Voters in San Francisco backed a plan to tax rich companies to help the homeless.The city-wide ballot measure called Proposition C passed by a wide margin: 60% to 40%. It will be the largest tax increase in San Francisco's history, doubling its current budget to fight homelessness.Prop C entered the national spotlight when big-name tech billionaires began debating the issue.Salesforce CEO Marc Benioff was Prop C's most visible and well-funded supporter, sinking nearly million into the "Yes on C" campaign. VISTA (CNS and KGTV) - Prosecutors announced Friday they will seek a second trial against ex-NFL tight end Kellen Winslow II, who was convicted of forcible rape and misdemeanor counts of indecent exposure and lewd conduct earlier this week. Following about a week of deliberations, a Vista jury found Winslow guilty of raping a woman in Encinitas and exposing himself to two others, but deadlocked on eight other charges, including rape and kidnapping in connection with two other women. Jurors indicated that they were leaning toward guilty verdicts on each count, but were unable to reach a consensus, leading San Diego Superior Court Judge Blaine Bowman to declare a mistrial as to those counts Tuesday morning, and dismiss the jury. Prosecutors stated they will go forward with trying Winslow a second time. A judge set the trial date for Sept. 30 and denied bail, saying Winslow was a danger to the community.Winslow was convicted of last May's rape of a 58-year-old homeless woman -- Jane Doe 2 -- exposing himself to Jane Doe 3, who was gardening in her front yard in Cardiff last May, and touching himself in front of a 77-year-old woman -- Jane Doe 5 -- at a Carlsbad gym in February. VISTA (CNS) - A man who fired a BB gun at an Oceanside business that had put up a sign supporting the Black Lives Matter movement pleaded guilty today to charges of violating civil rights by damaging property and vandalism.Steve Soto, 23, of Carlsbad, is slated to be sentenced Sept. 28 to one year in county jail stemming from the June 4 shooting that shattered a window at Bliss Tea & Treats.Oceanside police Sgt. John McKean said Soto drove by the business, then fired a BB gun out the window of his vehicle.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.The sergeant said surveillance video helped detectives identify the vehicle used in the crime, leading to Soto's arrest on July 15.He also pleaded guilty to an assault charge related to a May 28 incident involving a male victim and a misdemeanor vandalism count related to an unspecified July 4 incident.He was facing a hate crime allegation stemming from the Bliss Tea & Treats shooting and other misdemeanor charges of discharging a BB gun in a grossly negligent manner stemming from unspecified incidents occurring in June and July, but those counts were dismissed as part of the plea agreement. 1232
