SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution. SAN DIEGO (KGTV) -- Police Wednesday arrested a woman they say vandalized a church Monday afternoon. Kelly Duggan, 26, was arrested after police say she caused more than ,000 worth of damage to Our Lady of Guadalupe Church.10News Reporter Bree Steffen Reach out Duggan, who agreed to a jailhouse interview. Duggan told us that she's in an emotional state, heartbroken over her mother's death. "I don't know what's going on anymore, and that's what's making me mad," she said. "I'll still pay for it, that's fine."According to authorities, Duggan threw a wooden kneeler at a Plexiglas window protecting a religious shrine, breaking both the kneeler and the glass.Duggan also destroyed several flower vases decorating the shrine before leaving the church, police say. She was arrested for felony vandalism after being spotted in Barrio Logan.Duggan said she didn't vandalize the church out of disrespect or hate for the faith. The church told 10News they caught Duggan's action on their surveillance cameras but didn't share the video because they worried that people who saw might harm her. Duggan had this message for the church: "Thank you for forgiving me, you know, out of the kindness of your heart."  1265

  

SAN DIEGO (KGTV) — Poway Unified School District has approved a plan for some students to return to in-person classes starting as soon as this month.The district's board on Thursday approved a phased reopening plan for elementary schools starting on Oct. 1, with the first group of schools opening with an AM/PM schedule.Abraxas High School will reopen with an A/B schedule on Oct. 8, and PUSD's remaining elementary schools will reopen with an AM/PM schedule on Oct. 12, according to the district.The board also approved resuming on-campus special education services and in-person instruction for small groups after Sept. 24.RELATED: San Diego County schools allowed to reopen for in-person learningAll students, from preschool through 12th grade, will be required to wear a mask when returning to campus. Virtual class options will continue to be made available for families.Board leaders reached an agreement on allowing small groups of middle and high school students to return to campus for targeted learning support, social-emotional groups, special education services, and co-curricular and extra-curricular activities. A plan for the next phase of reopening middle and high schools is scheduled to be presented at the board's Sept. 24 meeting. 1259

  

SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October.In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns.The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone.In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166
