BEIJING, Feb. 2 (Xinhua) -- China promulgated a regulation Monday requiring meteorological authorities to conduct research on meteorological disasters, in an effort to reduce the damage from natural disasters like sand storms, blizzards, droughts, typhoons and icy weather.The Legislative Affairs Office of the State Council, the Cabinet, said Tuesday in a statement the regulation is designed to better protect people's lives and properties.The regulation, which takes effect April 1, requires meteorological authorities above the county level to conduct research on the frequency, intensity, and impact of meteorological disasters, and to set up a database to better evaluate risks.Schools are asked to teach students how to protect themselves and rescue others during natural disasters under the guidance of educational or meteorological authorities.The regulation also specifies the media's role in the event of meteorological disasters.Media organizations are responsible for the release of disaster warnings and alerts given by the local meteorological centers, the regulation says.Media organizations that fail in their responsibilities, release false information, or release alerts without authorization face fines of up to 50,000 yuan (about 7,322 U.S. dollars), according to the regulation.Media groups must cover the occurrence and development of disasters and emergency situations "timely and correctly", it reads.China is one of the countries most susceptible to natural disasters and 70 percent of disasters occurring in China are meteorological ones, according to the statement.

BEIJING, Feb. 9 (Xinhua) -- China's police departments will launch a 30-day campaign starting Wednesday to hunt down fugitives who are suspected of having committed a crime known as fake invoice fraud.The campaign will have a code name known as "spring thunder", said Liu Jinguo, Vice Minister of Public Security.While addressing a teleconference Monday, the vice minister said: "As the Spring Festival is drawing near, the demand for fake invoices remains strong. Perpetrators will get on the move."Statistics show that the police across the country uncovered 237 cases involving fake invoice fraud and detained 234 suspects in January. They also destroyed eight large sites making and selling fake invoices, and confiscated more than 12 million fake invoices in the past month.Fake invoice vendors are common in Chinese cities, where they offer receipts used for tax purposes. Such invoices could cause huge losses in tax revenues and could feed illegal activities, such as smuggling, money laundering and corruption.The Spring Festival, or the New Year's Day on the Chinese lunar calendar, will fall Sunday. It is an occasion for reunions of relatives and friends, completed with much fun and plenty of eatings. Spring Festival is the most important event for people of Chinese origin.

BEIJING, Feb. 12 (Xinhua) -- Chinese police nationwide were urged Friday to tighten security and step up safety overhaul during the Chinese Lunar New Year and be "ready to handle emergencies to prevent serious accidents."A circular from the Ministry of Public Security told local police authorities to increase scrutiny of fireworks parties, trade fairs, lantern shows, and temple fairs during the Spring Festival holiday which starts Saturday.It said the police should assist in keeping public and traffic order around large events' venues and be ready to handle crime and emergencies.Efforts should be made to strengthen security measures around train stations. Police authorities must release "safety tips" to the public through radio, newspapers and cell phone messages, it said.More than 10,000 large events, including traditional temple fairs, will be held across the country during the seven-day holiday, with more than 320 events expected to attract more than 10,000 people each.The latest ministry statistics show police solved nearly 1,200 homicide cases and 915 human trafficking cases last month.Police also arrested nearly 470 suspects for using telephones to scam or defraud people in January, saving 3.45 million yuan (507,000 U.S. dollars) in economic losses.Last month, the police busted nearly 2,000 bases for illegal fireworks' manufacture, sale, or transportation.The Spring Festival, or the Lunar New Year, falls on Sunday. BEIJING, Feb. 20 (Xinhua) -- China Saturday issued a regulation on the implementation of the Audit Law, which required close audit to government-funded projects, to make sure financial funds were properly used.The regulation, issued by the State Council, or China's Cabinet, asked auditing offices to conduct follow-up audit to organizations or projects, which were funded or partly funded by government.The regulation was revised and passed at an executive meeting of the State Council on Feb. 2 and will become effective on May 1 this year.Under the regulation, audit authorities are entitled to launch special investigation into government departments or organizations on budget management or the management and utilization of state assets.To ensure accurate and impartial auditing, the regulation provides that organizations are entitled to apply for government adjudication, administrative review or lodge a lawsuit if they disagree with the audit results.The current Audit Law was amended and passed in February 2006 by the Standing Committee of the Tenth National People's Congress.
