PARADISE, Calif. – The struggle to emerge from rubble and ash now grips the town of Paradise, California. “We’ve all been through the same thing,” said Mayor Jody Jones. “So much trauma. Nobody else really knows what we’ve been through.” Last year, the Camp Fire, as it is called, destroyed 19,000 homes and killed more than 80 people killed. The recovery has been slow. Though the town issued 500 building permits after the fire, so far, only nine homes have been rebuilt. However, 3,000 people are back, along with nearly 200 small businesses that reopened, like Nic’s Restaurant. “The biggest challenge is timing,” said restaurant owner Nicky Jones, “because there’s so many people wanting to rebuild.” The challenges are staggering. Flames scorched hundreds of thousands of trees that now need to be removed because they’re in danger of falling. The fire also left behind something more ominous: contaminated soil. “For the burnt properties, more than half of them are contaminated,” Mayor Jones said. Evacuation routes there also remain woefully inadequate, potentially trapping people again, should another wildfire break out -- much like they are currently raging in other parts of California. “I think, right now, looking at the fires in California and people got to start asking those tough questions - at what point do I decide I don't want to move back out there?” said Robert Allen, an adjunct professor specializing in risk management at Tulane University. Refoundry helps give formerly incarcerated people a second chance. Now they’re giving back in a special way, helping protect people behind bars during the pandemic.Refoundry's mission is giving people a second chance by providing skills and opportunity. The nonprofit, created by Cisco Pinedo and Tommy Safian, trains formerly incarcerated people to repurpose discarded materials into home furnishings. Their program is structured into three stages over the period, starting off with placement in a living wage job ending with mentorship that could lead to business ownership.So far, 10 businesses have started with the help of Refoundry, giving jobs to more than 125 people.Back in 2016, Scripps station WPIX in New York visited Refoundry in the Brooklyn Navy Yard. Now, they’re adding another effort to their outreach as a result of the pandemic and putting the Refoundry onsite program on hiatus during the lockdown."We launched something called ‘Makers Make Masks,’ that enlists formerly incarcerated people that are homebound because of the pandemic to help combat a public health crisis by sewing reusable washable masks for the most vulnerable people in our society the incarcerated and the homeless," explained Safian.The masks are being donated to homeless support services in Los Angeles and at Rikers Island in New York, where more than 850 masks have already been delivered.The Refoundry set up 20 formerly incarcerated workers with sewing machines, pre-cut fabrics, technical support and training with the help of grants and donations.“This allows… people with the opportunity to demonstrate their value,” explained Safian “to themselves and to their community and to society ... it really does mean a lot."Once the pandemic is over, Refoundry plans on launching a second location Los Angeles and moving into a new space at the Brooklyn Navy Yard. Being a truck driver isn't the draw it used to be. At Excel Driver Services, they're grinding gears trying to figure out how to get more people behind the wheel of big rigs. “It's a big issue,” Excel owner Jason Emery said. “You've seen companies go out of business because they can't support growth because they can't get safe drivers to operate their equipment.” Emery says America has a major shortage of licensed truck drivers and the numbers support him. According to the American Trucking Associations, the industry was short more than 60,000 drivers in 2018 – that's almost a 20 percent increase from the year before. The ATA also reports a need to hire more than a million new drivers over the next decade to keep up with growing transportation demands. “There's a huge need for qualified truck drivers right now,” Emery said. “Every company in this town is looking for drivers right now.” Emery says the major reason for the decline is that many drivers are getting older and retiring. Now the industry is trying to attract younger drivers, people like Shelby Stennett – who is changing careers from a frack hand in the oil fields to a truck driver on the interstates. “As far as career-wise making that extra money and put that money in my pocket,” he said. “Being able to provide for myself and my family and my friends. It's important to me because I got to eat. I got to eat to survive.” According to the Bureau of Labor Statistics, the starting pay for a truck driver is ,000 per year. After a few years on the road, however, the ATA says drivers can easily make six figures driving an 18-wheeler. Despite the pay, this job isn't for everyone. Drivers can spend weeks on the road alone and sleep in their rigs. Now economists say fewer truck drivers on the road could end up costing you a lot more money. “For the last several years we've gotten used to free shipping and one-day shipping and give it to me right now,” said Christina Huber, Ph.D. a professor of economics at Metropolitan State University Denver. “Maybe that can't continue.” Huber says with more online shopping and fewer drivers to transport the goods, shipping costs could skyrocket. “If they're having trouble attracting drivers to the industry the only way to alleviate that shortage is to make it more attractive for them to enter,” she said. To attract more drivers, many companies are increasing pay. Excel is now using new technology train a new generation of drivers. “What we decided to do a couple years ago is to purchase a simulator company,” Emery said. “Now we're building our own system to change and evolve how we train drivers.”Evolving to get more drivers to live life on the open road and keep on truckin'. 2726

It’s been more than two weeks since federal workers, like Lila Johnson, have been to work.Johnson says it’s been hard, but she takes it day by day. At the age of 71, Lila works part-time at the Department of Agriculture as a janitor to supplement her retirement income. However, she's been out of work since December, because of the shutdown.“My biggest concern is when are we gonna go back to work. That's number one,” she says. “Number two is how I’m going to continue making ends meet.” For now, she has to rely on friends and family to help pay her bills and groceries. Because she's a contract worker, it's likely she will not get the back pay Congress usually gives to federal workers once a shutdown is over. “When I do go back to work, I’m still gonna be behind,” she explains. “I'm gonna have to work at least two months before I can see myself climbing out of the hole.” Other federal workers wonder what they'll do when they don't get paid this week. “I just bought a house,” says furloughed worker Christine Vitel. “I'm not gonna be able to pay my mortgage, so yes, this is affecting me personally. Other people are married. They do have another income. I do not.”As the shutdown stretches into its third week, federal workers are stretched thin trying to find ways to make ends meet. 1309
