HAIKOU, Jan. 22 (Xinhua) -- Government plans to make China's southern island province of Hainan an international tourist resort have cut the supply of housing as owners and developers hold out for huge profits.More than 200 property buyers had arrived everyday since the end of last year when the government unveiled plans to turn the tropical island into a top international destination by 2020, said Li Zhuo, a salesman with Rongyu Project in Haikou, the provincial capital.Prices were rising by about 1,000 yuan (164 U.S. dollars) per square meter each day on some properties and properties that had been selling for 15,000 yuan a square meter at the beginning of the year were now asking20,000 yuan, he said.The Shanhuwan real estate project in Haikou had sold 600 of its 643 apartments in two weeks despite prices jumping almost 50 percent, said salesgirl Min Xia.In the popular tourist destination of Sanya, the average price of Shanyuhu project had soared from 13,000 yuan a square meter in November, to 28,000 yuan as of Thursday, and was almost sold out.The tourism promotion blueprint, which was officially announced on Jan. 4 and is expected to be approved by the National Development and Reform Commission, drew real estate developers and investors from home and abroad, driving up the property market to fever and causing property bubble fears."Many home developers and owners suspended sales, expecting higher prices and profits," said Liu Haiyi, assistant general manager of Hainan Jintai Real Estate Development Co., Ltd.In an effort to clamp down on potential speculation, the provincial government on Jan. 15 suspended the leasing of land and approval of projects, which worsened speculation concerns.The suspension was aimed at cooling the overheated sector, but it may have led to a second wave of price hikes, said a property agent surnamed Wu."Sufficient housing and land resources could be provided to fulfill demands of the market and the tourism promotional campaign," Wei Liucheng, secretary of Hainan Provincial Committee of the Communist Party of China, said Tuesday."We will blacklist real estate developers who seriously disturb the property market order and not approve any new land for them," he said.Official statistics show 58,489 commercial homes, totaling almost 6 million square meters, were on the market in Hainan's major cities as of Monday.In the first half of 2009, Hainan had approved development of 3,164.7 hectares of land, including 1,522.65 hectares already under construction, according to the provincial administration of land, environment and resources.Wei said homes for local residents were a priority. The authorities should conduct comprehensive supervision campaigns and work out plans for land approval for residential purposes. Strict penalties should be meted out to those who violated land use and transfer regulations.Hainan is one of the five special economic zones. Agriculture and tourism are its pillar industries.

NANJING, Feb. 9 (Xinhua)-- China and Japan have the opportunity to further develop their relationship through cooperation in a wide range of areas, an advisory panel on China-Japan relations said here Tuesday."Bilateral ties have an opportunity to develop as the two governments attach great importance to bilateral ties and are committed to long-term, stable, friendly, and cooperative relations," the fifth 21st Century Committee for China-Japan Friendship said after their first meeting.The committee, an advisory panel to both nations' governments, convened a three-day meeting in China beginning Sunday to discuss various aspects of China-Japan relations and to provide suggestions to the two governments."Members have discussed bilateral cooperation from a strategic point of view and have reached a fruitful outcome," the Chinese chair of the panel, Tang Jiaxuan, said.The committee agreed China and Japan should aim for cooperation in the post-financial crisis world and step up partnership in environmental protection and low-carbon business. Chinese members proposed building a recycling economic zone in Caofeidian, in north China's Hebei province.Telecommunications, bio-medicine, new materials and clean-fuel vehicles are also fields in which the two sides can work together.Another field for cooperation is culture, the panel said, stressing the importance of exchanges between media professionals and intellectuals in the two countries.Chinese members hoped visa procedures to enter Japan will be further simplified, young writers will have more opportunity for exchange, and that an arts festival on Buddhism is established.The committee suggested cooperation in Asian integration, including the building of a financial security network and speeding up research on the setting up of a free trade zone covering China, Japan, and the Republic of Korea."Japan is willing to work with China to strengthen mutual cooperation in various fields and improve understanding between peoples of the two countries," said chair of the Japanese side, Tokyo Stock Exchange (TSE) president Taizo Nishimuro

YAOUNDE, March 23 (Xinhua) -- China and Cameroon said on Tuesday that they would make joint efforts to step up their parliamentary ties.The pledge came out of the hour-long talks between China's top political advisor Jia Qinglin and President of National Assembly of Cameroon Cavaye Djibril.Jia, the chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body, is on a three-day official visit to the central African nation.This is the first visit to the African continent by a senior Chinese leader this year.Jia said that exchange and cooperation between the CPPCC and National Assembly of Cameroon would help boost people-to-people relationship and state-to-state relationship."The CPPCC would like to increase personnel exchanges with the National Assembly of Cameroon and discuss how to run the state and promote livelihood," Jia said.Djibril said the National Assembly of Cameroon stands ready to work more closely with the National People's Congress, China's top legislature, and the CPPCC.On the broader China-Cameroon relationship, Jia said the two countries have withstood the test of time and vicissitudes in the international arena since they established the diplomatic ties in 1971."The two countries have reaped new harvests in recent years," Jia said, referring to bilateral cooperation in trade and economy, science and technology, education, among others.China appreciated Cameroon's adherence to the one-China policy and support to the most populous country on issues concerning China's core interests, Jia said.Jia reaffirmed that China would work with Cameroon and other African countries to implement eight new measures announced last year by Premier Wen Jiabao, including debt cancellation, agriculture production, infrastructure, education.As China and Cameroon will mark the 40th anniversary of the diplomatic ties, Jia called on the both sides to take the opportunity to boost exchanges at all levels and hold celebrations to uplift the relationship.Echoing Jia's proposal, Djibril said his country would like to cooperate with China to advance relationship and generate benefit for their peoples.Following the talks, Jia also delivered a key-note speech on China-African relationship.Jia will meet with President of Cameroon Paul Biya on Wednesday.Cameroon is the first leg of Jia's ten-day African tour which will also take him to Namibia and South Africa.

  

BEIJING, March 14 (Xinhua) -- The amendment to the Electoral Law adopted by the National People's Congress (NPC), China's parliament, marked an important step to improve the people's congress system and advance socialist democracy, the People's Daily said in an editorial to be published Monday.The NPC concluded its annual session here Sunday after adopting an amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.The amendment could better demonstrate equality among people, regions and ethnic groups, and promote social harmony, the editorial said.The editorial also spoke highly of the NPC session as an important meeting in the crucial era for China to deal with the global financial crisis, maintain steady and relatively fast economic development, and accelerate transformation of the economic growth mode.The NPC endorsed the government work report delivered by Premier Wen Jiabao, which highlights scientific development, transformation of the economic growth mode, innovation and improvement of people's livelihood, the editorial said.The editorial hailed the achievements of the NPC Standing Committee in 2009 and called for the NPC to make intensified efforts in legislation and supervision work and keep in closer contact with the people in 2010, the last year for the implementation of the country's 11th five-year plan (2006-2010).
