Strong rainstorms brought by the tropical storm Goni caused great disaster to the western Hainan areas and the villagers suffered a heavy loss    The Fujian provincial flood control and drought relief headquarters said Friday that about 34,000 vessels had been recalled to port and 21,190 people in the cities of Ningde, Putian, Fuzhou and Quanzhou had been relocated to safe areas.     The headquarters has entrusted the education bureau to notify schools in the four cities to stop all activities, and make sure all teachers and students leave safely. Residents living on the sea are evacuated to the safe place in Ningde City, southeast China's Fujian Province, on Aug. 7, 2009. HAIKOU, Aug. 10 (Xinhua) -- The bodies of two people were retrieved in south China's island province of Hainan on Monday, bringing the death toll from the tropical storm Goni to five, local officials said.     The fourth was a fisherman who was killed when the fishing boat "Qiongdanzhou 00301" was wrecked at the Yangpu Port, while the fifth one, a fisherwoman, died after "Qiongdanzhou 52153" sank near Danzhou City, officials said.     Another two fishermen on "Qiongdanzhou 00301" and "Qiongdanzhou 00878", as well as four crew members on a Cambodian vessel are still missing, said an official with the Hainan marine search and rescue center.     The difficulty of rescue has increased as the provincial meteorologic center warned of continuous thunderstorms in northwestern Hainan in the following 24 hours, he said.     More than 1.6 million people in Hainan Province were affected by Goni, which forced local authorities to relocate 92,000, officials said.     It toppled more than 575 houses and damaged 2,311, as well as inundated 68,000 hectares of cropland, he said.     Goni landed in Hainan Wednesday and left China at 5 p.m. Sunday.

BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.

  

CHENGDU, Aug. 2 (Xinhua) -- All the nine people missing in mudslides caused by heavy rains in southwest China's Sichuan Province were dead as the last two bodies were recovered over the weekend, the provincial government said late Sunday.     Rocks and mud buried a residential quarter of Sinohydro Bureau 10, a hydropower engineering and construction company in Jinyang County, early Friday, leaving nine workers missing. The body of a victim in the mudslide is carried away by rescuers in Jinyang of southwest China's Sichuan Province, Aug. 1, 2009. All of the bodies of 9 victims in mudslides caused by heavy rains in Jinyang were found on SaturdayLocal authorities have intensified monitoring and early warning about possible landslides as more heavy rains likely continue to lash the region.     Rainstorms in the country this year have left 307 people dead and 113 missing as of Thursday, according to the State Flood Control and Drought Relief Headquarters. FRANKFURT, Oct. 13 (Xinhua) -- Chinese Vice President Xi Jinping on Tuesday called for enhancing cultural exchanges to boost world peace at the opening ceremony of the Frankfurt Book Fair.     Xi, together with German Chancellor Angela Merkel, witnessed the opening of the 61st version of the Frankfurt Book Fair, the world's biggest annual book fair.
