SAN DIEGO (KGTV) – A motorcyclist allegedly involved in street racing and other dangerous acts on San Diego roadways was arrested, the California Highway Patrol announced Wednesday.CHP officials said a search warrant was executed for 32-year-old San Diego resident Scott Anthony Meiner, who is linked to “numerous street racing and reckless driving incidents.”Meiner is also “believed to have fled from several police officers from various law enforcement agencies in San Diego County on numerous occasions,” the CHP said.Following the execution of the search warrants, Meiner was taken into custody and booked into San Diego County Jail on charges of felony evading, reckless driving, speed contest, and being an unlicensed driver.According to the CHP, Meiner was identified as the motorcyclist who was recorded on March 29 speeding 181 MPH on the southbound HOV lane of Interstate 15 in Mira Mesa. 907

SAN DIEGO (KGTV) - A North Park family is appealing for tips after a former high school football star - and recent college graduate - was injured in a drive-by shooting."They thought it was fireworks at first," said Dawn Kinder.Sisters Denisha Montgomery and Dawn Kinder say two Fridays ago, their brother Devante Kinder, 24, and three friends had spent a day at the beach and were driving up to his driveway near Meade Ave. around 9:40 p.m. Devante was at the wheel of the used Mercedes SUV he had saved up to purchase, when neighbors heard about nine shots ring out, and a car drive away. Devante was shot twice in the face."The only thing he could think of was to save his life, and he drove himself to the hospital," said Montgomery.Soon after, his sisters got the news."Unreal and didn't believe it at first actually. There is no way he could be injured in this way," said Montgomery.One of the bullet entered Devante's neck, shattered his cheekbone and lodged in his sinus cavity. The other one grazed his cheekbone."He's devastated ... asking himself why it was him," said Montgomery.His sisters say Devante does not have any enemies. Devante, a football standout at Mission Bay High School, went on to graduate from San Jose State six months ago. He returned home and recently got hired for engineering position in March."Starting his career, saving money. All he could talk about was buying his own condo," said Montgomery.Those plans have been put on pause by the drive-by shooting. SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. SAN DIEGO (KGTV) - A San Diego insurance agent who cheated 15 victims out of nearly .5 million was sentenced Wednesday to nine years in prison.Shawn Heffernan, 43, pleaded guilty in February to 29 felony counts of fraud and other charges, according to the San Diego County District Attorney’s Office.Heffernan would often convince clients to surrender existing life insurance policies and purchase new ones. The practice, known as “churning” or “twisting”, led to hefty commissions for Heffernan and steep penalties for clients, prosecutors said. Heffernan also collected investment funds and spent them on personal items including a Maserati, jewelry, and a lavish wedding, according to the District Attorney. Eight of Heffernan’s victims were senior citizens.“Stealing money from investors, and defrauding them out of their hard-earned savings, especially when some of the victims are senior citizens, is disgraceful and will not be tolerated,” District Attorney Summer Stephan said.  1011
