SAN DIEGO (KGTV) – California and two other Western states have issued travel advisories that include a 14-day quarantine for those visiting the states or returning home from outside travel.California Gov. Gavin Newsom, Oregon Gov. Kate Brown, and Washington Gov. Jay Inslee put the advisories into action for their respective states on Friday. The announcement comes as travel is expected to ramp up for the holidays.The advisories urge “visitors entering their states or returning home from travel outside these states to self-quarantine to slow the spread of the virus. The travel advisories urge against non-essential out-of-state travel, ask people to self-quarantine for 14 days after arriving from another state or country and encourage residents to stay local.”CALIFORNIA TRAVEL ADVISORY ANNOUNCEMENTIn addition to the self-quarantine, the advisories recommend travelers “limit their interactions to their immediate household. The advisories define essential travel as travel for work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care and safety and security.”Newsom said in a news release, “Travel increases the risk of spreading COVID-19, and we must all collectively increase our efforts at this time to keep the virus at bay and save lives.”Brown added, “COVID-19 does not stop at state lines. As hospitals across the West are stretched to capacity, we must take steps to ensure travelers are not bringing this disease home with them. If you do not need to travel, you shouldn’t. This will be hard, especially with Thanksgiving around the corner. But the best way to keep your family safe is to stay close to home.”“Limiting and reducing travel is one way to reduce the further spread of the disease. I am happy to partner with California and Oregon in this effort to help protect lives up and down the West Coast,” Inslee said.The governors did not say how long the advisories are expected to last. 1981

SAN DIEGO (KGTV) - At St. John The Evangelist's Sunday night service, the pews were packed to hear why their pastoral associate was resigning.Aaron Bianco was asked to come to St. John August of 2016. His work: organizing events, budgets and other behind the scenes tasks. His goal, to build up a more inclusive church.Bianco has been married to his husband for 10 years last month, and once he started at St. John, so did the attacks."They've threatened me from shooting me down across the street, to throwing Molotov cocktails into the church," Bianco said.The hate groups sent emails equating him to a pedophile and threatening him. His tires were slashed, fire thrown at the church doors, the office broken into and spray painted with a gay slur."They're no different from organized crime or a terrorist group. They will continue until they get their way," Bianco said their goal was to force him out. "I'm convinced that the gospel is on my side, and they can spew their hate, but I'm not going to allow them to make me hate them back," Bianco said.Last week his personal information including photos of his family and his home address was published on a conservative Catholic website. Bianco said he saw someone in their yard in the middle of the night  watching the house.Since the threats, he's added security to his home and filed police reports.He realized it was all too much, "My life and those of my family are more important than any job."Bianco addressed the packed church at Sunday night's mass, "when hate rages like a fire, love rains down, and I feel it from so many of you in this room."Bianco told 10News he believes there is more good in the world than bad, explaining he's received encouraging notes from people all over the world.After his speech, the church erupted, "It made me so happy that everybody stood there and clapped for the longest ovation I've ever heard in a church in my life. Letting him know that we love you, we care about you and you're going to be missed," Parishioner Berena Pe?a said.She attended the church a decade prior and stopped coming because she didn't feel welcome as a lesbian. Her friend convinced her to try again two years ago. She said she could feel the difference, and it woke her up.Bianco said this is not the end, and he will keep fighting. SAN DIEGO (KGTV) -- California is the worst state for military retirees when it comes to the cost of housing, according to WalletHub. Overall, California ranked 21st on the list of best and worst states for military retirees. The Golden State ranked 9th for quality of life, 3rd for number of VA health facilities per number of veterans and 5th for number of VA benefits-administration facilities per number of veterans. Dragging California down to the 21st spot however, is the cost of living. The state ranked 51st for housing affordability and 49th for percent of veteran-owned businesses. California also ranked 48th for its percentage of homeless veterans and 12th for veteran job opportunities. The report also found that red states are friendlier to military retirees than blue states. 802

SAN DIEGO (KGTV) — County health officials say they are taking aggressive measures to contain a flu outbreak at San Diego's migrant shelter. At least 16 migrants have shown flu-like symptoms; all were recently flown to San Diego from Texas by the U.S. Department of Homeland Security Immigration and Customs Enforcement.Three migrants tested positive with a rapid influenza test."In order to take steps to prevent the spread of the disease we've become more aggressive in treating everyone with symptoms, regardless of when those symptoms started," said Dr. Dean Sidelinger, Deputy Public Health Officer for the County.RELATED: Flu outbreak sickens over 30 migrants at border centerBefore being admitted to the shelter, migrants undergo medical screenings.Migrants with flu-like symptoms are being isolated off-site in hotel rooms, along with their family members who are receiving preventative medicine.On Thursday, County Supervisors Dianne Jacob and Nathan Fletcher expressed their continued frustration with the federal government's handling of the migrant crisis. "Had we not taken these steps these migrant families would have been released by ICE at bus stops or transit centers without the medical screenings, without the treatment, without the attention, and without the help and support that we have provided. This could have proved disastrous for our region," said Fletcher. Fletcher says while they don't know how many people may develop flu-like symptoms in the days and weeks ahead, they are actively monitoring the population. SAN DIEGO (KGTV) -- At least one San Diego woman is a part of thousands who've volunteered to participate in a human challenge trial to find a vaccine for COVID-19. April Simpkins is a healthy 29-year-old. Simpkins said she felt helpless watching as the pandemic spread around the world, until she heard about 1 Day Sooner while listening to a podcast. 1 Day Sooner is an organization that advocates for volunteers willing to participate in a human challenge trial. The trial means being infected with COVID-19 in hopes of speeding up the process for a vaccine. The trial is restricted to young and healthy people. So far, there is no plan for any human challenge trials to fight COVID-19, but over 30,000 thousand people, from over 140 countries, have signed up to volunteer. The hope is to have the list of volunteers ready, if and when such a trial is approved.
