BEIJING, Oct. 11 (Xinhua) -- China resolutely opposes U.S. move to start anti-dumping and anti-subsidy investigations into seamless steel pipes imported from China, the Ministry of Commerce(MOC) said.     The current hardships facing the U.S. steel industry was because consumption and demand waned after the financial crisis. "Blindly blaming Chinese imports of dumping or subsidies is lack of factual bases, which China strongly opposes," MOC announced in a statement on its website Saturday.     The statement came after U.S. Department of Commerce said Wednesday that it had initiated anti-dumping and countervailing duty investigations at the request of the U.S. Steel Corporation, V&M Star LP, TMK IPSCO and the United Steelworkers (USW).     The U.S. petitioners requested a 98.37-percent anti-dumping duty against the Chinese imports and additional countervailing duties to offset what they allege are Chinese government subsidies.     The case was the seventh such investigations this year launched by the U.S. Department of Commerce against Chinese imports that included claims of both dumping and subsidies, MOC said.     Resorting to trade protectionism would not solve the real problem, instead it would hurt the interests of U.S. downstream steel businesses as well as bilateral trade, it said.

BEIJING, Aug. 27 (Xinhua) -- Chinese Vice Premier Li Keqiang Wednesday chaired a meeting on the national pollution survey and urged more efforts to protect environment.     China launched its latest nationwide pollution survey at the end of 2006.     Li said further work should be done to boost environmental protection and tackle serious pollution problems to boost sustainable development in China and improve people's living standards and quality. GENEVA, July 20 (Xinhua) -- China on Monday formally requested the World Trade Organization (WTO) to set up an expert panel to investigate and rule whether a U.S. ban on Chinese poultry imports violates WTO regulations.     The request was made at a meeting of the WTO's Dispute Settlement Body, but it was rejected by the United States according to relevant procedures.     During the meeting, the Chinese delegation reiterated that the U.S. measure is "discriminatory" and "has damaged the lawful rights and interests of China's poultry industry."     "While violating various WTO rules, the measure has severely undermined the stable development of Sino-U.S. trade in poultry products," the Chinese delegation said.     At the heart of the dispute is the U.S. Omnibus Appropriations Act of 2009, which contains a section prohibiting any funds being used to facilitate imports of poultry products from China. The act was signed into U.S. law in March, and China filed complaints to the WTO in on April 17.     While Monday's request for the WTO panel was rejected by the United States, China could make a second request at the end of this month. After the second request, the WTO panel will be established automatically.     It usually takes more than half a year for a WTO panel to give its final ruling on a trade dispute.     China and the United States banned imports of each other's poultry products in 2004 following outbreaks of bird flu. They agreed to lift the bans at the Sino-U.S. Joint Commission on Commerce and Trade in 2004.     China did lift the ban but has complained that the United States was not following suit.     China imported 580,000 tons of chicken products from the United States last year, accounting for about 75 percent of total chicken imports. 

BEIJING, Aug. 1 (Xinhua) -- China will implement a nation-wide investigation to find more research and development (R&D) resources to promote the country's agriculture, manufacturing, information technologies and other major industries.      The investigation will provide basic scientific data for policy-making of the nation's social and economic development during the 12th Five-Year Plan period (2011-2015), the Ministry of Science and Technology said in a circular on its official website Saturday.     It will also help the government monitor and evaluate the ability to make independent innovation as an effort to make China an innovation-oriented country, it said.     Six ministries and commissions of the State Council, China's Cabinet, will jointly conduct and finish the investigation by the end of the year. The first such investigation was conducted in 2000.     Statisticians around the nation will survey R&D-intensive enterprises and institutions in all the major industries.     The survey will focus on the personnel, spending, equipment, projects and institutions for research and development.     Moreover, many experts believe the investigation will help China stop wasteful spending in scientific research and promote the national sharing of resources, such as to stop squandering money in redundant purchases of laboratory equipment.     China's 2008 research and development spending of the GDP was 457 billion yuan (66.9 billion U.S.     dollars), an increase of 23.2 percent from 2007, accounting for 1.52 percent of the annual GDP.
