BEIJING, Oct. 16 (Xinhua) -- When the 18 farmers in east China's Anhui Province, their bellies rumbling, stamped red fingerprints on the land-contracting agreement three decades ago, they never expected they might be making history."We had no other choice," said 70-year-old Yan Lixue. Prior to World Food Day this Saturday, he recalled the bitterness and successes from those past days.The elderly man used to be head of the production team at Xiaogang Village in Fengyang County.At that time, Fengyang was dubbed the "hometown of beggars", and was infamous for its poverty. It was the hometown of Zhu Yuanzhang, the first emperor (1368-98) of the Ming Dynasty. Ironically, Zhu, started as an insurrectionary army leader, though he used to be a beggar, too. The local opera in Fengyang was said to be sung for begging, at the beginning.With stubble on his square chin, Yan said his only memory of those days was hunger."At that time, we ate from the 'big cooking pot'," he recalled. The "big cooking pot" referred to the public kitchen. Establishment of the Peoples' Commune was made official state policy in 1958. In the Commune, everything was shared and people were encouraged to eat in the commune's kitchen. Private cooking was then banned and replaced by communal dining.But the food from the "big cooking pot" was not enough. In Yan's memory, the days were horrible when there were fewer than 0.25 kilograms of grain per person."Sometimes people ate wild herbs or bark from the trees," he said.As a result, 67 people died of hunger during the Great Leap Forward from 1959 to 1961 when six out of over 30 households in Xiaogang disappeared. In Fengyang, 90,000 people, or one in four people, died."Sometimes you would see a person tumble and never stand up again," Yan said.The nightmare was shared by another villager, Guan Youjiang."I had four children. When they cried with hunger, my heart ached," he recalled. In his home there were only pots and beds.Yan went out to beg in 1976. At first he begged in nearby Huaiyuan County, and then roamed further to the richer Jiangsu and Zhejiang provinces.He then refused to lead the production team any more. "The young people mostly went out to beg and few were left to work on the field."In fact, they were not allowed to beg all year long. "We took turns going out. There had to be someone working for the village."Realizing that they could starve to death, Yan believed that they had nothing to lose, although "signing the land contracting agreement could mean severe penalties, like imprisonment or even execution," he said.

BEIJING, Aug. 28 (Xinhua) -- China's top legislature on Saturday approved an amendment to the Basic Law of the Hong Kong Special Administrative Region regarding the method of selecting Hong Kong's Chief Executive.The amendment to Annexes I to the Basic Law was approved at the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature, which ended Saturday.The NPC Standing Committee approved an examination report on an amendment to Annexes II of the Basic Law concerning the formation of the city's Legislative Council and agreed to file it on the record.The NPC Standing Committee's concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The two amendments would take effect after the legislature's approval, Wu said.Wu said the two amendments had embodied the common opinions among the Hong Kong communities, gone through due procedures in the laws and was in accordance with interpretations and decisions of the NPC Standing Committee.The two amendments would help to maintain and promote the long-term prosperity and stability in Hong Kong, Wu said.The NPC Standing Committee members had called for unswervingly following the principle of "one country, two systems" and the Basic Law, to push forward a gradual promotion of Hong Kong's political system, Wu said.Legislators at the session also adopted the People's Mediation Law and the amendment to the Law on Officers in Reserve Forces.Further, President Hu Jintao signed decrees to publish the new Law, which will come into effect in 2011, and the amendment to the Law on Officers in Reserve Forces, which will be implemented after its being published.The legislature also ratified the International Convention for the Suppression of Acts of Nuclear Terrorism.During his speech at the concluding meeting, Wu also said the situation of China's economy was in a crucial stage from recovery to a steady growth.However, he noted that the work to maintain satisfactory growth was still an arduous job.Wu also said he appreciated the reports on cleaner production inspection and grain safety work, which were presented during the session.The NPC Standing Committee also appointed Chen Jianguo and Shi Zongyuan as vice chairmen of two special committees under the NPC.

  

BRUSSELS, Oct. 6 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday called on the European Union (EU) to recognize China's market economy status and remove its arms embargo against it.Speaking at a China-EU summit here, Wen said the summit mechanism, the highest-level platform for bilateral political talks, should push for an end to the two outstanding difficulties.The summit should enhance its role as provider of strategic guidance, and clear the way for further advancement of China-EU ties, he told the summit, co-chaired by him, European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso. Chinese Premier Wen Jiabao attends the 13th China-EU Summit in Brussels, capital of Belgium, Oct. 6, 2010.China would work with the EU to achieve balanced and sustainable development of bilateral trade, improve investment environment and enhance cooperation in financial and fiscal policy-making processes, Wen added.Meanwhile, the two sides should make concerted efforts to further expand hi-tech cooperation and people-to-people exchanges, push for the reform of the international financial system and maintain coordination on climate change, energy security and hot regional affairs, the Chinese premier said.All responsible countries in the world should refrain from launching trade or currency wars, Wen said, expressing the hope that the European side would take an objective and fair stance on China's currency exchange rate.Wen said China has expressed its support for and confidence in the 27-member European bloc, and believes that a strong and stable EU is conducive to the world as well as to China.

At the outset, I wish to extend, on behalf of the Chinese government and people, warm welcome and sincere thanks to all distinguished guests attending the China National Pavilion Day events.Expo 2010 Shanghai is the first such global event hosted by a developing country in the history of the world expo.
