XICHANG, Sichuan, Sept. 30 (Xinhua) -- Preparations for China's second unmanned lunar probe, Chang'e II, are almost complete at the Xichang Satellite Launch Center (XSLC) in southwest China, and the satellite is ready for a Friday launch, based on satisfactory weather forecasts.Weather will be the only question for Friday as the rocket's first and second stage boosters were fueled with conventional propellants Thursday, said authorities with the XSLC.Li Shangfu, Chief Director of the XSLC, said the center's Thursday weather forecast for Oct. 1, the first launch window, predicted light rain and very limited chances that thunder and lightning would occur from the time of the rocket fueling to an hour after the launch window.Further, the launch is not likely to be influenced by the high-altitude winds and the electric field on the ground, he said. The launch center will hold a meeting at 10:30 a.m. Friday to decide whether to begin the final stage of fueling of the Long March 3C rocket, the last procedure before the launch, based on weather conditions, said Li.Once the fueling of the rocket's third stage booster begins, the launch of the satellite will be "irreversible" and occur in eight hours, he said. With the help of radar and satellites, weather forecasts at the XSLC are 80 to 90 percent accurate for no more than 48 hours, and for weather conditions within four hours they can be over 90 percent accurate, said Jiang Xiaohua, a meteorological expert at the center. The rocket will carry the Chang'e II to a trans-lunar orbit, and then the satellite is expected to take about 112 hours, or nearly five days, to arrive at its lunar orbit for a six-month mission. The lunar probe will test key technologies and collect data for future landings of Chang'e III and Chang'e IV, and provide high-resolution photographs of the landing area.Chang'e II was built as an alternative to Chang'e I, which was launched in October 2007 and maintained a 16-month lunar orbit. The series of Chang'e probes is named after a legendary Chinese moon goddess.

BEIJING, Oct. 31 (Xinhua) -- China has sent a strong signal that it would boost regional peace, stability and development in the spirit of cooperation and unity at the fifth East Asia Summit, said Qin Yaqing, deputy director of the Chinese Foreign Affairs University, in an exclusive interview with Xinhua here on Sunday."The most impressive part of Chinese Premier Wen Jiabao's attending the series of summits is the increasing number of bilateral diplomatic dialogues, all of which are quite significant, such as his meeting with Indian and Vietnamese leaders," Qin saidQin notedd, while meeting with Indian Prime Minister Manmohan Singh, Wen told his counterpart the world is large enough for both China and India to develop. His words carried a lot of weight and proved to the world that there was no fundamental conflict of interests for China and India to grow and prosper at the same time.Additionally, while meeting with General-Secretary of the Central Committee of the Vietnamese Communist Party Nong Duc Manh and Prime Minister Nguyen Tan Dung, Wen called for proper handling of the South China Sea issue. He suggested the two sides draw experiences from the successful demarcation of their land boarder and solve the disputes on the South China Sea issue through negotiations.Qin said Wen's talks with Vietnamese leaders reaffirmed China's position on solving the issue through dialogue and consultation without resorting to the threat of force, which was intended to have a demonstrative effect to other countries concerned. In his remarks between China and the Association of Southeast Asian Nations (ASEAN) at the 13th summit, Premier Wen also said cooperation between China and the ASEAN nations is "most pragmatic, most extensive and most fruitful."Commenting on Wen's words, Qin said links between China and the ASEAN nations have seen a rather fast-paced development, especially in economy and trade, which is seen as quite extraordinary."It is unthinkable that the trade volume could rise from several billion U.S. dollars in 1991 to over 200 billion this year in such a short time. And this kind of pragmatic cooperation has lifted the Eastern Asian economies out of the shadow of the financial crisis," he added.China and the ASEAN countries established "a strategic partnership for peace and prosperity" in 2003, and the two sides also inaugurated their free trade zone early this year. The establishment of the free trade zone has helped to boost trade relations between the two sides.According to the official Chinese data, the first nine months of this year has brought the total bilateral trade volume to 211.31 billion U.S. dollars, a 43.7 percent spike compared to the same period last year.Qin also said China has generated trade deficits with the ASEAN nations in recent years, which has displayed China's principle of "taking less and giving more."In Qin's mind, these achievements have not only dispelled the concerns of certain ASEAN nations, but also benefited their development.

HAIKOU, Oct. 17 (Xinhua) - More than 100,000 people have been evacuated as a new round of torrential rains battered China's southernmost island province of Hainan, local authorities said Sunday.Floods have inundated more than 200 villages in the cities of Haikou, Wenchang and Qionghai, said Sun Wei, deputy director of disaster relief and public services department with the provincial meteorological bureau.Residents who have been displaced are living in government buildings and school classrooms, or at the homes of relatives and friends, Sun said.A pedlar works on the rain flooded street in Qionghai, south China's Hainan Province, Oct. 17, 2010. Heavy rainfall hit Qionghai again on Sunday. From Friday to mid Sunday the province received 200 mm of rainfall, on average, and the rainfall in some places was even as high as 426 mm, he told reporters. The new round of rainstorms added to the misery after floods plagued the province earlier this month. Many local rivers are running with water levels now higher than their warning marks and over 70 percent of 1,100 reservoirs have safety concerns, said Wang Zhenxing, deputy director of the provincial flood control and drought relief office. With the flood situation still worsening, Hainan will face further rainstorms with the approaching super typhoon Megi, the strongest typhoon this year, beginning next Friday.

SHANGHAI, Oct. 16 (Xinhua) -- A total of 1.03 million people visited the Shanghai World Exposition on Saturday, a record number since the Expo opened. The total number also exceeded an earlier record. The Expo had received some 64.62 million visitors by the end of Saturday, the 169th day since the event began on May 1. The previous record was set during the 1970 Osaka World Expo in Japan, which about 64 million people attended over a six month period.Attendance may be increasing since this is the first weekend after the week-long National Day holiday and the second to last weekend before the final seven designated days from Oct. 25-31.Since early this morning, the Expo' s public transportation system has been under great pressure as visitors have been seen throughout the Expo site.Visitors needed to queue up for more than one hour before being admitted to most pavilions. Some popular pavilions, including the Oil Pavilion and Space Home Pavilion, stopped visitors from queuing up by 4 or 5 p.m. because of the large crowds. Many visitors could only walk around, take pictures outside of pavilions, or have picnics at rest area. Further, all parades were canceled due to the large number of visitors.Zhou Qian and Dai Shishi from Hangzhou described the long queues as "horrible". But Zhou said she had been prepared for the situation as they visited seven pavilions, including the Egyptian and Spanish pavilions.A visitor surnamed Zhang and her daughter, a high school student in Shanghai, entered the site at 11 a.m. but had only visited three pavilions by 6:30 p.m."And all of them are small ones. It's not a proper time to come, but it's not easy for my daughter to be free," Zhang said.A series of measures have been taken to deal with the situation, according to the Bureau of Shanghai World Expo. When the number exceeded 700,000 visitors, organizers made announcements to visitors through the World Expo official website, TV Station, mobile televisions, and telecommunication operators.Visitors were persuaded to avoid peak times on televisions seen on subways in the morning, and in the afternoons they were advised not to continue entering the site today.
