LUANDA, Jan. 13 (Xinhua) -- Visiting Chinese Vice Minister of Commerce Zhong Shan said here on Thursday that China would help Angola in diversifying its exports to China as part of the efforts to boost trade relations between the two countries.Zhong made the pledge during his meeting with Angolan Minister of Trade Maria Idalina Valente to explore ways of further expanding trade and economic ties between the two countries.Zhong said China has attached importance to developing ties with Angola, the largest trading partner of China in Africa, and the 2010 visit to Angola by Chinese Vice President Xi Jinping brought Sino-Angolan ties to new highs.The Chinese official said crude oil was almost the sole product of Angola which ended up in Chinese markets despite the fact that trade volume between the two countries amounted to some 25 billion U.S. dollars in 2010, and the Chinese government has decided to reduce or waive tariffs on Angolan exports to China from January 1, 2011 to encourage Angolan businessmen to export more products to China, including agricultural produces, fish and other marine products and diamonds.Zhong said China and Angola have made substantial progress in bilateral cooperation in the fields of energy, basic infrastructures and agriculture, and the Chinese government has encouraged Chinese enterprises to invest in Angola and make technological transfers to the African country as well.For her part, Maria Idalina Valente said Angola welcomed China's proposal to expand bilateral trade and economic cooperation on the basis of the strategic partnerships hammered out during Xi Jinping's visit to Angola.The Angolan minister said the biggest challenge faced by her government is to diversify its oil-dependent economy and to build up industrial and manufacturing capabilities in the national economy.She said Angola is trying to improve its investment conditions and hopes to reach an agreement with China on the protection of investments by the year 2012.The minister said her country is also keen on learning from China's development experiences in setting up special economic zones and zones of processing products for exports.Zhong arrived in Luanda earlier in the day for a two-day work visit to the African country.

BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday.The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday.The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year.Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.

WASHINGTON, Dec. 2 (Xinhua) -- China's rapid economic growth is good for the U.S. workers, and the U.S. government is committed to improving bilateral economic relations with China, said U.S. Commerce Secretary Gary Locke on Thursday."China has lifted almost 200 million people out of poverty (in the past two decades). And in the years ahead, hundreds of millions more Chinese will ascend into the middle class," Locke said at a U.S.-China commercial relations forum, which was held in Washington ahead of the U.S.-China Joint Commission on Commerce and Trade (JCCT) session scheduled for Dec. 14-15."The United States welcomes this growth because this is good for the people of China ... it's good for the global economy, and good for U.S. business and ultimately, U.S. workers," said Locke.He noted that as recently as 40 years ago, the commercial relationship between the United States and China barely existed. But in the recent decades, "we have seen our countries grow progressively closer."In 2009, the bilateral trade volume reached some 365 billion dollars. China was the largest supplier of U.S. goods imports in 2009 and was the third-largest market for U.S. exports, only after Canada and Mexico.Locke mentioned that as U.S. Commerce Secretary, he has visited China for four times."Each time I visit China, I'm absolutely amazed by the transformation and the progress within China," he said.Locke noted that although there are disagreements between the two sides, there are more opportunities for cooperation."In many areas, especially in emerging industries, like clean energy and biotechnology, the interests of China and the United States are tied together. BEIJING, Jan. 10 (Xinhua) -- Chinese President Hu Jintao vowed Monday that the Communist Party of China (CPC) and the Chinese government will wage the fight against corruption with greater determination and more forceful measures as the situation remains "grave".Addressing a plenary session of the CPC Central Commission for Discipline Inspection (CCDI), the Party's anti-graft body, Hu said all work should be done with the fundamental interests of the majority of the people as the core concern.Hu, also General Secretary of the CPC Central Committee, said problems that seriously violated the public interest and sparked the most public complaints should be addressed to ensure social justice.He said efforts were needed to strengthen ties between the Party and the people and to enable the people to play a more active role in fighting corruption.Hu pledged to "combat graft strictly and punish corrupt officials severely" so as to win trust from the people.Hu admitted that prominent problems remained in the fight against corruption and efforts to build a clean government, and warned of a "grave situation and arduous tasks."He called for enhanced supervision and monitoring of the implementation of major central government and Party policies and measures and the promotion of a corruption-free work style among officials.He called for reinforced efforts to build a system to prevent and punish corruption."More efforts should be made to investigate graft in key industries and key posts," he said, stressing the supervision of procedures concerning the promotion of local officials to prevent abuse of power or other corrupt conduct.Figures from the CCDI show 146,517 officials across China were punished for disciplinary violations last year, including 5,098 leaders at the county head level or above and 804 officials who were referred for prosecution.Discipline inspection bodies received almost 1.43 million petitions and tip-offs last year and recovered 8.97 billion yuan (1.35 billion U.S. dollars) in economic losses for the state."All comrades in the Party must serve the people with all their hearts and use their power to seek benefits for them. BEIJING, Nov. 26 (Xinhua) -- The National Development and Reform Commission (NDRC), China's economic planner and price regulator, said Friday it has asked local governments to crack down on some gas stations selling diesel above the state-set prices.NDRC investigators found some gas stations have been selling diesel above state-set prices in the provinces of Sichuan, Hubei, Henan, Zhejiang, Jiangsu, Liaoning, Jiangxi and Shanxi and Chongqing Municipality.The NDRC has requested local governments to punish the offending gas stations.The stations were ordered to stop overcharging and turn over illegal incomes to authorities, according to a statement on the NDRC web-site.Also, the stations would receive punitive fines, it said.Among the violators, Yueyuan gas station in Xichang, Sichuan Province, sold No. 0 diesel for 9 yuan (1.35 U.S. dollars) per liter, as against the state-set 6.55 yuan.The NDRC said that consumers can call 12358 to complain about diesel overpricing and the price regulators will respond quickly.The latest measures were adopted in the wake of those publicized Tuesday, which were aimed to stop some refiners and diesel wholesalers from overcharging.An unprecedented diesel shortage has hit China's cities and markets, leading some wholesalers and gas stations to sell diesel above the state-set prices.Due to the diesel shortage, some enterprises suspended production and express deliveries turned into "snail deliveries."People found that it took much longer for buses to arrive and even some crematories found it hard to get enough diesel for cremations."We can't find enough diesel. Ten of the trucks in our company can't go out to deliver cargo. Our businesses are affected," said Du Zhanhai, head of a freight transportation company in Tangshan, north China's Hebei Province.The deadline for China's planned reduction in energy consumption is approaching. The country announced that it would reduce energy consumption by 20 percent per GDP unit during the 11th Five-Year Plan (2006-2010).
