The cause of death listed on his autopsy is blunt head trauma.Tyler's Life and DeathTyler James Walter was born at 29 weeks and spent his first 45 days in the newborn intensive care unit or NICU.According to an investigators narrative in Tyler's autopsy report, he was fed only formula for the first 20 months of his life and was considered malnourished and behind on his milestones when he was taken from his biological mother.The investigators narrative in the autopsy obtained by 10News is heavily redacted with every name other than Tyler's blacked out. Based on interviews with other sources close to the case, 10News has been able to confirm and identify those individuals involved with Tyler's care.According to the report, in June of 2018 the residence where his mother was staying was raided and narcotics were found in baby food containers.Tyler's mother, Lisa Ann Walter, was charged with child abuse, possession of a controlled substance and possession of paraphernalia used for narcotics. According to the San Diego County District Attorney's Office, Walter pled guilty to all charges and is currently going through a drug court program.Shortly after Tyler's mother was arrested, his cousin became his foster mother in July 2018, the investigators report in Tyler's autopsy stated. 10News is not identifying the family member because she hasn't been accused of anything.Tyler moved into a home that was also operating as a daycare in the Long Beach area. That's about 100 miles north of San Diego.According to the investigators report, "he was making much better progress since being placed with her."The report states Tyler and his foster mother left the residence on Sept. 18, 2018.A few days later Tyler was dead.According to his autopsy report the day Tyler died he was fussy and didn't eat much.It stated that on Sept. 22, 2018, Tyler's foster mother and another adult drove Tyler to a park not far from where they were staying.They parked, unbuckled Tyler from his car seat and one of the adults smoked marijuana.The report stated that a short time later they noticed Tyler was, "slumped completely over with his entire top half folded in half. His back seemed splotchy. [One of the adults] got him out and noticed he was not breathing. She took him to the table and began screaming for help. CPR was performed and when the decedent was turned over, dark fluid and mucus came out of the decedent."The report states paramedics arrived at the scene and transported Tyler, but he was pronounced dead at the hospital.The official cause of death listed on his autopsy report is blunt head trauma."Blunt force trauma means that there's injury to the body," explained Dr. Howard Robin, an anatomical and clinical pathologist with no connection to this case. "In this case the injury was to the brain. They found subdural hematomas."10News showed Tyler's autopsy report to Dr. Robin.The autopsy report shows Tyler had a skull fracture, bruises on the left and right side of his forehead, discoloration behind his ear, a bruise on his cheek, and a cut under his chin.The report showed that marijuana was detected in his system.However, the medical examiner listed the manner of death as undetermined."The manner of death was undetermined meaning they were having difficulty determining whether this was an accidental death or if this was at the hands of an adult," Dr. Robin said.According to his autopsy report, Tyler had been in and out of the hospital in recent weeks; he was vomiting and wouldn't eat. He'd also fallen off a tricycle a few days before he died.Those are factors the medical examiner noted. The report also states under factors to consider, "non-accidental trauma by an adult should also be considered. This cannot be ruled in or out by autopsy."The Long Beach Police Department told 10News the investigation into Tyler's death is ongoing. They confirm that through their investigation, officers learned that the child was at the park with relatives when he became unresponsive."The autopsy report is troubling," said Professor Robert Fellmeth, executive director of the Center for Public Interest Law and Children's Advocacy Institute at the University of San Diego.Professor Fellmeth is an expert in child welfare laws. 10News asked him to read Tyler's autopsy report and explain the rules for placing children in foster homes and with relatives acting as foster parents."You favor relatives statutorily," Fellmeth said. "You want to favor relatives and we do, but usually we're talking about grandparents or uncles or aunts or sisters or brothers of the parent, that kind of person."Legal Claim Filed Against the County of San DiegoEarlier this year, Tyler's mom filed a claim with the County of San Diego alleging unlawful or wrongful death. Under basis for the damages, Lisa Walter noted mental anguish, PTSD, wrongful death and mental and emotional trauma.She wrote, "CWS of San Diego County removed my son and failed to make reasonable efforts to reunify him with me in the best interest of the child."Team 10 asked the County of San Diego about Tyler's placement and how he ended up with a teenager living two counties away.Experts tell Team 10 state law requires if a child is placed in another county, then that county needs to know about it.A spokesperson for the County of San Diego wrote in part, "While we can't comment on this case, in general the County of San Diego Child Welfare Services approves or denies a home for placement of foster children pursuant to Welfare and Institutions Code section 16519.5 and per the guidelines of the California Department of Social Services' Resource Family Approval Written Directives (version 6) [cdss.ca.gov]."Placement with a relative is the preferred option when a child cannot be placed with the parent. The primary concern when a child is in custody is to ensure the child is placed in a safe, nurturing environment with the least amount of trauma and disruption to the child's life. This can often be accomplished by placing the child with a relative or a non-related extended family member (NREFM)."10News also asked a spokesperson for Los Angeles County what they knew, when and if there was any agreement.A spokesperson responded in part, "the Department of Children and Family Services (DCFS) is unable to provide any information at this time. ALPINE (CNS) - A 7-year old tiger at Alpine's Lions Tigers & Bears animal rescue facility died of injuries inflicted by a fellow tiger, it was announced Tuesday.Maverick suffered fatal injuries