SAN DIEGO, Calif. (KGTV) - San Diego County is offering help to families where a grandparent is a sole provider for his/her grandchildren, as that population expands.Through the Department of Health and Human Services, the County offers support groups, events, resources and more to help people in their golden years who are suddenly thrust back into the role of parent.According to the county's website, there are more than 24,000 grandparents in San Diego County who are raising a young child."That's a pretty large number," says Program Manager Tina Emmerick. "But what's really striking for us is we know that's not capturing the whole population."Emmerick says the reasons grandparents wind up providing for their grandchildren vary. In many cases, it's because the parents tested positive for drugs, are incarcerated, have mental health problems or passed away.For the grandparents left to raise the kids, it can be overwhelming."It's difficult," says Martha Lopez. She's been raising her grandson, Jacob since he was born. His mother, Martha's daughter Crystal, tested positive for Methamphetamine during birth and CPS was going to take Jacob away."I didn't want Jake to go anywhere else," says Lopez. "I wanted to make sure that he was well taken care of."I love him, and he deserves the best, and I'm here for him," she says.Lopez says the last six years have been wonderful, raising Jacob as her own. She had to take early retirement from her job at UC San Diego to become a full-time mom again.Jacob has limited contact with his biological mother, who Lopez says still has issues with drugs.Lopez is part of a support group run through the County. It's one of several programs they offer to grandparents raising grandchildren.The county started offering help to this group in 2012. The resources and support have expanded over the years. They now offer four symposiums throughout the year so grandparents can find all the help they need in one place."We can direct them to food banks, legal aid, support groups," says Emmerick. "They're realizing they're not alone in this. There are other families like them. And that broader community can wrap around these families and provide that extra support."The Live Well San Diego initiative and 2-1-1 help the county with the program. 2297

SAN DIEGO (KGTV)- Thursday San Diego city leaders announced the city will be joining AARP’s network of age-friendly communities.This means elected officials have made a commitment to prepare for San Diego’s aging population with policies that will focus on AARP’s “8 Domains of Livability” which include communication, civic participation, housing and transportation.At a press conference in front of San Diego City Hall, Councilmember Chris Ward said the city is committed to building a “sustainable and inclusive city where San Diegans of all ages and abilities can have long, active, and productive lives.”San Diego now joins Chula Vista, La Mesa, and the County of San Diego in becoming an age-friendly community.“San Diego’s membership in the AARP Network of Age-Friendly Communities and our local partnership with The San Diego Foundation are essential to helping residents live easily and comfortably in their homes and communities as they age,” said Ward.“This is just the beginning, the hard work begins, the implementation part of it is where it’s at,” said Joe Garbanzos with AARP California. “It’s good to see that the city recognized that this is good framework to use to help advance livable communities in the area.”Kevin Mayor Faulconer was not present at the news conference, but wrote the following statement.“Here in San Diego we’re focused on building more affordable housing, increasing mobility choices, and creating livable communities to improve the quality of life for all San Diegans, including older adults,” said Faulconer. “We also recognize the importance of preparing for San Diego’s aging population with policies that enhance healthy aging, civic participation, and social inclusion. SAN DIEGO (KGTV)— Ocean Beach could be getting a new Target, but only if the big box store figures out a way to get around a decades-old parking issue with the city. News of a possible Target Express store moving into the old Antique Center building had some residents like Zeb Ryan shaking his head. “Why do we need more corporate businesses here?” Ryan said. He pointed at the nearby CVS, saying everything he would get at a new Target Express is already around the corner. Other residents agreed, saying it’s a battle of the C’s — comfort vs. convenience.