BEIJING, Dec. 24 (Xinhua) -- A report on the building of rural social security system was submitted Thursday to the ongoing session of the National People's Congress (NPC), China's top legislature, for deliberation. Sun Wensheng, vice chairman of the NPC Agriculture and Rural Affairs Committee, said steady progress had been made in the development of rural social security system when delivering the report at the session of the NPC Standing Committee. A total of 833 million rural residents, or 94 percent of the rural population, have joined the rural cooperative medical care system, up 2.5 percentage points from the beginning of this year, according to the report. The rural cooperative medical care system, a government initiative implemented in 2005 that intended to make health services more affordable for the rural poor, had alleviated illness-caused poverty among farmers, it said. The report said 320 counties, or 11.6 percent of the country's total, had been or would be approved to try a new rural social pension insurance system, which would benefit more than 15 million rural residents. Under the pension system, senior rural residents will receive a monthly ole-age pension of varying amounts, which will be set by government according to the local income standards. However, some local governments were financially challenged to implement the rural social security programs and only a relatively small percentage of migrant farmer workers were covered, Sun said. The report was the result of a nearly four-month investigation conducted by the NPC Agriculture and Rural Affairs Committee. Initiated in September, the investigation covered 17 provinces, municipalities and autonomous regions.
BEIJING, Dec. 31 (Xinhua) -- Chinese Vice President Xi Jinping Thursday urged improving the quality of Party officials at grassroots level. Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks here while meeting with Wang Boxiang, former secretary of a county committee of the CPC, whom Xi described as the model of such officials in the new period. Wang, born in 1943, has been a local official for more than 30 years and won praises for keeping a just and thrifty working style. From 1986 to 1991, he was Secretary of the Shouguang County Committee of the CPC in east China's Shandong Province. He led local people to promote greenhouse vegetable production, develop alkaline soil, and launch industrial projects, which greatly boosted local economic growth and solved the imbalance of development between north and south of the county. Xi said Wang helped build a solid material foundation for the county's development and won acclaim from both local officials and people with his hard work and uncorrupted behaviors. BEIJING, Nov. 16 (Xinhua) -- U.S. Secretary of Commerce Gary Locke said here Monday clean energy technology is one of the most beneficial areas for U.S.-China cooperation and also the only way for the two countries to keep sustained economic growth and combat global climate change. Locke, who accompanied U.S. President Barack Obama's visit to China, made the remarks at the Sino-U.S. clean energy round table conference held here Monday. It has been Locke's third trip to China since becoming Commerce Secretary in March. "The United States and China have the power and indeed an obligation to alter history for the benefit of all people on the planet," he said. As the world's most productive and innovative economies, the U.S. and China are uniquely positioned to create the solar, wind, biofuel and renewable technologies that the world wants and needs, Locke said. "We can do it by making clean energy the prime engine of the economic growth in the 21st century," he said. Locke said he plans to lead an energy and trade mission to China next March, which would include U.S. firms from new energy technology sectors and make stops in Beijing, Shanghai and other cities. U.S. Secretary of Energy Steven Chu also attended the conference, who expressed optimism about U.S.-China cooperation in the deployment and development of clean energy technology. The conference was co-hosted by China's State Energy Bureau, U.S. Department of Commerce and Department of Energy, in a bid to advance mutual pragmatic cooperation in clean energy and promote the development of clean energy technology and industry.
BEIJING, Dec. 1 (Xinhua) -- Chinese Premier Wen Jiabao on Monday called for more peace efforts from Israel and Palestinians toward a two-state solution. Wen made the appeal on the occasion of the International Day of Solidarity with the Palestinian People. In a congratulatory message to this year's UN activities to observe this day, Wen said the Palestinian issue is at the core of the Middle East issue. "China firmly supports the demands of Palestinian people for the restoration of their legitimate national rights and for the establishment of an independent state," said Wen. The Middle East Peace process is at a crossroads. China hopes that Israel and Palestinians could guide the peace talks toward a desired direction and work for a two-state solution in accordance with relevant UN resolutions and the "land-for-peace" principle, he said. An early resolution of the Palestinian issue in a comprehensive, just and permanent manner is not only beneficial to the Palestinian people, but also conducive to peace and stability in the whole Middle East region, said Wen. As a permanent member of the UN Security Council, said Wen, China remains committed to the Mideast peace process and is willing to play a constructive role, together with the international community, in promoting peace, stability and development in the Middle East.
ROME, Jan. 8 (Xinhua) -- Chinese Ambassador Sun Yuxi announced Chinese culture year in Italy at a press conference at the Chinese embassy here Friday. The culture year, which follows Italian year in China in 2006, will officially start in September. "The Chinese culture year in Italy is set to be a central obelisk supporting further exchange between the two countries. It is a crucial project on which both governments have long been working," said Sun. The ambassador said nine Chinese central government departments and 22 local authorities would be involved in organizing more than100 events all over Italy, including performances of traditional Chinese musical bands, dances and operas.
