SAN DIEGO (KGTV) - For the first time in decades, the Port of San Diego is putting forth a comprehensive update to its master plan. A port spokesperson says the effort began in 2013 and has been a very thoughtful and open process. However, some residents in the county are just learning about the plan. In April, the Port published a more than 300-page draft of the master plan. "Ninety percent of the people that we speak to had no idea that this plan had been put forth. We have been out at the local grocery stores, going door-to-door, we've been posting here on the path because these are the places where we're going to reach the people who use this area the most," said Cameron Lilley, a lifelong Point Loma resident. Lilley has significant concerns with Shelter Island proposals, including:Up to 1600 new hotel rooms70,000 square feet of retail and restaurant spaceRemoving private and historic docks"Parking is a huge issue already, bringing more tourism to this area will negatively impact the residents who live and use it," said Lilley.On Tuesday she was joined by family and friends at La Playa Trail, encouraging people to give feedback to the Port by the July 31 deadline. They've created a group, Save Point Loma, to try and educate the community. "We're all out here united in this cause," said Lilley.The Port says it has been very transparent throughout the entire process, not only making the draft available to the public but holding community meetings. A spokesperson tells 10News they've used social media, the radio, and community paper ads to try and get people involved. And the Port says it wants to hear from the community moving forward. After receiving initial feedback, they will continue to hold community meetings and will later put forth a revised draft. The comment period for the Master Plan draft goes through July 31. SAN DIEGO (KGTV) — Health officials issued two new public health orders Monday addressing cruise ships arriving in San Diego during the coronavirus pandemic.The orders are meant to give the county more legal framework in how the Port of San Diego interacts with ships and the cruise industry, Dr. Eric McDonald, the county's medical director of epidemiology, said.RELATED: San Diego gyms ordered to close in new coronavirus health orderThe new orders include:"No passenger or employee may disembark a cruise ship in San Diego harbor without the approval of the health officer or designee if any person on the cruise ship has tested positive for COVID-19. Any cruise ship that is permitted to dock in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment required for passenger/employee and follow all directives from the health officer or designee.No cruise ship in San Diego harbor may dock or disembark employees or passengers after March 31, 2020. However, upon approval of the health officer, a cruise ship may dock solely for the purposes of receiving fuel and provisions, so long as no employee or passenger disembarks. Cruise ships docked in San Diego harbor shall notify the health officer or designee regarding any emergency medical treatment for a passenger/employee and shall follow all directives of the health officer or designee.""I know there have been questions about ships that have come before and I can say that the individuals who have all departed these ships in the past to-date and tomorrow all have been screened, have no symptoms, and have no fever, and are leaving to go to their homes of record to complete 14-days of CDC recommended quarantine," McDonald said. One passenger and one crew member who each tested positive are currently hospitalized, McDonald said. SAN DIEGO (KGTV) – Hospital beds are filling up quickly with available capacity at zero in Southern California.ICE Nurse Peter Sidhu is overwhelmed. The Los Angeles County RN says their hospitals are on the brink of their limits.“We’re having an influx of patients like I’ve never seen before,” said Sidhu. “We’re running out of space. We’re converting any and every room into a patient room.”He feels more protected after getting the vaccine Thursday but says being short-staffed is a whole other threat. Sidhu also serves as treasurer for the UNAC/UHCP nurses union. He says hospitals have been facing systemic nursing shortages since the early 2000s.“You’ll be lucky to even get a restroom break. You’re on your feet, you’re running, patients are being intubated,” said Sidhu. “We don’t have enough staff. We didn’t have enough staff to take care of our patients before we had COVID.”California groups counties into five regions as part of the new stay-at-home order. On Thursday, the Southern California region available ICU capacity hit zero, even though availability for San Diego County is about 16%. That’s in part because other counties contribute to our region’s total. Inyo County only has two ICU beds open as of Dec. 18. Rip currents are currents of water that flow out from shore, potentially pulling swimmers and surfers away from land, according to the National Oceanic and Atmospheric Administration. 63 people in California died in rip currents between 1999 and 2013, second only to Florida in fatalities. You can greatly increase your chances of survival by swimming at a beach with lifeguards, the USLA says. The odds of drowning while swimming at a USLA-affiliated lifeguard protected beach is 1 in 18 million, the group claims.Anyone in the water - or thinking about getting into the water - should look for a gap of seemingly calm water between areas of breaking waves, a difference in water color, or a line of foam or debris moving out to sea. SAN DIEGO (KGTV) — Demonstrators gathered Friday outside San Diego Police Department's headquarters and marched through the streets downtown in protest of the Wisconsin shooting of Jacob Blake.Sky10 was live overhead as protesters marched through the streets, some carrying flags, to demonstrate. The gathering occurred on the same day as the March on Washington in the nation's capital, where thousands rallied on the 57th anniversary of Martin Luther King Jr.’s “I Have a Dream” speech.SDPD shut down Broadway and E Street between 14th and 15th streets, on the north and south sides of downtown SDPD headquarters in preparation for the protest. A flyer for the demonstration advertised the event as being in solidarity with protesters in Kenosha, Wisc., where Blake, a 29-year-old unarmed Black man, was shot seven times in the back by a police officer on Aug. 23.Officers have not said what led up to the shooting, but video shot by a neighbor shows Blake walking to an SUV and attempting to enter it moments before an officer grabs him by the shirt and shoots him.Blake is reportedly paralyzed from his wounds and recovering in a hospital.Sky10 video showed one individual being detained by police during the gathering. Police say they stopped a vehicle following the crowd after it ran at least one red light. During the stop, SDPD said the crowd also stopped and a suspect from the crowd "sprayed a chemical irritant spray at a line of officers."Four people were arrested, according to police: one for battery on an officer and resisting arrest with violence, and the remaining three for resisting/obstructing officers. SDPD later added that two people were arrested for shining a laser at officers and a police helicopter. Three more people were arrested later in the night, according to police.