“I don’t know if you’re getting any comfort from a Target,” OB resident, Drew Sibley said. “You’re getting convenience. But not character. You’re getting a bunch of red stuff”The City if San Diego said that “Red” Store has some hoops to jump through before even thinking of coming to OB.The city has a longstanding parking agreement with the former Antique Center and popular restaurant, South Beach Bar And Grille.During the Antique Center's business hours, the lot adjacent to their store was theirs. When they closed at 5 p.m., it was designated specifically for South Beach Bar and Grill patrons. So if a Target Express were to move in, that parking agreement would be grandfathered in. That means the new Target Express must close it’s doors by 5 p.m. as well, unlike many of its other stores that are open until 11 p.m. or midnight.“It sounds like a mess,” Ryan said. Ryan believes it has been a mess all along, saying the original parking agreement was odd, considering the distance between the restaurant and the lot. The two are almost two blocks apart.“It’s a far walk to South Beach [Bar and Grille],” Ryan said. “You can just park in the pier for free.”But if it keeps Target from moving in, Ryan said he was all for it.”Why don’t we turn it into like an indoor skate park or something,” Ryan asked. Target Corporation sent 10News this statement:"Target is always exploring possible locations for new stores, and we’re continuing to pursue the site on Newport Avenue in Ocean Beach. SAN DIEGO (KGTV) Sewage contaminated water is keeping swimmers out of the ocean in Imperial Beach. Late Tuesday afternoon, The County of San Diego Department of Environmental Health extended an existing water contact closure to include all of Imperial Beach. The original closure was issued on June 27th for the Tijuana Slough National Wildlife Refuge shoreline. According to the county, sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary. Eric Syverson is a life long resident of Imperial Beach. He keeps a close eye on what's happening in the Tijuana River Valley. "It was dry on Saturday, not dry on Sunday. Monday, we wondered what was going on and now, Tuesday, there was quite a bit of flow this morning and it just smelled horrible and it’s green,” said Syverson. The water was pooling under the bridge on the north side of Dairy Mart Road. "At six a.m. this morning, probably double the volume that’s flowing right now and the air was twice as bad, you couldn’t breath under this bridge this morning," said Syverson. According to a San Diego inspector with the International Boundary and Water Commission, there was transboundary flow Monday night into Tuesday morning from a ruptured potable water line. The IBWC estimates 300,000 gallons of treated and untreated wastewater flowed into the U.S. Initially, the IBWC said the figure was much higher; roughly two million gallons. The number was revised after the inspector determined their gauging station was not accurately recording the flows. Members of Citizens Against Sewage are skeptical. "I’m looking at the gauge data from the river gauge from IBWC's information. We put values on those numbers that they provide, and it’s over seven milllion gallons,” said Lance Rodgers, Co-Founder of Citizens Against Sewage. This is just the latest in a series of sewage spills that have closed South County beaches."There were flows on the second, there were flows on the 30th, the 28th, 24, 23, 20, 19 it’s been a bad month,” said Syverson. Syverson said it's the same problem with no solutions from either side of the border. "I mean, why should we even have to think about it. It's July 9th, we should be at the beach right now, going "God, look at how gorgeous this area is," not standing in a horrible valley wondering how to solve a problem that’s existed for my entire lifetime," said Syverson. SAN DIEGO (KGTV)— With the start of summer just days away, San Diego Gas and Electric (SDGE) is encouraging customers to take advantage of free programs that could potentially save a significant amount on their energy bills. 10News has reported on dozens of stories in which customers are outraged by unexpectedly high bills and surprise “High-Usage” fees. But SDGE says it does not have to be this way if customers switch to the “Level Pay” Option. “This is a really great way to avoid the high spike on your bill, let’s say in July or August,” SDGE Spokesman, Wes Jones said. For the “Level Pay” option, SDGE takes the average of the last 12 monthly bills and charges the customer the same amount for the next three months. This means there are no surprises during the summer months. “You are tapping into those months where you didn’t run your AC in February, so your bill is lower,” Jones said. “So this is a great solution for that type of customer that has that volatility throughout the year.”SDGE says another free money-saving option is to switch to the “Time-Of-Use” Plan. As long as the customer keeps track of when they use power, they can save money.
