BEIJING, Dec. 29 (Xinhua) -- China's gross domestic product (GDP) is predicted to grow by around 9.5 percent in 2011, 0.5 percentage points lower compared to the growth rate expected for this year, said a report issued Wednesday by the Bank of China (BOC).The report by the BOC, China's third largest lender, was based on the bank's projections of weak overseas demand, tighter monetary policy, and the government's planned economic restructuring for 2011, the first year of China's 12th five-year plan.The Chinese government announced in early December that it will switch its monetary policy stance from relatively loose to prudent next year to tackle rising inflation and keep economic growth at a sustainable pace.The report also said government policies this year to curb soaring property prices in some major cities, and the country's efforts to improve energy efficiency had slowed the economy with the GDP dropping to 9.6 percent in the third quarter, down from the second quarter's 10.3 percent and 11.9 percent in the first quarter.The report also forecast inflation to rise 4 percent in 2011, compared to the 3.3-percent rise expected for 2010. It said that in the second half of the year, the producer price index (PPI) for China's industrial products had kept rising along with the consumer price index (CPI), adding more inflationary pressure for the future.The Chinese government set a 3-percent target for inflation this year, but looks unachieveable after the index rose 3.2 percent during the first 11 months. Pushed up mainly by rising food prices, the index soared 5.1 percent in November to a 28-month high.The report also predicted new lending next year would be 7 trillion yuan (1.06 trillion U.S. dollars), just slightly down from the 7.5 trillion yuan target set by the government for 2010.Growth rates of retail sales of consumer goods and industrial value-added output would see a slight drop from year 2010, while imports would likely grow by 18 percent, 3 percentage points higher than exports.As inflation triggers wider public concerns, expectations for more hikes in interest rates are strengthening. The report forecast the People's Bank of China, the central bank, would likely hike rates for up to three times next year, mostly during the first half of the year.The central bank on Sunday raised the benchmark one-year lending and deposit rates by 25 basis points for the second time in just over two months. It had also set higher commercial lenders' reserve requirement ratio six times this year in a move to tighten liquidity amid climbing inflation.

BEIJING, Jan. 11 (Xinhua) -- A Senior Communist Party of China (CPC) leader Tuesday said government and Party officials should make more effort to deal with petitions and resolve public grievances.Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks at a meeting in Beijing, where officials discussed work on petitions this year.Despite a drop in petition numbers last year, China would still face a lot public petitions this year since some people still had living difficulties while there were still too many social management problems, Zhou said.Government officials and Party cadres, particularly those at city and county levels, should meet petitioners in person and handle their appeals on a one-on-one basis, he said.Greater efforts must be paid to address unresolved petitions within a time limit, and to prevent more petitions at root by avoiding risks to stability in making policies, said Zhou, who is also the secretary of the Commission for Political and Legal Affairs of the CPC Central Committee.Zhou said the government must not simply reject public petitions and should instead meet people's legitimate demands in petitions.Petitioners who disrupt public order should be handled in accordance with the law, he said.

He said the trade fair will offer an opportunity for China to showcase its development, especially its clean energy technologies.Li responded that there is great potential for Sino-German cooperation in areas such as clean energy, adding that China wants to learn from Germany's advanced technology and management expertise and join hands with Germany to develop the new energy markets.China wants to use the opportunity of the Hanover Fair to strengthen high-tech cooperation with Germany, he added.

  

BEIJING, Dec. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for strengthening efforts in ecological and environmental protection as the country strives for economic restructuring and improving people's livelihoods.Li made the remarks Monday at a meeting on the application of research results on China's environment. The research project was launched three years ago to map out a macro environmental strategy for the country.Li visited an exhibition to show the research results of hundreds of experts and scholars in the environment sector, saying that the findings should be used as a source of reference in the country's next five-year pprogram (2011-2015) to promote environmental protection.Li then exchanged views with experts during a meeting, saying that China had made achievements in the environmental protection efforts in its 11th five-year program period (2006-2010), having fulfilled major pollution control targets.Chinese Vice Premier Li Keqiang (C), shakes hands with an expert attending a meeting on the application of research results on China's environment in Beijing, capital of China, Dec. 20, 2010. According to Minister of Environmental Protection Zhou Shengxian, during another meeting on Tuesday, the sulfur dioxide index is expected to drop 14 percent in 2010 compared with the 2005 level.Also, the index of Chemical Oxygen Demand (COD), a measure of water pollution, is expected to decrease 12 percent.China's 11th five-year program set out to reduce COD and sulfur dioxide levels by 10 percent over this period.However, Li stressed that China faced more pressure in environmental protection than any country in the world, since it was a developing nation striving for modernization and with a huge population of 1.3 billion.China should innovate its development mode and endeavor to make the two, development and environmental protection, promote each other, he noted.Li said the country should set up a people-oriented conception in environmental protection efforts, and carry out major projects regarding sewage disposal, waste processing and water environment in urban areas.Efforts would also be devoted to prevent and treat rural area's pollution problems and ensure the safety of drinking water and food, Li said.Li called for improving related laws and regulations and fully completing the government's responsibility in the environmental protection sector.

  

CHENGDU, Nov. 21 (Xinhua) -- Twenty-eight miners were trapped in a colliery flood in southwest China's Sichuan Province on Sunday, the local safety watchdog said.The accident happened at 11 a.m. in Weiyuan County of Neijiang City.Altogether 41 miners were working underground when a pit of Batian Coal Mine was flooded. Thirteen of them escaped, said Lin Shucheng, chief of the provincial work safety bureau.He said rescuers had begun pumping flood water from the pit early in the afternoon. Its business license and production permits are valid."A similar flooding trapped three workers who were prospecting for an iron mine in the southern Guangxi Zhuang Autonomous Region Saturday night. Rescue work continued Sunday.
