SAN DIEGO (KGTV) — San Diego City Council leaders will consider several measures aimed at lessening the impacts of the coronavirus pandemic in San Diego.Among the legislation are measures that place a moratorium on evictions due to non-payment from loss of wages due to COVID-19, prevent immigration enforcement operations at hospitals and other healthcare facilities, and provide relief from utility shutoffs or late fees because of non-payment due to coronavirus.“The COVID-19 pandemic is already causing harm throughout our communities and across our regional economy, impacting vulnerable families, individuals, and businesses,” City Council President Georgette Gómez said. “We must act immediately to protect those who most are at risk of devastating financial hardship.”The council will also request Gov. SAN DIEGO (KGTV) — San Diego Police are investigating the discovery of a woman's body in the waters off Fiesta Island Saturday.Police said they received a call just after 6:40 a.m. about a body floating in the water on the south side of the island. San Diego Fire-Rescue personnel arrived and removed the body from the water and pronounced the victim dead.Police said while there are no obvious signs of trauma, because of the circumstances and condition of the body SDPD Homicide investigators were called to the scene.Little is still known about the victim and circumstances surrounding her death, police said. SAN DIEGO (KGTV) — San Diego health officials reported three unrelated cases of Tuberculosis, one at a South Bay high school and two others at U.S. Navy ships docked in San Diego.One case was reported at San Ysidro High School, according to the county. Health and Human Services Agency and Sweetwater Union High School District officials are warning individuals who were potentially exposed from Jan. 16 to May 31. County staff is providing free testing for students who may have potentially been exposed. The school district will provided staff potentially exposed with free testing as well.The Navy and HHSSA officials are working to alert potentially exposed contractors who worked on two Navy ships between Jan. 10 and July 18:Huntington Ingalls Industries employees who worked on the USS Bonhomme Richard (LHD-6), docked at Naval Base San Diego, from January 10 to June 8.General Dynamics NASSCO employees working on the USS Makin Island (LHD-8), docked at NASSCO from March 23 to July 18.The two ships were not accessible to the public and exposure to Navy personnel was extremely limited, according to the county. Contractors are working with occupational health providers to offer free testing.“Testing is recommended for all those exposed to assure they are not infected, since initial infection usually has no symptoms,” said Wilma Wooten, County public health officer. “For any infected individuals, early diagnosis and prompt treatment can prevent the infectious form of the disease.”Tuberculosis is transmitted from person-to-person through indoor air during prolonged contact with an infected individual. The county says most people who are exposed don't become infected.Symptoms include persistent cough, fever, night sweats, and unexplained weight loss. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice.
