SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. There was fear a lot of homes were bought as investments and they were being left empty," said Dan Fumano, a reporter with the Vancouver Sun who has covered the issue extensively.RELATED: Facing It Together: San Diego college students cope with homelessnessVancouver assessed a 1 percent levy on a home's assessed value for homes occupied less than half the year. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. In the first year, it generated million in revenues for affordable housing projects.In the same time period, the number of declared vacant units dropped by 15 percent, welcome news in a tight rental market."There have been all these stories of college students living in mansions in expensive neighborhoods ... owners renting out to a group of five students for quite cheap just so the owner can avoid paying the tax," said Fumano.A similar tax has since been enacted for the entire province of British Columbia. SAN DIEGO (KGTV) - Some local Uber customers got a major case of sticker shock when they see just how much they were being charged for their rides.On Wednesday afternoon, Kelley Rowe and two others were trying to get from the airport to the convention center to get her Comic-Con badges. Rowe, who flew in from Wisconsin, clicked and approved an Uber ride for .08. Not long after, she got an alarming message. "I got a text from my credit card company asking if it was fraud. Uber tried to charge ,308 to my credit car," said Rowe.The pending charge on her credit card was 100 times the actual cost. "It was huge sticker shock. I'm sure I swore immediately," said Rowe.Her bank put a hold on the charge and the ride never happened. Her credit card was now suspended during a week she needed to use it. "I'm very lucky I had credit card attached and not a debit card," said Rowe. Others may not have been so lucky. Some customers tweeted the ride drained their accounts. According to the Washington Post, an unknown amount of riders in San Diego and Washington D.C. experienced what Uber calls a glitch from a 'known' issue.Uber called it a system error in a message sent to Rowe. The company saying the overcharges will be reversed, but Rowe says needs to be more forthcoming and apologize. "They should be explicit about what the problem was, the scope and what they're doing to prevent it in the future. An apology would demonstrate some form of accountability and remorse," said Rowe. 10news reached out to Uber to find out if the problem has been corrected for good, but have not gotten a response. SAN DIEGO (KGTV) - Strong Santa Ana winds moved through San Diego County Tuesday, toppling a big rig as it traveled on Interstate 8 near Alpine. The crash happened at 8:30 a.m. in the eastbound lanes at Willows Road, blocking the left lane for about an hour and a half, CHP officer Jim Bettencourt reported. Another semi overturned on Interstate 15 in Fontana. San Diegan Bashar Shebo was driving through the area on his way to Las Vegas. SAN DIEGO (KGTV) — Starting Friday, San Diegans can help decide the future of the Sports Arena site.The city owns 48 acres around the arena and plans to redevelop the area. The public is being asked to provide their input as well."I think most of us have been over there," says Councilmember Jennifer Campbell. "We enjoy the sports arena and the entertainment that goes on there. On Friday, the city will launch a website, sandiego.gov/sportsarenaopenhouse, to let people look at up to four proposals and give feedback."I haven't even seen (the plans) yet," says Campbell. "So I'm really excited that tomorrow I get to take a look at the proposals and see what it looks like."The new Midway/Pacific Highway Community Plan, which passed in 2018, allows for more denser development in the area. It calls for a mixed-use of homes, retail, parks and entertainment. After that, the City will decide how to move forward.But there's another way the public can impact the design. Right now, the City Council is debating putting a measure on the November ballot to remove the 30-foot height restriction from the 900 acres included in the Midway/Pacific Highway community. Campbell and Councilmember Chris Cate proposed the idea, to maximize the opportunity for development.RELATED: Gaslamp Quarter thoroughfare may become a promenade"The water table is so close to the ground, where the sports arena is that if you don't build up in that area, it's very hard to build anything at a 30-foot limit," says Campbell.But, she stresses that the ballot measure won't allow for skyscrapers or high rise buildings. Instead, it will revert the area back to the limits in the City Municipal Code, between 30-100 feet depending on the parcel of land."We don't want really huge buildings," she says. "We won't have skyscrapers, we won't be losing the character of San Diego. It should make it possible to have a beautiful area with housing, jobs, walkways, bike paths, parks, and entertainment complex there in the sports arena area."The Council still has to vote to put the height-limit measure on the ballot.Campbell also says that whichever developer wins the proposal will have to either renovate the current arena or build a new one. 2927
