(KGTV) - A grieving dog owner is searching for the owner of the dog who attacked her 8-year-old rescue at a Santee dog park.At Woodglen Vista Park late Monday morning, Heather Moreno, her 3-year-old daughter and her Pomeranian mix had just walked into the fenced-in off-leash area when they were greeted by a dog. Moreno says the black dog was about 70 pounds, possibly a German Shepard mix."Immediately the owner of the big dog approaches me and shouts, 'Don't worry, he's friendly.' The tail was wagging. My daughter petted him. Our dogs were sniffing each other,said Moreno.Moreno says she was glancing between her dog, Trigger, and her daughter. "Next thing I know, my dog is whining, and he has my dog in his mouth ... thrashing around like a dog toy," said Moreno.The attack would last an agonizing 30 seconds."I'm in panic mode. I'm shouting at the dog, shouting at the dog owner," said Moreno.The dog owner eventually pried open his dog's jaws. Moreno rushing Trigger to an emergency animal hospital, where she died from her wounds on the operating table. "I miss her a lot. She was my companion with everything," said Moreno, choking back tears.Amid the grief, Moreno has a warning for other dog owners at dog parks. "Just always be vigilant. Always be cautious. SANTA BARBARA, Calif. (KGTV) - The captain of the sister ship to the one that caught fire off the coast of Santa Barbara, killing at least 25, is sticking up for its crew.Ian Higgins is the captain of the Vision, a sister ship nearly identical to the Conception, which caught fire near Santa Cruz island Monday morning. Higgins spoke to 10News after media reports calling the safety protocol of the Conception into question."That vessel is inspected by the Coast Guard annually and also every five years for a more complete inspection," said Higgins, who works for Truth Aquatics. "If you think the Coast Guard would allow a vessel carrying that many passengers to operate without any type of fire suppression system, I don’t know what one would believe."RELATED: 20 bodies recovered from boat fire off coast of Southern California, officials sayRecords show the Conception had no issues after a Coast Guard inspection in February. Higgins said any report that the passengers were locked in the ship is patently false. He said passengers are given safety briefings the morning after they get on the ship. SAN YSIDRO (KGTV) -- Local businesses are feeling a one-two punch after the border closure for non-essential travel was extended during the coronavirus pandemic.The owner of El Rincon Restaurant in San Ysidro said the extension is devastating for business."I just found out a couple hours ago that they were going to do this, I had absolutely no clue," Owner Edgar Alaniz said. He was looking forward to the reopening of the border planned for June 22, now pushed back for a third time to July 21.Alaniz said he didn't want to be mad because all of this is to protect our health and safety but it's extremely difficult for businesses to survive after being closed for three months. Alaniz said about 75-80% of their customers come from Mexico. Currently, the business is only seeing about 20% of those customers. "That's what happens when the border is closed for three months, people find different ways and for a restaurant like me, they find a different restaurant," he said.He hopes when the border reopens to welcome them back.Alaniz said they closed the restaurant March 15, and continued with take-out service. (KGTV) — After a series of delays, a project to revamp a stretch of Otay Mesa Road near San Ysidro High School is nearing completion.The city says it expects to reopen the half-mile portion of the road, from Hawken Drive to Saltaire Place, by the second week of May. The stretch of road has been closed since 2016, cutting off access to San Ysidro High School and the 905 freeway for residents of the Remington Hills neighborhood."You either hit all the stoplights going all the way out over to Picador (Blvd), or you have to go all the way around through San Ysidro, 805 to the 905," said Benjamin Bribiesca, who says the detour adds upwards of 15 to 20 minutes to his daily commute to his job in Eastlake.The city says some of the final work to be done includes grading, repaving, adding anti-graffiti materials, re-vegetation and some sidewalk improvements. The .5 million project also added a protected sidewalk for San Ysidro High School students, who for more than a decade had been walking on a dirt path close to cars passing on the winding road.The project was delayed more than a year due to the addition of a water line, relocation of utilities, poor soil conditions, unseasonably rainy winters, and an April to July moratorium due to cooper's hawk nesting season. 1306
