San Diego County is on track to move into the most restrictive tier, meaning restaurants, personal care shops like nail salons, museums, zoos, places of worship, movie theaters, and gyms all have to operate completely outside. The county is expected to announce that rollback Tuesday, Sept. 22.Ricardo Zarate Jr is the Director of Operations for Leucadia Company, a group that manages three Encinitas restaurants, including Valentina and Moto Deli. When asked about the roller coaster of opening and closing, he said his restaurants will make it, but knows it’s hard on others.“On one hand it would be nice to not be wondering when the next step back is going to come but on the other hand, I can see how some of our fellow restaurants do benefit, even if it’s briefly, from being able to open up their indoors,” he said.Jessica Huynh at Bella Paris Nails in Little Italy knows the benefits of being able to open indoors. Her nail salon does not have the space to open outside, so they stayed closed the whole pandemic. After almost six months of no business, they finally reopened when indoor services were allowed in September. Now, less than three weeks later, they’re faced with the possibility of only outdoor services again, which for them means another closure.“I don’t know if we can work outside, so maybe we close again,” said Huynh. 2070

San Diego (KGTV) - Thousands of kids across California approved for in-home nursing care are struggling to get the help they desperately need.On Thursday two children filed a class-action lawsuit against the California Department of Health Care Services and its director claiming the state has failed to fulfill its commitment to provide them with sufficient Medi-Cal in-home nursing services.It says, “this class action lawsuit asks the Court to order Defendants to take all steps necessary to arrange for previously-approved, medically necessary in-home shift nursing services for Plaintiffs and Class members.”According to the lawsuit plaintiff, Ivory N. is a seven-year-old and a Medi-Cal beneficiary. It says the child needs 63 hours per week of skilled nursing at home but only receives about 56 hours per week.The non-profit group, Disability Rights California, says more than 4,000 Medi-Cal eligible children have been approved by the state to receive Medi-Cal in-home nursing care, but the state lacks an effective system for arranging for needed nursing."It’s too bad that a lawsuit had to be filed, but they are right to file it because right now that need is not being met,” said California State Assemblyman Brian Maienschein.In 2017 Maienschein tried to get the problem fixed through legislation. He believes the state is not following through on its promises to the kids.“It was a significant victory last year that we were able to get money in the budget, but they are still not following through on the promises they made,” he said.According to a news release from Disability Rights California, “29 percent of authorized Medi-Cal nursing hours go unstaffed.” 1693

SAN DIEGO (KGTV) A local conservation group came dangerously close to running into the armed kidnappers who snatched a California tourist and her guide while on safari in Uganda. Kim Endicott and her driver were abducted at gunpoint from the Queen Elizabeth National Park across the border from Congo on April 2.They were released over the weekend. Details of the negotiated release have not been made public. Bill Toone is the director and founder of Ecolife Conservation in Escondido. He and several other members were leaving the park just as Endicott's group was arriving. Their guides stopped to talk. Endicott's group left and returned to their lodge. They returned to the park roughly four hours later. That's when they were ambushed. "I'm a little surprised that it ended as positively as it did. It could have obviously been really awful, and I kind of thought it might be, so it's thrilling that she's out of there," said Toone. Among other things, Ecolife Conservation provides safe, fuel efficient stoves for homes in remote areas of the world. The group has been working in Uganda for seven years. Toone said he's never felt unsafe. He was shocked to learn of the kidnappings."First of all, it's low season there and so there are very few tourists around anyway, so I guess that is why we became a target, it made it a little simpler, or she became a target," said Toone. Toone said in the days that followed the kidnapping; his group was required to have armed guards. He says the Ugandan government has been misleading on this issue."They say it's required to have armed guards when you go in the park. We've been going to the park for seven years. Every entrance to the park is through a gate where there are wildlife officials who check your vehicle in, they know who is in the vehicles, they check the licenses of the guides, never in all the years that we've gone there has anyone even suggested that you bring an armed guard. SAN DIEGO (KGTV) -- With a string of recent fires in San Diego County and statewide, it’s no secret that so-called fire season, which California fire agencies say is now year round, is getting worse.So far this year, Cal Fire has battled nearly 3,800 wildfires that have so far scorched more than 292,000 acres.That figure shows a sharp increase from previous years and is far above average for this time of year.According to Cal Fire, the last five years have, on average, seen just over 118,800 acres burned statewide by this time."We are seeing more destructive, larger fires burning at rates that we have historically never seen," said Jonathan Cox, Cal Fire regional Battalion Chief.The increasing danger even has agencies like the US Department of Agriculture warning of the risks. As far as major fire incidents, so far this year there have been well over 100.
