PACIFIC BEACH (KGTV)-- Memorial Day weekend is the unofficial start of summer, and police are bracing for partiers with maximum enforcement throughout the holiday. At Pacific Beach dozens of motorized scooters pooled around two San Diego Police Officers. They educated dozens of riders on the rules, saying riders need to wear a helmet. They've given out dozens of tickets as well, since Friday.Skateboards and roller skates are also not allowed on the boardwalk. Jake Kostreba said he rides on the boardwalk all the time and was frustrated at why he received a ticket, "I mean I guess someone needs to clean up the beach so, I'll be that guy, so whatever, it's pretty dirty."Police say he lost control of his board and it hit a woman's shin.Visitors told 10News they don't mind the extra police presence.Ruqayyah Abdulrahoof drove down from Los Angeles, "I think it's really important to see the police over here especially with the kids and the beach I think it's really important to make sure the people have a good safe memorial day weekend and nobody's drinking I think it's a great place, and good to see officers are making an effort."Scot Brantley came down with his wife and baby from Washington for a friend's crossfit tournament and echoed the sentiment, "I think we feel safe you know people are out here enjoying having a good time so nothing too crazy so far but it's early it's early though."On the beach, lifeguards have been busy as well, rescuing 20 people and rendering medical aid to 47 Saturday. They also had more than 1,000 preventative interactions.Lifeguards want you to know smoking and alcohol is never permitted at the beach.Police geared up for a weekend of DUI checkpoints and extra patrols. Chula Vista, San Diego City and County will all have checkpoints set up, looking for impaired drivers. That includes medication as well as alcohol.DUI arrests are up this year compared to 2017 on the same day. Friday night 24 people were arrested compared to 17 last year. The maximum enforcement period continues through Memorial Day evening. 2091

Police in Washington, D.C. released body camera video Thursday from the shooting death of 18-year-old Deon Kay.Police said the incident began Wednesday when Kay and his friends brandished firearms on a social media livestream. Officers located where the livestream was taking place, drove to the scene and found the group.Less than 10 seconds after arriving on the scene, Officer Alexander Alvarez fired the fatal shots that killed Kay.According to D.C. Metropolitan Police Chief Peter Newsham, Alvarez was chasing another suspect at the time of the shooting."When he turned around, that's when Deon Kay approached him and displayed a handgun, and in response to that, the officer fired one round," Newsham said. "Unfortunately, Deon Kay lost his life."Alavarez had been with the department for two years prior to the shooting. All officers involved in the shooting were placed on administrative leave, which is department policy.Police also said that Kay threw his gun away prior to being shot. Officers found it 90 feet away from his body."I know that he's validated gang member from the area and I know that he's had multiple touches with the criminal justice system," Newsham saod. "I'm pretty sure Deon Kay fell through multiple safety nets before yesterday afternoon."Washington, D.C. Mayor Muriel Bowser said the release of body cam footage doesn't answer all questions in the case, but added that it's a start."When we purchased these body-worn cameras, we knew that they wouldn't answer all the questions, for any incident, but they would tell us you know in some part what the officer or what the public saw at that time," Bowser said. 1653

OXON HILL, Md. -- For sisters Nikki Howard and Jaqi Wright, life comes down to a handful of ingredients.”Love, peace and cheesecake,” Wright said. It’s cheesecake that started them off on a new journey, while the two were furloughed during the federal government shutdown two years ago.“We went through the holidays just praying that it would let up,” Wright said. “And it didn't.”“So, for New Year's Eve service, I made sweet potato cheesecakes,” Howard said.Wright continued, “She gave them to me put it in the fridge. I had no idea, until I asked, ‘Who made those?’ And she said, ‘me.’”Howard said her mother and Wright began eating some of it, before her mom declared, “she said, ‘it's so good you can sell it,’ and light bulbs went off.”That is how their small business, called “The Furlough Cheesecake,” came to be. At first, they started by simply selling them online, but it quickly snowballed from there, right into area Walmart stores.“I had no idea that that one cheesecake would change everything,” Wright said. Now, they’re going a step further. At National Harbor near Washington, D.C. they just opened their first physical storefront.“So, we started our business during a furlough and we opened a store during a pandemic,” Wright said. “It makes us sound crazy, honestly, but it just happened this way.”They are fortunate. The pandemic is hitting many small businesses hard and Black-owned businesses especially so. According to data from the U.S. Census, compiled by economists at the University of California - Santa Cruz, between February and April, the number of African-American owned businesses dropped by 41%. Economists now estimate half of all African-American owned businesses may never reopen from their COVID-19 closures. At The Furlough Cheesecake, they know timing is everything.“We just took a leap of faith,” Wright said.Faith that has guided them through two – separate – tough economic times.“There's so many people out there struggling and suffering,” Howard said, “and being a minority-owned business, you know, we feel a responsibility to shed a good light on our community.”It’s all just one part of their unusual recipe for success. 2175

Pizza Hut has teamed up with an educational non-profit to launch a series of antiracism resources for educators. On Wednesday, the pizza company announced they were partnering with First Book on the initiative Empowering Educators, which will provide books, videos, and activities for educators to use when talking about race. The initiative was created after First Book surveyed teachers in 2019 and found that 66% wanted to find a way to talk about racism with students, but didn't feel comfortable doing so.“From the neighborhood to the national level, America is on a critical journey: from identifying racism, to deeper understanding – and finally to dismantling systemic racism,” said Kyle Zimmer, president, CEO and co-founder of First Book in the press release. “To support this journey, First Book is honored to partner with Pizza Hut to launch an unprecedented effort to empower educators – and the children they serve. These resources, and the important conversations they enable, will inspire and enlighten all of us as we work together with our educators to elevate equal opportunities for all of our children.”Pizza Hut says the guidebook and video series are free and available on First Book's website. 1223
