The Homeland Security Department is backing away from requiring that U.S. citizens submit to facial-recognition technology when they leave or enter the country.The department said Thursday that it has no plans to expand facial recognition to U.S. citizens. A spokesman said DHS will delete the idea from its regulatory agenda, where privacy advocates spotted it this week.The advocates and lawmakers accused DHS of reneging on repeated promises not to force American citizens to be photographed leaving or entering the United States, a process that is required for foreign visitors.Sen. Edward Markey, D-Mass., called the administration’s retreat “a victory for every single American traveler who flies on a plane.” He credited public pressure for the about-face. He said, however, that he still plans to introduce legislation to ban biometric surveillance of Americans.Edward Hasbrouck, a privacy advocate who pointed out the proposal, said the matter might not be settled.“Was this a trial balloon to find out whether the DHS had finally reached the limits of our willingness to be treated like criminals whenever we fly?” he said. “And if so, has the DHS partially backed off, at least for now? Maybe.”Customs and Border Protection officials say they originally considered including U.S. citizens in the biometrics program because having one system for Americans and another for foreigners adds complexity and could compromise security or make lines longer.But after meeting with lawmakers and privacy experts — including this week — it decided it was better to continue letting Americans opt out.Privacy experts have questioned the accuracy of facial recognition and warned that personal information could be vulnerable to hackers or used improperly by companies holding the data. In response to those criticisms, DHS made some changes, including shortening the time it will retain photographs from 14 days to 12 hours. Facial recognition is used to screen passengers at more than a dozen U.S. airports. The average pay for America’s private university presidents grew by 10.5% in 2017, with dozens receiving more than million and three topping the million mark, according to an annual survey by The Chronicle of Higher Education.The survey, released Tuesday, finds that private university presidents at more than 500 schools averaged 8,000 in total annual compensation, including salary, bonuses, benefits and other perks. Their average pay increased by 4% in 2016 and by 9% in the previous year.The two top earners in 2017 both came from schools in Rhode Island. Ronald K. Machtley, of Bryant University, received .28 million, while John J. Bowen, of Johnson & Wales University, received .3 million. Bowen retired at the end of 2018, and Machtley has announced he will retire later this year.Although both presidents earn base salaries under million, their total pay was inflated by deferred compensation deals that came to fruition in 2017, The Chronicle found. Under such deals, colleges set aside money each year to be paid to their chiefs at a future date. Deferred compensation is becoming common at U.S. colleges as a way to discourage leaders from taking jobs elsewhere.A statement from Bryant University says Machtley has “transformed Bryant from a regional college to a leading university in its field.”“At 24 years, President Machtley has served nearly quadruple the 6.5 year average tenure of a university president,” the school said. “Since President Machtley is one of the longest serving university presidents in the nation, it’s not surprising that the 2017 payment of his long-term compensation pushed him to the top.”Bryant enrolls about 3,800 students in Smithfield, Rhode Island.Officials at Johnson & Wales University said Bowen’s pay package was established 18 years ago and later updated to reflect his accomplishments and years of service. Hance Jr., chairman of the school’s Board of Trustees, said Bowen started as a faculty member and worked his way up to chancellor over decades at the university.“During his 45 years at JWU, the university experienced growth in both enrollment and new facilities while successfully achieving many of the goals set forth in its strategic plans,” Hance said in a statement.Behind Machtley and Bowen were Shirley Ann Jackson of New York’s Rensselaer Polytechnic Institute, who received .2 million; Amy Gutmann of the University of Pennsylvania, with .9 million; and Ronald Daniels of Johns Hopkins University, with .7 million.Officials at Rensselaer, Penn and Johns Hopkins did not immediately respond to requests for comment.The survey found that 64 private university presidents made more than million in 2017, up from 61 the year before. Right now, the Red Cross says it has less than a two-day supply of type O blood available for emergency rooms. This means just six units of type O blood are available for every 100,000 people, but at least 14 are needed every day. While just 7% of the U.S. population has type O negative blood, it can be transfused to patients with any blood type and is what hospital staff reach for during emergencies when there isn’t time to determine a patient’s blood type. Type O positive blood is the most transfused blood type and is also critical in trauma situations. The Dow Jones Industrial Average dropped as many as 900 points in early trading Monday morning as fears the spread of COVID-19, better known as coronavirus, paralyzed the market.As of 2:30 ET Monday, the Dow was still down about 900 points.Gold prices also surged following reports of increases in COVID-19 in China and around the world.Markets in South Korea and Italy led the decline on Monday, falling nearly as much as 4.6%. Markets are down across Europe and Asia, while futures for U.S. benchmarks have also dropped sharply. Tokyo's markets are closed for a public holiday. South Korea, Iran, and Italy reported a large jump in new cases, potentially disrupting the world economy more deeply than expected. China's leaders promised more help for companies and the economy.
