BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday.The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years.The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers.Also, heavy noise polluters are banned from entering industrial parks, according to the guideline.Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year.Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.

BEIJING, Feb. 10 (Xinhua) -- China's drought control authorities announced Thursday that hours of snowfall and irrigation have eased to some extent the severe drought in parts of the nation.Rapid spreading of the dry spell in the country's winter wheat producing regions has been curbed by wide-spread snowfall in the areas along the Yangtze, Huaihe and Yellow rivers and in the country's northern part on Wednesday and Thursday, the Office of State Flood Control and Drought Relief Headquarters said in a statement on its website.Drought-hit areas in Henan and Anhui, which are two major wheat-producing provinces, were reduced by 6.3 million mu (420,000 hectares) and 4.1 million mu, respectively, from Wednesday, the statement said. The agency added that irrigation also contributed to easing the effects of the drought.The statement said that as of Thursday, eight drought-hit provinces had irrigated 143 million mu of drought-affected wheat producing areas, which accounts for 52 percent of the combined winter wheat producing areas in the provinces. The eight provinces include the territories of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.As of 3 p.m. Thursday, the drought had affected 101.28 million mu of crops nationwide and left 2.81 million people and 2.57 million heads of livestock short of drinking water, said the statement.Cloud seeding on Wednesday and Thursday during a recent cold front, also helped alleviate drought in some regions, according to a report posted on the website of the China Meteorological Administration on Thursday.The report also said that the artificial precipitation had mitigated the shortage of moisture in the soil in parts of Henan and Anhui. The situation is expected to improve as the rain and snow continues.However, experts urged more measures from local governments to ensure winter wheat production since the current precipitation is not adequate to "completely ease the drought", the report said.

LOS ANGELES, April 14 (Xinhua) -- Vegetarians experience a much lower risk of metabolic syndrome than non-vegetarians, U.S. researchers have found.Researchers at Loma Linda University in California based their findings on analysis of more than 700 adults randomly sampled from a long-term study of the lifestyle and health of almost 100,000 Seventh-day Adventist Christians across the United States and Canada.While 25 percent of vegetarians had metabolic syndrome, the number significantly rises to 37 percent for semi-vegetarians and 39 percent for non-vegetarians, according to the study published in the April issue of the journal Diabetes Care.The findings showed that the risk of developing metabolic syndrome is 36 percent lower among vegetarians than non- vegetarians.This means that vegetarians are less likely to develop heart disease, diabetes and stroke -- three major conditions that are closely linked with metabolic syndrome, the researchers say.The study also found that vegetarians, though slightly older than non-vegetarians, had lower triglycerides, glucose levels, blood pressure, waist circumference, and body mass index (BMI). Semi-vegetarians, meanwhile, also had a significantly lower BMI and waist circumference compared to those who ate meat more regularly.The findings will not be affected by other factors such as age, gender, race, physical activity, calories consumed, smoking, and alcohol intake, the researchers say."In view of the high rate of metabolic syndrome in the United States and its deleterious health effects, we wanted to examine lifestyle patterns that could be effective in the prevention and possible treatment of this disorder," says lead researcher Nico S. Rizzo, PhD."I was not sure if there would be a significant difference between vegetarians and non-vegetarians, and I was surprised by just how much the numbers contrast," he says. "It indicates that lifestyle factors such as diet can be important in the prevention of metabolic syndrome."

LOS ANGELES, May 14 (Xinhua) -- Thousands of visitors, many of them children, went to the Jet Propulsion Laboratory (JPL) in Pasadena, California for the annual open house Saturday to experience the excitement in explorations.To many visitors, the open house is a rare opportunity to see the federally funded research and development center and the National Aeronautics and Space Administration (NASA) field center, which is close to the public. JPL is managed by California Institute of Technology.The event, themed "The Excitement in Explorations," provides visitors with the chance to share in the wonders of space through high-definition and 3-D videos, live demonstrations, interactions with scientists and engineers, and a first look at JPL's new Earth Science Center.The Earth Science Center showcases the home planet and JPL's Earth science missions. Since it was the first time open to the public, it attracted many visitors who had to wait for over an hour to get admitted.Visitors first passed by two touchscreens located on opposite walls of the facility that control real-time views of "Eyes on the Earth," an interactive 3-D visualization website. Visitors also had the opportunity to watch a movie in the 3-D theater, which seats up to 40 people.Other Open House highlights include: A chance to see the most unique car in this world before it leaves Earth: The next rover bound for Mars, Mars Science Laboratory/Curiosity, in the "clean room" before it is shipped to Florida for a November 2011 launch.JPL further runs its own "reality TV show" via live-streaming webcam: http://www.ustream.tv/nasajpl.The life-size rover models in a "Mars" test bed is another attraction and a perennial crowd-pleaser. In the past twelve months, two spacecraft made close encounters of comets. This summer, the Dawn spacecraft will arrive at the giant asteroid Vesta.In 2011, JPL will launch the Aquarius satellite studying Earth' s ocean, the Juno mission to Jupiter, the Gravity Recovery and Interior Laboratory's twin spacecraft to Earth's moon, and JPL's next-generation rover - Mars Science Laboratory's Curiosity.
