expect ourselves to take all this in and, incorrectly in my view, not feel it and we have a professional demeanor,” Dowling said.Dr. Dowling says doctors are under immense pressure to not show the stress they take on. “Could you imagine a cardiac surgeon working on someone you love, bringing them to the emergency room saying 'OMG, I have a life in my hands?' So it gets pushed aside in its own natural way where people know how to do it and we do what we’ve got to do,” Dowling said.Add in insurance headaches, trauma, and then: 2020. And COVID-19. New York's medical system is still dealing with the stress of the pandemic.“Those stressors don’t stop because we have a pandemic, the pandemic adds to the burden of stressors that already exists,” Dowling said.Dr. Charles Rothberg chairs the Medical Society, State of New York's Committee on Physician Wellness and Resiliency. They've been working on the "Peer to Peer" program because physician burnout is not new. COVID-19 hit, and they knew it needed to get off the ground.“The program is essentially for people that are engaged in a stressful profession that from time to time find that their coping mechanisms are exceeded by the stressors they experience,” said Rothberg.There's been doctor suicides, addiction and financial problems, real life struggles, exasperated by the coronavirus. For doctors, there's often a stigma associated with the stress. “There was concern that physicians would not want to consult a peer for fear that they would be reported or trigger an obligation of a colleague to do the reporting,” Rothberg said.Peers, he says, should provide safety, comedy, a connection - and basic support. “A physician should know that they are doing a good job even if sometimes unexpected outcomes occur for example,” Rothberg said.Before they launched "Peer to Peer", they were working on ways to prevent and reduce doctor burnout. Ironically, that program was halted because of COVID-19. Which, then of course, made the burnout even worse."Peer to Peer" offers a number to call- 1-844-P2P-PEER and an email, p2p@mssny.org, to contact, 24 hours a day, 7 days a week, not for treatment, but casual conversation, to talk it out with someone who's going through the exact same thing. “Maybe to just share with a peer that this happened to me also and here’s how I responded to it a lot of the problems that people have are common to each other,” Rothberg said.Or, as Dr. Dowling puts it, head over to the zoom diner, meet a friend and take a load off. “I want the docs that we help in the peer to peer to get well, to get better, to love life again and love why they went into medicine," said Dowling. 3263

  

Public transit across the country has seen a roller coaster of ridership since the pandemic first hit. Now, it looks to the future and the hope that riders return."A lot of medical workers ride transit every day, people who work in distribution centers, grocery stores, these are people who keep cities running, and we really need transit to carry these workers through the depths of this pandemic," said Ben Fried of Transit Center, a non-profit that advocates for better public transportation in American cities.Fried says public transit nationwide has seen fewer riders than normal ever since stay-at-home orders were first enacted."We have seen transit climb back a little bit in terms of ridership. At the peak, it was down 90-95%. Now, depending on the system, it's typically down about 75% of normal rates," Fried said."(We've seen) a significant decrease. We normally carry 400,000 riders a day. We saw that drop to 100,000 early on," said Terry White, the Interim General Manager of King County Metro in Seattle.White said King County had to cut unused bus routes and then add service to the southern region of the county, which still saw a high number of passengers during the height of the pandemic."(We) almost didn't miss a beat in terms of the ridership coming out of that area," White said. "So, we assume there are a lot of folks in those areas that have to get to these essential services, food, healthcare, frontline jobs you can't do from home."While public transportation departments across the country reorganize their transit routes and implement new safety, cleaning and social distancing efforts on buses and subway cars, they're concerned about how the future of public transit will look. Fried hopes more people realize public transportation is still safe during the pandemic.Fried pointed to New York City as an example."Transit ridership has really increased a lot since the depths of the pandemic," Fried said. "We're not back to normal by any means, but as transit ridership has increased, we have not seen a spike in COVID cases. So, that's one indication transit may be safer than people think it is."Still, the overall decline in ridership isn't good for public transportation agencies' bottom lines."Transit agencies depend on revenue from a variety of sources," Fried said. "It's a mix of fare revenue, dedicated taxes, so like a local sales tax, a percentage of which will go to transit, and state and local government support and all three of these are getting hammered various degrees from COVID."In Seattle, King County Metro depends on local sales tax and money made from bus and subway fares to keep them going."Really, our outlook for the next 10 years in this COVID pandemic situation has us in a situation where we will have to make up probably about billion over the next ten-year period," White said.Recently, King County Metro laid off 200 part-time employees while also offering early retirement incentives to some full-time workers, despite receiving a good chunk of money from the CARES Act. Fried is advocating for more federal help to keep public transit moving.As the pandemic moves forward, Fried hopes passengers start to get comfortable with using public transportation again."I think the number one thing to realize is that our collective health and safety is dependent on people wearing masks," he said. "It's true in shared space, and it's true in transit."Fried hopes ridership in the U.S. can get back to normal levels soon, but King County Metro doesn't think that will happen anytime soon. 3563
