SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183

SAN DIEGO (KGTV) — Community spirit will come alive across nine blocks in Hillcrest this August.The CityFest Street Fair and Music Festival packs Fifth Avenue with bands, DJs, arts and crafts, and food from 12 p.m. to 11 p.m. on Aug. 11.The half-mile-long celebration, known as "Pride-Light" to locals, brings more than 150,000 visitors to Hillcrest every summer. Visitors will be able to enjoy live music, buskers and street performers, and a special headliner on the grand stage throughout the day. A second electronic music stage brings even more tunes to the party.For arts and crafts, an artist village will bring together several vendors and their creations available for purchase.And on the food side, plenty of vendor will be stationed to deliver a variety of cuisines, including a massive cocktail bar and beer garden. 835

SAN DIEGO (KGTV) -- California health officials released new guidelines for indoor and outdoor youth sports, whether it is school-related, community sponsored, or club sports.The new guidance from the state’s Department of Public Health also applies to recreational adult sports.According to the state, inter-team competitions will not be allowed until Jan. 25, 2021, at the earliest. State officials will revisit this plan during the first week of January to see if any changes need to be made.Players and teams are allowed to practice, but health and safety measures -- such as social distancing -- must be in place.In the new guidelines, sports are categorized by indoor or outdoor, and then they are classified under three categories: low-contact, moderate-contact, and high-contact. The sports are then grouped based on risk tier.For San Diego County, which is in the state’s purple tier as of Dec. 15, only outdoor low-contact sports -- which includes golf, tennis, and swimming -- are allowed to compete.Once the county reaches the red tier, sports like baseball, softball, and cheerleading will be able to compete.Sports such as basketball, football, soccer, and volleyball would not be allowed to compete until San Diego County is in the state’s orange tier.The state’s new guidance comes months after children, parents, and coaches held rallies and voiced their frustrations about not being able to play.Because of the state’s rules, many teams -- specifically baseball and soccer -- have traveled to states like Arizona to play competitively because of less strict rules.Under California’s new guidance, teams can only compete against teams from the same county, and they cannot compete outside of the state.Click here to view the state's complete guidelines 1777

SAN DIEGO (KGTV) - As election season heats up, some political passions are fueling criminal acts."Speechless and devastated," said Elise Dearborn.Dearborn, who isn't shy about her support of Bernie Sanders, parked her car in front of her home in Encinitas a few weeks ago. In this morning, she walked out to a surreal scene.Five stickers — most of them backing Sanders and purchased at local 2016 rallies — were gone. Ten more were partially taken off.RELATED: Residents concerned over rash of vandalism in Chula Vista"All those memories I used to gaze at were gone," said Dearborn.The vandals apparently scraped at the stickers with a device, leaving behind damaging scratches and paint damage. "It's damage to my property and damage to my freedom of speech," said Dearborn.Dearborn is not the only feeling an unwelcome burn. SAN DIEGO (KGTV) -- Border Patrol agents arrested a man after finding more than million worth of narcotics inside his car.According to the agency, the incident began around 4 a.m. on October 4 when the 21-year-old man, a US citizen, entered the I-8 checkpoint.As agents questioned the man, a K-9 alerted authorities to the vehicle.After searching the car, agents found 36 wrapped packages under the driver’s side front tire.The brick-shaped packages were later found to contain 84 pounds of cocaine and four pounds of fentanyl pills.“Criminal organizations go to great lengths to conceal and smuggle dangerous narcotics in order to make millions of dollars. This is done without regard to the health and safety of our communities. I am proud of our Border Patrol agents’ vigilant efforts to keep this poison off our streets,” Acting Chief Patrol Agent Patricia McGurk-Daniel said.Since October 1, San Diego Border Patrol Agents have seized 491 pounds of cocaine, 7,169 pounds of methamphetamine, 178 pounds of heroin, and 383 pounds of fentanyl. 1056
