Traffic fines are meant to be a deterrent, but now California Governor Gavin Newsom is saying the fines and other added fees are getting too high. "They should be held accountable... but if it is a speeding ticket going eight miles over the speed limit- I think you should get a break," said David Murcia, a Santa Maria resident.In his latest budget proposal, Governor Newsom wants to expand a pilot program that lowers traffic fines.It could mean those who make less than about ,000 a year will only pay half of what other drivers pay and allow them to make payments.A recent study found that high fines led to drivers simply not paying them, which means less money for the state and more people at risk of having their license suspended.A pilot program was started in four counties to test out the low income fine reductions."They are pretty extreme on a lot of the fines for the citations... and I would be more inclined to pay mine if they were reasonable," said Rory Medlin, an Oceano resident.Even though it was not part of the pilot program, San Luis Obispo County already has an ability to pay program set in place.The local program uses a person's financial history to determine fine reductions, and the new state-wide proposal is similar. The governor said the program is a first step toward undoing the effect of extra fees and assessments tacked onto the base traffic fines.The fines for traffic violations have not increased, but more and more fees designed to supplement the general fund have increased dramatically. According to the budget proposal, in most counties not stopping for a red light will cost about 0.00... only 0.00 of that represent that actual traffic fine, the rest is made up of various fees.The California Highway Patrol and the Santa Maria Police Department tell KSBY that if and when the proposal gets put into place, it will not change who gets a citation or how they are issued.If approved, the judicial council will implement the program which will be phased in with multiple counties joining each year. 2064

Some might surprise you!KTNV in Las Vegas obtained a year's worth of data from Las Vegas, North Las Vegas and Henderson police departments to track the top locations. Data show police are responding to many of the same places every day, several times a day. As expected, some of the biggest Las Vegas Strip properties with the most traffic generate the most calls to police. The Strip is in Las Vegas Metropolitan Police Department's jurisdiction.New to the top 10 in 2,018, at number 10, is the Wynn Las Vegas with 1,064 calls. That's up from 930 calls in 2,017.Fashion Show mall moved into the top ten also, racking up 1,125 in 2018. That means LVMPD responded on average three times a day, every single day. Click each location for ranking and number of service callsThe 5th location with the most calls is Planet Hollywood at 1,312. In 4th place with 1,567, The Cosmopolitan. The 3rd location is the Bellagio with 1,646 calls. Topped by Caesars Palace in 2nd place at 2,094.And sitting at number one for the second year in a row is MGM Grand with 2,492 calls for service in 2018.While the Wynn and Fashion Show mall are new to the Hot Spots list, the Flamingo hotel and Cromwell casino dropped out of the Top 10 for locations on the Strip. There’s a disturbing trend of hidden cameras being found in rental properties and hotel rooms, and security experts are explaining how they’re getting there and what folks should do if they find one. A vacation in paradise quickly turned south for a couple in California who took a video after finding a hidden camera inside a fake smoke detector. “I actually came up to it and noticed that there was a hidden camera right here,” says the man. This was inside the rental property they were calling home for their getaway, and unfortunately these kind of finds are part of a disturbing trend of people finding hidden cameras inside rental properties. “I don’t ever think to check for it, kinda creepy to think about,” says Amy Billeaudeaux, visitor. A 2019 survey by IPX1031 found that 58% of participants were worried about hidden cameras inside Airbnbs, and 11% of them actually say they found a hidden camera inside an Airbnb property before.“Look around the room, does something look out of place? Is something not looking like it should be in that room,” says Adam Coughran. Coughran spent nearly 20 years as a police officer in Orange County, California, assigned to the tourist orientated policing unit, which focuses on crime around the Disneyland area. He says hidden cameras are an emerging trend, not only in rental properties but in hotel rooms too. And they are not placed there by the hotels.“Hotels are primarily concerned with cameras in the big public areas, the lobbies, play or recreation area,” says Coughran. “To find cameras inside a hotel room is not common practice.” The cameras could be hidden in nearly anything from smoke detectors to lights, even fans. It’s no doubt unsettling. But what laws protect you if one is found? Coughran says it can be a bit of a gray area when it comes to the laws. “In some states things are very cut and dry. Where they can be, where they can’t be. And virtually every state has some sort of law that discloses where they are on the premises, whether interior or exterior,” says Coughran. While the laws can be dicey, Airbnb has already taken action against hosts who have had cameras on their properties. Their rules now state: "If you’re a host and you have any type of security camera or other recording device in or around a listing, even if it’s not turned on or hooked up, we require that you indicate its presence in your house rules. We also require you to disclose if an active recording is taking place. If a host discloses the device after booking, Airbnb will allow the guest to cancel the reservation and receive a refund."For those we spoke to staying in one of the 150,000 hotel rooms in Las Vegas, some say they’ll think twice. “I think it’s something you need to keep your eye out for, for sure, because someone is watching you on the other end,” says Carlisa Singleton, visitor. 2867
