SAN DIEGO (KGTV) - Amid rising health care costs, some San Diegans are turning to telehealth appointments. On a Monday afternoon, young Josephine sits in an exam room. She's come down with cold-like symptoms after recovering from enlarged tonsils. So her mom, Josie Ruiz, brought her to their neighborhood clinic, La Maestra Community Health Center in City Heights. For this appointment, one doctor is waiting in the exam room, and another is on a computer screen.Dr. Anthony Magit is an Ear, Nose and Throat specialist and pediatrician at Rady Children's Hospital. As he watches from his office, the clinic's Chief Medical Officer, Dr. Javier Rodriguez, conducts an exam. Cameras and camera-equipped scopes feed real-time data to the specialist, who then asks questions. The exam is part of La Maestra's telehealth program, which offers virtual appointments to underserved patients."Before telehealth, my previous appointments ... some of them I had to cancel or reschedule," said Ruiz.Ruiz is a single mom who works full time."This is great because in my case I don't have to request a day off to take her to the hospital, which I can't afford to do," said Ruiz.Most of the patients at this clinic don't own cars. For them, getting to Rady Children's Hospital means hours on buses, which can lead to major issues related to work and child care.Six years ago, doctors at the clinic discovered many referrals to Rady Children's Hospital weren't showing up. That has changed. No-show rates went from about 50% to 13% within two years. Across the county, other hospitals are tuning in to telemedicine, from home appointments for rural patients to consultations with specialists across the country. SAN DIEGO (KGTV) - A San Diego public figure is speaking out after being hit three times by distracted drivers over 8 years.Monica Zech is the Public Information Officer for the City of El Cajon. Her passion is public safety, specifically behind the wheel. She started as a Traffic Reporter in 1984 and had a 30-year career in broadcasting. She immediately found out, through reporting on first responders, how many crashes were preventable. "When my father was hit about eight years after that, when I started lecturing, then the DUI issue became prevalent," Zech said her father was walking across the street in a marked cross-walk when a drunk driver hit him in 1992.August 29th, 2011 a distracted driver ran a red light slamming into her. The crash was so violent surgeons told her she should've been paralyzed, "it was shocking to hear that. They said is this your MRI? Are you sure? I said I'm sure that's my MRI. They said well we're surprised you're sitting here, you should be paralyzed. We have patients with the same MRI and they're in a wheelchair."She now has a titanium plate that straightens her spine and protects her in case she is in a future crash.The next crash was in traffic on I-5, February of 2017. "I kept noticed his head bobbing down, looking down, I realized he was on his cell phone and wham! He hits me from behind," she said.Tuesday she was hit from behind again. This time she says she stopped at a red light about to turn onto I-8 Eastbound from La Mesa Boulevard. SAN DIEGO (KGTV) -- A water main break flooded streets and cars in North Park Sunday morning. According to authorities, the break happened near University and Polk Avenue around 4 a.m. The water flowed down to Florida Drive and Pershing Drive where a driver got stuck in rising water, according to police. Police say the man is a doctor who was heading to work at the nearby Navy Medical Center and didn’t know how deep the water was. Crews on scene were able to get the man out of his car. He was uninjured. Crews were forced to shut down eight different valves to get the flow of water to stop. No homes or businesses were injured. 642

SAN DIEGO (KGTV) - A water main break in Mira Mesa flooded a music and art studio, filling up rooms full of musical instruments and equipment.The sound of gushing water early Saturday night led to a flood of emotions for musician Anastasya Korol."There is a river rushing in the back ... Shocked and really sad as it started to sink in," said Korol.That night, city officials say water from a break in a 55-year-old, 36-inch steel pipe, flowed into the back of a building in the Via Excelencia Business Park. One of the businesses flooded was the San Diego Music and Art Cooperative, a music and art studio for independent artists. It's used for rehearsal space and classes.Korol says among the seven pianos damaged was the piano she played as a child. "It's upsetting to lose it ... The water goes up through the wood, warps the wood and sound board," said Korol.Also waterlogged: dozens of other instruments, from guitars to violins, along with a long list of sound equipment, artwork and art supplies. Studio founder Mathew Rakers says the total loss is hundreds of thousands of dollars."It's crazy to put years and years of work into something and see it wash away in a matter of hours," said Rakers.Rakers plans to file a claim with the city. Attorney Evan Walker, an expert in flood cases, says such cases could take anywhere from six months to two years to wrap up."You're dealing with a bureaucracy, and when you're dealing with litigation, things tend to get complicated," said Rakers.He says filing with your insurance - if you do have flood insurance - is usually speedier. A delay is something Rakers says his artists can't afford."I'm worried. The biggest loss if the loss of incomes.
