The department determined that Chinese producers and exporters had sold drill pipe in the United States at margins ranging between 0.00 and 69.32 percent, while they have received countervailable subsidies of 18.18 percent ad valorem.In the anti-dumping investigation, mandatory respondent China's DP Master Manufacturing Co., Ltd. and Jiangyin Liangda Drill Pipe Co., Ltd. received a dumping rate of 69.32 percent. Baoshan Iron and Steel Co., Ltd. as well as Shanxi Yida Special Steel Imp. and Exp. Co., Ltd. each received a dumping rate of 0.00 percent, according to the department.The USITC did not specify the combined value of imported drill pipe and drill collars from China in the statement. A determination will be considered as affirmative if there is a 3-3 voting result within the USITC Commissioners.Drill pipe and drill collars are hollow drill string components used in drilling rigs, particularly those intended to extract oil and gas, to transmit power and conduct lubricant during the drilling process.

  

BEIJING, Feb. 23 (Xinhua) -- The Chinese People's Political Consultative Conference (CPPCC), China's top political advisory body, opened its door to 43 correspondents from 33 overseas media outlets on Wednesday, 10 days ahead of its upcoming annual session.It was the first time that the top political advisory body invited a group of overseas journalists, including those from Hong Kong, Macao and Taiwan, to tour its work place, which used to be the site of an imperial compound 100 years ago.The media tour was hailed by Zhao Qizheng, head of the CPPCC's Committee of Foreign Affairs, as a move that reflects the "enhanced openness" of the CPPCC.During the tour, resident reporters from countries and regions such as the United States, Russia, Germany and Japan visited the CPPCC auditorium and a gallery that exhibits the agency's history and its role in Chinese political life through numerous pictures and relics.Located in downtown Beijing, the CPPCC was established on September 21, 1949. It is a patriotic united front organization for Chinese people and serves as a key mechanism for multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC).The main functions of the CPPCC are to conduct political consultations, exercise democratic supervision and participate in the discussion and the handling of state affairs. SAN FRANCISCO, April 5 (Xinhua) -- Apple Inc.'s iPad 2 has topped the ratings by Consumer Reports, an influential U.S. magazine for product reviews, in the latest tests of the 10 most- promising tablet computers.According to the ratings released on Tuesday, the Apple iPad 2 with Wi-Fi plus 3G (32G), which is priced at 730 U.S. dollars, topped the ratings, scoring "excellent" in nearly every category.Besides several models from Apple, other brands tested include Archos, Dell, Motorola, Samsung and Viewsonic. Each tablet was evaluated on 17 criteria, including touch-screen responsiveness, versatility, portability, screen glare and ease of use."So far, Apple is leading the tablet market in both quality and price, which is unusual for a company whose products are usually premium priced," Paul Reynolds, electronics editor at Consumer Reports, said in a statement.The Motorola Xoom, whose price is 800 dollars, stood out as the iPad 2's main rival. It boasts several features that the iPad lacks, including a built-in memory card reader and support for the Flash videos.The first-generation iPad, priced at 580 dollars, also outscored many of the other models tested but tied with the Motorola Xoom, according to tests by Consumer Reports.
