SAN DIEGO (KGTV) -- With just weeks to go before the first day of school, parents across California are trying to figure out the best way to ensure their kids get a quality education.For some families, that means pulling their kids from a traditional district school."We're going to be homeschooling them," said parent Sarah Farsian.The Farsians have two kids, a first- and second-grader."In the pandemic, we are really afraid of sending them back to a campus," Farsian said. "Even though they're disinfected, what if they get sick."Her family is not the only one across the state making the same decision. Along with setting up their home school, some families are looking into micro-schooling or a small school. It could have regular classroom space or operate out of someone's home, using remote curriculums."First, it's going to be just us, but we are a member of a Facebook co-op group that also has accredited tutors, accredited teachers all different grades," Farsian said.Parents' decisions on where and how to educate their children could have impacts on the schools they leave."The overwhelming majority of the money to the overwhelming majority of districts from the LCFF, Local Control Funding Formula, which comes from the state, the dollars come from the state and go to the school districts based on the number of students they've got and also the distribution, the demographics of those students," said Bob Blattner with Blattner and Associates, an education lobbying and consulting firm.In a May revision to the governor's budget, the Local Control Funding Formula took a significant hit. The proposal states, "Absent additional federal funds, the COVID-19 Recession requires a 10 percent (.5 billion) reduction to LCFF."Lawmakers pushed back and passed a budget that kept school funding at current levels. Schools will get the same amount of state funding as they did this past school year. However, billions of dollars will be deferred, and schools won't be able to get it until the next school year."If we don't get federal dollars, the final budget deal starts borrowing from the next year," Blattner said."Districts are either going to have to go into their savings, and many have enough, or they're going to have to borrow. If they can't do either, the budget does have a provision giving support for districts that can't access the borrowing tools they need."Deferrals will impact districts and public charter schools a bit differently."Everybody is going to be subject to deferrals, and what that means basically is you will be reimbursed at a later date," said Myrna Castrejón, president and CEO of the California Charter Schools Association.Castrejón said in the last recession when they saw a lot of deferrals impacting the charter school sector, many of their school networks had to file for bankruptcy or borrow at commercial interest rates."Charter schools can't levy taxes, they can't pass bonds," Castrejón said."It's creating a particularly precarious perfect storm of fiscal challenge for charter schools when you can't get reimbursed for the students that are coming. You have limited access to borrowing capital to withstand the impact of deferrals," she said.Castrejón said there is a concern for some school entities when it comes to average daily attendance.The budget made it so growing schools and schools that have seen enrollment drop still get funded at the same level."Which means that for our charter schools that are growing and for district schools also that are experiencing enrollment growth, which is about 30 percent of districts across California, we're not going to be reimbursed for those students that we're serving," she explained.Castrejón said the governor did ask lawmakers to pursue solutions to fix the issue.As for Sarah Farsian, she said her kids will go back to a physical school location when they think it's safe."This is only for right now," she said. "If they can get this under control, yes (they will go back). They need to be with their friends." 4029

We have the cutting of the wedding cake and then we have photos," Ransom added.She said when the pandemic hit, it forced her Oceanside venue to close. But thankfully with quick thinking of 'mini weddings', her Fallbrook location stayed open was able to satisfy anxious couples."I feel like whenever life throws you a curve, you just got to get up and figure it out and usually its for the better."It was a popular choice for those near and far."We’re getting couples from LA, Riverside and Orange County driving down because they don’t want to travel too far."The 2-hour window let Ransom fit up to four weddings in a day and allowed her to keep costs low. SAN DIEGO (KGTV) -- Young adults in the U.S. are moving more frequently than they did in 1960, according to a new report by Zillow. Data from San Diego, however, paints a different