Joe Biden has formally clinched the Democratic presidential nomination, setting him up for a bruising challenge to President Donald Trump that will play out against the unprecedented backdrop of a pandemic, economic collapse and civil unrest. The former vice president has effectively been his party’s leader since his last challenger in the Democratic primary, Bernie Sanders, ended his campaign in April. But Biden pulled together the 1,991 delegates needed to become the nominee after seven states and the District of Columbia held presidential primaries Tuesday. He lost contests in Iowa, New Hampshire and Nevada and was struggling to fundraise. Then, Biden scored a huge win in South Carolina on February 29, thanks in large part to endorsements and support from prominent black Democrats in the state. Following the South Carolina race, opponents Pete Buttigieg and Amy Klobuchar dropped out of the race and endorsed Biden. Biden was able to parlay his success in South Carolina into a massive Super Tuesday which catapulted the former vice president from underdog to favorite overnight. As the spread of COVID-19 forced Biden and opponent Bernie Sanders off the campaign trail, Sanders opted to drop out after the Wisconsin primary, leaving Biden standing alone.Biden will formally be nominated in August at the Democratic National Convention. The convention is slated to be held in Milwaukee, but it’s unknown if the coronavirus could interfere with having an in-person event. This month, though, it’s immigrants that have come to the U.S. legally who are about to face new challenges, as they try to become permanent residents or U.S. citizens.Public assistance, like Section 8 housing vouchers or food stamps, could play a big role in the fight over immigration.It is called the “public charge” rule and it is not new; it’s been on the books since the late 1800s. What is new, however, is what defines a public charge.Back in 1882, when immigrants arrived in the U.S., they had to prove they had cash and enough money to get where they were going, once they landed.Fast forward to 1996: that’s when the government decided other factors should be included as part of a green card application – like a person’s finances, health, age, education – and whether a sponsor, such as a family member who is a citizen or already has a green card, could financially vouch for you.Now, the rule will change again. Immigration officials will be able to deny a green card if they think some will “likely” end up needing public assistance, like welfare, food stamps or Medicaid.If that person needed such help in the past, it could count against them. That is placing greater scrutiny on the 400,000 people each year, who apply for to become permanent residents in the U.S.The Trump Administration argues the change is needed so that public assistance is safe-guarded for U.S citizens and residents who need it.“The benefit to taxpayers is a long-term benefit of seeking to ensure that our immigration system is bringing people to join us as American citizens, as legal permanent residents first, who can stand on their own two feet, who will not be reliant on the welfare system,” said Ken Cuccinelli, acting director of the United States Citizenship and Immigration Services, in making the announcement in August. Yet, some who work with the immigration system disagree. Aaron Hall is an immigration attorney in Denver.“Every change that’s happened over the last two years has been aimed at making the immigration process more burdensome, more difficult,” Hall said. In updated guidance issued by the CDC on Monday, it recommended that all cruise ship and river boat travel be avoided anywhere in the world during the spread of the coronavirus. The announcement comes as nearly 150 countires worldwide have reported a confirm case. The recommendation is especially important for older individuals, and those with a serious chronic medical condition. The CDC noted several recent examples of where the the coronavirus spread among passengers on board cruise ships. Recent examples include 696 cases and 8 deaths on the Diamond Princess cruise ship in Japan and 28 cases on the Grand Princess cruise ship in the United States, the CDC said. The CDC issued the following recommendations to tell patients who plan on going on cruise ships and river boats:Advise patients to defer all cruise ship travel, including river cruises, worldwide.Explain that their return travel to the United States may be impacted, and formal quarantine procedures may be implemented if confirmed cases are identified on board.Explain that appropriate medical care or medical evacuation may not be available internationally.Explain that some countries may refuse docking or disembarkation if there are known or suspected cases on board.For patients who still intend to cruise, advise them to practice social distancing and monitor their health both during travel and for 14 days from the time they disembark. Social distancing means staying out of crowded places, avoiding group gatherings, and maintaining distance (approximately 6 feet or 2 meters) from others, when possible.The guidance came on the same day that President Donald Trump and leading health officials suggested that gatherings of 10 or more people pose a risk to older and disabled people.
