SAN DIEGO (KGTV) - Concerns continue to grow amid reports that President Trump may allow border officials to ban US citizens suspected of having coronavirus from re-entering the country.Five years ago, Les and Marilyn Widd retired and made a big move, buying an oceanfront home in Rosarito, Mexico. That dream retirement has suddenly been marred by worries about COVID-19 and a possible presidential action. According to published reports, President Trump is weighing rules to allow border officials to temporarily block an American citizen or legal permanent resident from entering, if there is reason to believe the person has coronavirus."Absolutely upsetting, absolutely upsetting," said Les Widd, 70.Details about the possible plan are unknown, but Widd has heard enough."It's violating your constitutional rights to receive treatment in your own country," said Widd.Widd says if either of them were to develop symptoms, they would have few options. Their hospital in Rosarito isn't accepting COVID-19 patients."In Tijuana hospitals, they are absorbing everything from surrounding towns. They're at the limit. Difficult to get a bed there," said Widd.Both the Widds have go-to hospitals in San Diego where they've received past treatments. Both are covered under Medicare, and they say they have a right to use it, especially during a pandemic."We worked all of our lives and paid into it. We should be able to use our Medicare," said Widd.He also questions how effective a border ban would be."If push comes to shove, I will try any way possible to get over the border ... People will lie about their condition to get across the border," said Widd.Various estimates place the number of Americans living in Rosarito between 12,000 and 15,000 people. 1762

SAN DIEGO (KGTV) -- Councilman David Alvarez says he's tired of driving by vacant storefronts in urban communities like East Village and Barrio Logan. He believes city rules requiring some high-rises to put retail space on ground floors are too rigid. Alvarez has put forth a proposal that would allow for more flexibility and creativity, giving buildings the option to put housing and live-work spaces on ground floors. "We need to think outside the box when it comes to housing. We have placed so many rules on the books it makes it hard to do things differently," said Alvarez. If passed by the council, Alvarez says the permits to convert spaces would be temporary. After a period of time, potentially 10 years, the owner would reevaluate whether a retail store could then succeed. If not, they could apply for another permit. East Village alone has seen multiple businesses shut its doors in recent months, including Smashburger, Bottega Americano, SOL CAL Cafe, The Market Hall and Tilted Kilt Pub and Eatery.  1054

SAN DIEGO (KGTV) - As San Diego’s Pride celebration approaches, a new homeless shelter has opened specifically focusing on members of the LGBTQ community.It’s operated by the Interfaith Shelter Network, which just opened a new branch in Hillcrest after receiving grants from the Pride Foundation and the Cushman Foundation.Abigail Shrestha, the manager of the rotational shelter programs at Interfaith, said they opened the new shelter because they recognized the need.“It’s a population that has quite a bit of discrimination and other issues, so it’s beneficial to have something that supports the community,” said Shrestha.The operation is based out of Hillcrest, but the shelter location will rotate between churches in Interfaith’s network. As of Monday, one week after they opened, they had six clients, though it can hold up to 12 people. Shrestha said she expects it to be full by the end of the week.Interfaith operates shelters around the county which are all LGBTQ friendly, but this is the first one that is targeted for that community. Mainly, said Shrestha, because of the unique circumstances of their housing instability.“Many of the clients, especially the youth, are forced out of their homes. Some families will not recognize positively their choices, and they are kicked out,” she said.Their main goal is to get the residents into permanent housing. SAN DIEGO (KGTV) - As San Diego County's back country communities brace for the prospect of losing power, political leaders are starting to take aim at the idea of pulling the plug on them.San Diego Gas and Electric has notified upwards of 30,000 customers that it could cut their power Thursday if it deems necessary to prevent a wildfire. At a news conference in San Diego Wednesday, Gov. Gavin Newsom praised SDG&E as a leader in wildfire prevention, but expressed frustration at the situation. He directed most of his anger toward Pacific Gas and Electric, which has cut off power to hundreds of thousands of customers in Northern California to prevent its equipment from starting wildfires. "And by the way, I'm outraged because it didn’t need to happen," said Newsom.RELATED: SDG&E prepares for Public Safety Power Shutoff as Santa Ana winds approachZoraya Griffin, a spokeswoman for SDG&E, said turning off power is a last resort. She said the utility is in communication with fire departments and has crews and arborists deployed across the county. SDG&E is also staffing the Emergency Operations Center at its headquarters in Kearny Mesa to monitor conditions. "The population here in San Diego really need to be mindful that this is about their safety at the end of the day," Griffin said. SDG&E began the practice of cutting power in 2013. That's a big change from the 2007 wildfires, which investigators say happened as a result of SDG&E equipment. RELATED: MAP: San Diego County communities affected by planned outages"After the wildfires of 2007, we started implementing what became the largest utility weather network in the world," said Brian D'Agostino, SDG&E's director of fire science, "We hired a team of meteorologists and we started to understand Santa Ana winds a lot better."While the governor praised SDG&E, other officials took a much different stance. County Supervisor Dianne Jacob derided the utility, saying cutting power creates safety risks for seniors, those dependent on medical devices, and households that need to electrically pump well water. "As always, SDG&E is putting itself first and looking to cover its liability rear end," she said in a statement. "Instead of taking the easy way out and pulling the plug on vulnerable communities, SDG&E should redouble its efforts to fully harden power lines and other infrastructure.”SDG&E is required to give customers 48 hours notice of a shut off. 2480

  

SAN DIEGO (KGTV) - Another testing site is being added to San Diego County, and this one will be the closest to the U.S.-Mexico border so far for the region.The San Ysidro port of Entry’s PedWest crossing is one of the world’s busiest pedestrian international border crossings. Within the next two weeks, a testing site at that location will join the more than two dozen others across San Diego County. It will be an appointment-free, walk-up site. Officials expect 200 tests to be done daily there.Chicano Federation Chief Strategy Officer Roberto Alcantar said this is a step in the right direction as far as testing is concerned, but said there is still work to be done to help the Latino community.Related: San Diego County launches COVID-19 outreach campaign for LatinosHe said many in the Latino community are afraid of getting tests done because of the fear of a positive test.“Our community is nervous about losing their jobs, not being able to go to work, the real economic impact that comes from being positive and feeling that that might hinder them in a way,” he said.He added that this is a big-picture problem. The Latino community lacks affordable housing, forcing families to live in close quarters and increasing the risk of spreading the virus, and also forcing people to live across the border to find affordable housing. Many of these people are essential workers and need to continue to work to support their families, so they cross the border on a daily basis. This new site will help give them access to testing.“They’re having to cross the border every day. We’re hearing from workers that they’re spending 4-5 hours every day waiting just to cross,” said Alcantar.Alcantar also said that the new testing site will likely lead to more positive rates, as is expected with increased testing, and he worries about what that will do to the perception of the Latino community, which already has higher numbers than the rest. As of August 9, 62% of San Diego’s cases are Hispanic people, a community that makes up just 34% of the population. That number will likely continue to climb with another testing site in an area dominated by Spanish speakers. This, tied with a perception that people are carrying the virus from Mexico to the U.S., could be bad.“Our concern is that this will help push further that narrative that we have to have a testing site because the rates are coming from Mexico,” he said.The Chicano Federation has been working with UCSD to reach out to the Latino community and find out why they don’t want to get tested and also encourage them to get tested. They also have been working with the county and giving feedback on testing in the Latino community.San Diego County also launched a campaign at the end of July targeted at helping get resources and information to the Latino community about safety measures, testing resources and contact tracing. 2899