picture. According to the site, 33.8 percent of young adults in 1960 lived in their current home for less than two years. In 2017, more than 45 percent of young adults had lived in their current home for less than two years. San Diego, however, bucks the trend. In America’s Finest City, in 2017 the share of young adults who lived in a home less than two years is 50.6 percent, down from 54.4 percent in 1960. The data show that young San Diegans are moving less than in 1960. Among young adults who recently moved in the San Diego area, more than 68 percent moved within the metro, while 9.4 percent moved from a different metro in the state and 22.3 percent moved from outside the state. According to Zillow, changes in workplace norms have contributed to the changes in housing tenures. Zillow also says that, rather than climb the corporate ladder, many young adults move from one role or job to the next. The typical employed Millennial has been with their current employer for 2.8 years, according to Zillow. 1205

SAN DIEGO (KGTV) - With less than a month until the midterm elections, the campaign to win California’s 50th district congressional seat is fierce.Team 10 Investigative Reporter Jennifer Kastner has been fact-checking the campaign ads released by republican incumbent Duncan Hunter and democratic challenger Ammar Campa-Najjar.Kastner had a sit-down interview with Campa-Najjar Tuesday before his new campaign ad was officially released.Team 10 asked Campa-Najjar if his new ad planned to defend the accusations brought against him from Representative Hunter in Hunter’s most recent campaign ad that was released almost two weeks ago.“The good news is that all of you [media] are doing the defending because [his ad’s] not factual,” Campa-Najjar told Team 10. Campa-Najjar has also called Hunter’s ad un-American and racist.Hunter’s ad claims, “Ammar Campa-Najjar is working to infiltrate Congress." The explosive video garnered a firestorm of attention, centering much around the Latino Arab-American’s family ties to terrorism.It is a fact that Campa-Najjar’s grandfather was involved in the Munich Olympic Massacre, but Campa-Najjar renounced his grandfather, who died years before he was born.Hunter’s ad also implies that Campa-Najjar is a security risk, however Campa-Najjar passed multiple security clearances as a former official in the Obama Administration.“We've raised money off of [Hunter’s] ad,” Campa-Najjar told Team 10. He said the ad has backfired on Hunter, fueling contributions to Campa-Najjar’s campaign from voters who, he said, are disgusted. The Federal Election Commission shows that more than a million dollars have rolled in for Campa-Najjar, ahead of Hunter's nearly 0,000, but those numbers are from June. New numbers should be released in the upcoming days with a reporting deadline of next Monday, October 15th.“I think this [next] report will probably show another million, at least,” added Campa-Najjar. SAN DIEGO (KGTV) - Two fires sparked Saturday afternoon in East County, in addition to a thunderstorm in Pine Valley, created dicey conditions for firefighters.Cal Fire Captain Thomas Shoots said the humidity made a huge difference, "the monsoonal moisture the stickiness has been good because it's helped keep our fires small," slowing the spread of flames.The Bratton Fire sparked in Lawson Valley around 1:30 p.m. and scorched 4 acres. Then around 2:10 p.m., the Sloane Fire started burning in Dehesa, blackening 18 acres.Both were knocked down quickly."We hope that people don't get complacent that we've hit these fires very aggressively and it's worked out," Shoots said.He said if we didn't have the humidity we would be in trouble, "there's a lot of fuel that comes with a good winter so that grass crop is all cured out and ready to burn."Shoots said they were keeping their eye on the thunderstorm in Pine Valley.The National Weather Service reported a severe thunderstorm warning with quarter-sized hail and gusts up to 60 miles per hour."We knew it wasn't going to be to the extent that the north saw when the storms rolled through but it was still definitely a potential concern," Shoots said.Looking forward, Shoots says we need to be very careful, "San Diego and a good chunk of California is sitting at a higher potential for wildfire activity in October-November."He advises creating defensible space around your home not only to protect your home but protect your family if you can't escape in time.Shoots said he hopes firefighters are able to get a handle on the fires in Northern California and stay safe.He said 96% of all Cal Fire engines are working, which shows how extreme this fire season is.More than half of Cal Fire San Diego's resources have been sent up north to help, including 32 engines. Shoots says local fire departments are stepping up to help in their absence. 1907
