WASHINGTON — A bipartisan quartet of congressional leaders is pushing hard for a long-delayed COVID-19 aid package.A deal could come as early as Wednesday on legislation that would extend help to individuals and businesses and ship coronavirus vaccines to millions.Negotiations on COVID-19 relief have intensified after months of futility.The top Democratic and Republican leaders of Congress met twice Tuesday in hopes of finally cementing an agreement that would revive subsidies for businesses hit hard by the pandemic, help distribute new coronavirus vaccines, fund schools and renew soon-to-expire jobless benefits.Then Wednesday morning, Senate Majority Leader Mitch McConnell said he and Congressional leaders will not leave Washington for the holiday until a COVID-19 relief bill is passed.“The Democratic Leader and I worked into the evening alongside the Speaker of the House and the House Republican Leader," McConnell said on the Senate floor Wednesday. "We made major headway toward hammering out a targeted pandemic relief package that would be able to pass both chambers with bipartisan majorities."The Senate majority leader said money is needed not only for the American people suffering from the economic fallout caused by the pandemic, but to help re-up the Payment Protection Program and for vaccine distribution.“Congressional leaders on both sides are going to keep working until we get it done,” McConnell said.The Washington Post and Politico report the package would amount to nearly 0 billion in relief and may include a new round of stimulus checks, though the dollar amount for the possible direct payments isn’t yet known.The package would reportedly exclude aid for state and local governments, as well as leave out liability protections. Both were contentious items between Democrats and Republicans.The negotiators will be back at it early Wednesday as a government funding deadline looms Friday at midnight. 1951

(KGTV) - For the third time in recent months, a local Boy Scout troop is coping with a heartbreaking theft.As they were getting ready to leave on a camping trip Friday, Boy Scout Troop 722 in Vista realized their camping trailer was gone.Without a trailer, future trips are now in jeopardy.The trailer was parked in the St. Francis of Assisi Catholic Church parking lot when someone broke the padlock and stole the trailer. Because the troop has dealt with vandalism in the past, all their gear is kept in a shipping container. The trailer has a unique bolt on its door, which was put in to prevent people from breaking in.Replacing the trailer will cost the troop ,000.Community members can donate on a Go Fund Me page set up for the troop. If you spot the trailer, contact the Vista Sheriff's Department.In September, a Chula Vista Troop's trailer was stolen, as well as one earlier this month one in University City. VISTA, Calif. (KGTV) - Kellen Winslow Jr. affirmed his innocence to 10News Thursday as he appeared in court to face a third charge of rape.The son of a Chargers legend, Winslow pleaded not guilty to the alleged rape a 17-year old girl in 2003.  10News was able to capture a few words with Winslow as he walked to his car in the parking lot outside court. When reporter Jim Patton asked about the new rape charge, Winslow responded it would all come out in court. Then asked if he was innocent of the other allegations of raping two women in Encinitas, Winslow said, "I'm advised by my lawyer to not speak on much. But yes, I am innocent." The new charge involves a woman who was 17 years old at the time. Winslow was 19. She claims he raped her while she was unconscious. Winslow Jr.'s attorney has previously said their relationship was consensual.  Thursday, the defense repeated a request for the woman's psychological history.Thursday's court hearing lasted no more than 15 minutes as attorneys debated whether this new case should be tried along with the other two rape allegations. Winslow Jr.'s attorneys argued the new charge could prejudice the other two.The judge allowed the cases to remain joined for now for efficiency but said the trial judge would make the ultimate decision.  Winslow is currently free on a million bond, while required to wear a GPS monitoring bracelet. His trial date was set for March 19th, 2019. 1507

  

VISTA, Calif. (KGTV) -- An Escondido woman accused in a vehicle crash that killed four people, including two children, pleaded not guilty Wednesday to all charges levied against her.Ashley Rene Williams pleaded not guilty to four counts of murder and four counts of gross vehicular manslaughter while intoxicated during her initial court appearance, which was via video conference.The 28-year-old’s bail was set at million.According to Escondido police, just before 8:30 p.m. on May 5, Williams was driving northbound near Oak Hill Drive and San Pasqual Valley Road when she struck two adults and two children walking in the area.Abel Valdez, 33, and 11-year-old Emmanuel Riva died at the scene. Ten-year-old Yovanny Felix and 50-year-old Carmela Camacho were rushed to the hospital, where they later passed away.The boys were brothers, and Camacho was their grandmother. Valdez was Camacho’s boyfriend, according to a GoFundMe established for the family.Williams was taken to the hospital after also suffering injuries.Following an investigation that involved the analysis of evidence that included cellphone and vehicle computer data, lab test results, and roadway measurements, Williams was arrested at her home on June 4.Prosecutors said Williams was under the influence of drugs and using her cellphone at the time of the collision.10News learned Williams’ driver’s license was already suspended as of Feb. 18, 2020, due to a drug-related offense. DMV records showed she was also involved in a non-alcohol related crash on Dec. 16, 2019.San Diego County Deputy District Attorney Laurie Hauf said, “We believe she is a danger to the community, to the safety of the public, having been advised the last time that driving while intoxicated could kill somebody and she did it anyway.”A readiness hearing for Williams is set for July 7, with a preliminary hearing scheduled in the case for Aug. 20. 1909