after he and the other tiger -- Moka - - were accidentally allowed to come into contact with one another on Monday. The animals were living in separate enclosures, according to Lions Tigers & Bears founder Bobbi Brink, who said no staff or visitors were harmed.The staff veterinarian assessed both animals afterward. Moka has scratches, but no serious injuries."This was a human error, and one we're so deeply heartbroken about," Brink said. "When caring for a 400-plus-pound apex predator, layered safety measures must be established, and this is exactly what we've implemented at our accredited sanctuary since our founding."Unfortunately, one of our safety measures was mistakenly missed, and because these magnificent, massive animals are wild, their reactions to their surroundings -- especially new situations -- are unpredictable," she said.According to Brink, the nonprofit organization regularly conducts staff safety trainings, including one on emergency protocols last weekend. She said the protocols will be reviewed extensively this week.Maverick was rescued on April 20, 2014, at 9 months old. He was born in captivity and purchased illegally by someone who did not have the proper licensing to own an exotic animal. (CNS and KGTV) - A sheriff's deputy who was shot in the head in an apparently unprovoked attack at an Alhambra fast-food eatery was on life support Wednesday, while a Utah man with ties to San Diego County remained jailed for allegedly shooting the lawman and possibly killing a man in downtown Los Angeles. Rhett Nelson, 30, of St. George, Utah, was taken into custody around 10:40 a.m. Tuesday by Long Beach police in the 2400 block of Granada Avenue and later turned over to Los Angeles County Sheriff's Department investigators, who arrested him. San Diego Police say Nelson is under investigation in connection with five seperate convenience store robberies across San Diego County. From June 7-9, four 7-Eleven stores and a Circle K were held up at gunpoint. In each case, the clerk turned over cash and the man left the scene before police arrived.Officers are reviewing surveillance video from the San Diego cases.Nelson is suspected in the shooting of Deputy Joseph Gilbert Solano, who was at the counter of a Jack in the Box restaurant at 2531 W. Valley Blvd. in Alhambra around 5:45 p.m. Monday when he was shot in the back of the head in what sheriff's officials believe was a random attack. Los Angeles police Chief Michel Moore said Nelson is also suspected in a fatal shooting that occurred about an hour earlier in the 1900 block of East Seventh Place, between Santa Fe Avenue and Alameda Street, in the downtown area. That shooting, apparently done from inside a vehicle, left an unidentified 30-year-old man dead. Sheriff Alex Villanueva said Tuesday that Solano was on life support in grave condition at County-USC Medical Center. ``Please continue to pray for our brother Deputy Joseph Gilbert Solano, who continues to fight for his life in the ICU,'' Villanueva wrote on Twitter Wednesday morning. ``Thank you to everyone who have been sending prayers and words of support.'' He had the gun with him the whole time.'' A short time later, Nelson was seen driving away from the church, and police took him into custody him without incident after he pulled into the driveway of a home on Granada Avenue, Wegener said. The hat and maroon shirt the gunman wore during the Jack in the Box shooting ``were clearly visible in the rear seat of his car,'' he said. The suspect and the vehicle -- a Kia Sorento SUV -- also matched the description of those involved in the shooting, according to the captain. A revolver ``matching the gun used in the assault'' was found inside the vehicle when a search warrant was served, Wegener said. Nelson's father, Bradley, issued a statement Tuesday regarding his son's arrest. ``My wife Jean and I, along with our family, are saddened beyond words to hear of the shooting of Los Angeles Sheriff's Deputy Joseph Solano, and to learn that our son Rhett is being held in connection with this horrifying and senseless attack,'' Bradley Nelson said. ``We are cooperating fully with authorities and will provide them with all information they request concerning Rhett and his struggles. We are led to that belief on the basis of the suspect Mr. Nelson's physical appearance, including some of his clothing, as well as the vehicle description,'' Moore said. (KGTV) - For some students in Alpine, the first week of school has meant distance learning pods inside a school, hosted by their school district.Like for so many kids, the switch to distance learning in March was tough for 8-year-old Ashlyn, according to her mother Stephanie Green."She thrives more when she's with her peers. One-on-one with me and her just didn't really work as well," said Green.So when distance learning was mandated to begin the school year, there was disappointment, and then came a different reaction."I thought thought it was great. It was really innovative," said Green.Photos sent to ABC 10News reveal what the first week of school looked like for nearly 100 students in the Alpine Union School District. Inside one school gym, there was a distance learning pod with Ashlyn and seven other kids, in the 1st, 3rd and 4th grades. Set up by the district, the pods are being held on school grounds. Students are separated by plexiglass dividers. A substitute teacher is on hand to guide them through the process. Parents in the pods take shifts supervising the kids, making sure they get breaks outside.About half of the learning pods are within their before-and-after-school care programs, expanded into a 10-and-a-half hour days."The learning pods are a good way to have a bit normalcy to begin the school year," said Green.Despite initial concerns, the county officials tells ABC 10News the district-hosted learning pods do fall within the latest state guidelines.District superintendent rich Newman says they launched the program to address challenges their families were facing with distance learning, from internet access and social isolation to distractions and parents' work schedules."The number one feedback is 'Thank you. Thank you for thinking of us, for giving kids a safe place to learn. And thank you for letting us go back to work,'" said Newman.With the county giving schools to open for in-person instruction next week, Newman says they are working on a hybrid option for their K-to-8 classes, before transitioning to an in-person learning model option. 2117
