SAN DIEGO (KGTV) — Navy Region Southwest has a brand new, state of the art headquarters on land that was recently a barren lot, and they didn’t have to pay for it.The 15-acre plot sits on Pacific Highway near the USS Midway and has been owned by the Navy for about a hundred years. Navy Region Southwest Executive Director Joe Stuyvesant said it was once a hub for ships.“Ships would come in and refuel, replenish, resupply so it was mostly supply warehousing and things that were here,” he said.RELATED: Massive biotech hub planned for San Diego's waterfrontEventually, ships stopped coming to the area and instead stopped at other nearby bases. The warehouses that were built remained, and the Navy turned those into office buildings. Now, just one warehouse stands. This is the old building for Navy offices and will soon be torn down now that the new headquarters opened in October.Stuyvesant estimated the cost of their new building at around 5,000,000, explaining the deal they made so the Navy did not have to pay for the facility.“In return for leasing that land to the developer, they would build the Navy a new headquarters building,” he said.Manchester Financial Group signed a lease on the land in 2006, agreeing to fund the 17-story, 373,000-square-foot building. The inside of the building features historic Navy photos, offices, conference space, a gym for employees, and the oceanfront view. A restaurant for the public will also be added to the first floor.Construction on the new Navy facility started in 2018 and ended in 2020. Now, the last remaining warehouse that once housed the Navy offices is set to be torn down.“It really as underutilized and frankly not an attractive parcel to be really on the front doorstep of San Diego,” said Stuyvesant.Earlier in 2020, Manchester sold part of the lot to IQHQ, which is currently building a science hub. Manchester still holds part of the property and plans to build a hotel and plaza on that space.Stuyvesant said this deal is a win-win because the Navy got a new facility that they would not otherwise be able to fund, and the city will benefit from a nicer view and the taxes that come from the property.“The money that we have for facilities really needs to be focused on building piers, building electrical infrastructure, building hangars for the aircrafts, repairing runways,” said Stuyvesant. 2377

SAN DIEGO (KGTV) -- Photos captured along the shores of San Diego show the return of a bioluminescent glow cause by a phenomenon known as the red tide. Pictures posted on social media show the eerie neon glow. According to several San Diego photographers who captured the phenomenon, the bioluminescence was captured along the shores of La Jolla and Torrey Pines State Beach Wednesday night. The glow is created by an algae bloom called the red tide. The algae bloom is filled with phytoplankton called "dinoflagellates.” The organisms react with bioluminescence when jostled by the moving water. "Where the wave crashes onto the shore, as it rolls over that’s where the turbulence is highest," said Clarissa Anderson at The Scripps Instutition of Oceanography. "That’s why those are really bright stripes of light. We don’t know the exact smoking gun yet. It’s unclear exactly how long this year’s red tide will last; however, an algae bloom in September of 2013 lasted a week and a bloom in October of 2011 lasted a month, researchers say.According to the Scripps Institution of Oceanography, the red color of the tide is due to the high number of organisms in the water. 1389

SAN DIEGO (KGTV) -- Police Monday identified the suspect who reportedly threatened officers with a knife before being shot in the Midway District last week. According to police, Ryan Bowers, 23, was shot by Officer Matthew Steinbach after raising a knife toward officers. Police responded to the 3100 block of Cauby Street just before 10 p.m. January 3 after a caller said Bowers cut his own throat with a knife before it was taken away. According to police, that’s when Bowers pulled a knife out of his jacket and raised it toward officers. The officers drew their weapons while telling Bowers to back up, which he refused to do. “Fearing for his safety, one officer fired his weapon at the male striking him at least once,” police said. Officers administered medical aid to Bowers until paramedics arrived and took him to the hospital with life-threatening injuries. 1036

SAN DIEGO (KGTV) -- One month before the start of the new school year, San Diego Unified School District released the details of its online learning plan for the 2020-2021 school year.The school district's plans were created over weeks of discussions with parents, students, educators and administrators. San Diego Unified will start the school year Aug. 31. Details of the online learning plan include:A six-hour school day with customized learning experiences for each K-12 studentAll students will have daily, live interaction with their teachers via video conferencingCustom learning experiences will be based on student needs and will include daily live, online instruction (up to three hours), independent learning (at least two hours), working with other students in small groups or participating in educator office hours (at least one hour)All Elementary students will receive instruction in reading, writing, mathematics, science, social studies, physical education, and the artsStudents will receive grades to measure their progress“We continue working to bring all students back to campus as soon as it is safe and responsible to do so. SAN DIEGO (KGTV) - One person is dead after being struck by an Amtrak train near the Sorrento Valley train station Saturday afternoon, the San Diego Sheriff's Department said.Amtrak has called this a "trespasser incident."
