SAN DIEGO (KGTV) — Construction crews have started on about 4.5 miles of bikeways and safety improvements stretching from downtown to Hillcrest.The projects include separated and buffered bikeways on Fourth and Fifth Avenues, safety improvements such as lighting, upgraded landscaping, and improved crosswalks for people with disabilities and pedestrians.In all, the project will cost .2 million and cross from B St. in downtown, through Bankers Hill, and to Washington St. in Hillcrest."This project will make it safer and easier for people to walk and bike along commonly traveled streets to visit local businesses and reach destinations such as Downtown San Diego, Balboa Park, and Hillcrest," said SANDAG Vice Chair and Encinitas Mayor Catherine Blakespear. "San Diegans are walking and biking more during the pandemic and this project will provide safe and convenient options for people to continue to choose active transportation, even when the health crisis is far behind us."The new bikeways are part of the Uptown Bikeways effort proposed in 2012, meant to connect Uptown, Old Town, Mission Valley, Downtown San Diego, North Park, and Balboa Park. SANDAG says community members worried about the potential loss of parking due to the project worked with officials to find solutions, and ultimately were able to provide a surplus of parking.The agency adds that it has modified construction schedules to best minimize its impact on businesses currently using temporary outdoor setups to operate under coronavirus restrictions along Fourth and Fifth Avenues.Construction on the project is expected to be finished in 2022. SAN DIEGO (KGTV) - Concerns and questions remain about why the County of San Diego won't release the locations of restaurants or grocery stores where employees have tested positive for COVID-19. The big question is, does the public have a right to know about specific locations where workers have tested positive? 10News continued on Tuesday to try to get answers since County officials confirmed on Sunday that multiple local food handlers have tested positive. On Monday, Sprouts confirmed that two employees from its Carlsbad store tested positive.It comes after the County confirmed that an Escondido Albertson's employee tested positive after 10News independently confirmed it Saturday.The County also reported that four local restaurant workers tested positive, but wouldn't say where.During Monday's press conference, 10News asked the County, “Should the public have a right to know which restaurants may have workers who have tested positive?” Dr. Nick Yphantides eventually said in part, “As far as the naming of the restaurants and so forth, it is only appropriate and relevant if there is actionable data upon which we are looking for members of the public or individuals to follow up on.”In the same press conference, Dr. Eric McDonald clarified that in certain disease cases, the County does provide names and locations, adding, “It's because it's specifically for the public to do something. We did that in Hepatitis A. We specifically named a restaurant so that individuals who patronized that restaurant could get shots to prevent illness.”He stressed that with coronavirus, it's different, saying, “In the case of COVID-19, because of the widespread community transmission, the advice to the public in a specific named restaurant would be no different than what we're giving already to the general public which is to stay at home [and] to social distance.”The County sent 10News the following statement on Tuesday afternoon."The County does not share the names of specific restaurants or grocers who have employees who test positive, but does not prohibit or discourage the respective entities from reporting the information if they feel it is in the interest of public health. We don’t report the names because, unlike in cases of TB, there is no additional action the public needs to take. Restaurants have very clear guidelines and have been diligent about following those guidelines as well as CDC protocols. Consumers need to take the same precautions to protect themselves at every restaurant they choose to pick up from by social distancing, regularly washing their hands and self-isolating if they develop any symptoms. Each restaurant worker case reported to County DEH is investigated by public health and DEH. In every case, an evaluation is made to determine if the worker worked while symptomatic and if their duties involved food handling that might put the public who ate at the restaurant (or purchased food at a grocery store) at any greater risk than general community exposure. In all instances thus far, no greater risk has been identified. It is important to note the CDC has said that currently there is no evidence to support transmission of COVID-19 associated with food. SAN DIEGO (KGTV) — Border officials seized more than 10 tons of marijuana hidden behind a cargo shipment at the Otay Mesa Port of Entry this week.At about 9 a.m. Monday, an agent with U.S. Customs and Border Protection was inspecting a truck with a manifested shipment of "plastic garment hangers." The vehicle was referred to a secondary inspection where an x-ray machines would continue the inspection.During the secondary inspection, officers detected an anomaly which prompted another examination this time with a canine. SAN DIEGO (KGTV) — Continuing its success breeding the first southern white rhino through artificial insemination, the San Diego Zoo Safari Park welcomed a second rhino to the mix last week.The unnamed female rhino was born on Nov. 21 just after midnight at the zoo, becoming the 100th southern white rhino born overall at the Safari Park.The rhino's mother, 11-year-old Amani, gave birth to the calf at the park's Nikita Kahn Rescue Center, where she did extremely well during labor and is now bonding with the new calf, the zoo says.RELATED: San Diego Zoo's baby southern white rhino charges into life at the parkThe rhino is the second southern white rhino born via hormone-induced ovulation and artificial insemination in North America. The calf is up and walking, and nursing frequently, which are all good signs. SAN DIEGO (KGTV) - As the Valley Fire raged across parts of eastern San Diego County, emergency assistance workers put into action plans they'd been working on for months to handle the dual disaster of a wildfire during a pandemic."It completely changed our approach," says Red Cross Regional CEO Sean Mahoney.The Red Cross has been planning and training for months, knowing this situation would likely arise this fall.Mahoney says their plan included Temporary Evacuation Points instead of group shelters, hotel rooms for people who needed somewhere to stay, grab and go or delivery meals, and an emphasis on sanitation and health screenings to keep volunteers and evacuees safe."We planned for this as much as we possibly could, but exercise is just an exercise. Doing the real thing is where you have those real lessons learned," Mahoney says.During the Valley Fire, the Red Cross assisted 440 people in 174 families. They served around 9,000 meals and snacks.Mahoney says his staff's dedication, along with 107 volunteers who worked 12-hour shifts, helped things go smoothly.But not everything went according to plan. On the first night of evacuations, the Red Cross ran out of hotel rooms, especially for people who had pets. Some evacuees without RVs had to sleep in their cars.Mahoney says the busy Labor Day Weekend, combined with hotel capacity restrictions because of the coronavirus, leads to fewer available rooms.To make sure it doesn't happen again, Mahoney says the Red Cross is already working on backup plans to open limited group shelters, with social distancing put in place to keep people apart. He told 10News they've already scouted hundreds of locations around San Diego.Meanwhile, the San Diego Humane Society also put in new protocols for safety during the pandemic. They helped hundreds of animals during the Valley Fire, and say the most significant challenges were limiting contact with owners and making sure their field teams followed the rules about distancing and wearing masks."The more people you interact with, the more likely you are to come in contact with somebody who is transmitting coronavirus," says Lt. John Peaveler. "So, we've had our biggest safety precautions on that side."Both groups say they'll take all the Valley Fire experience and put it to use in the next disaster.
