FALLBROOK, Calif. (KGTV) - A man has been arrested in connection with the Fallsbrea fire that broke out in Fallbrook on Sunday, according to the San Diego Sheriff's department.The brush fire started in the area of Ramona Drive and Pala Road around 12:15 p.m.When a deputy arrived on scene to investigate the smoke, the deputy saw a white man walking away from what appeared to be the point of origin of the fire, a press release states. The man was identified as 34-year-old Brad Arands.Arands was disheveled and his behavior was suspicious, deputies said. Arands was detained until the fire was controlled and a further investigation could be conducted.The fire burned approximately five acres and threatened numerous homes. One outbuilding was destroyed. The fire was 100 percent contained by about 4 p.m. Arands was arrested on suspicion of felony arson and booked at the Vista Detention Facility.   950

Even though Jacob Walter Anderson was indicted on four counts of sexual assault, the ex-fraternity president won't spend a single day in prison.Instead, a plea agreement allowed the former Baylor University student to plead no contest to a lesser charge of unlawful restraint.If the 24-year-old successfully completes three years of deferred probation and pays a 0 fine, his criminal record will be wiped clean of the charge, and he won't have to register as a sex offender, CNN affiliate KWKT said.The plea agreement between Anderson's defense team and the McLennan County, Texas, district attorney's office infuriated the victim and her attorney."The evidence is incredible," Vic Feazell, the woman's attorney, told KWKT. "He nearly choked her to death. He raped her violently. He left her passed out in her own vomit -- the rape exam confirmed rape."The incident happened February 21, 2016, the woman said, according her victim impact statement posted on KWKT's website.She lambasted the court for accepting the plea agreement."I am devastated by your decision to let my rapist Jacob Walter Anderson go free without any punishment," the woman said."He is now free to roam society, stalk women and no one will know he is a sex offender. You're fine.' When I tried to pull up my pants or sit he shoved me to the ground and shoved his penis back down my throat and continued to choke me," the woman said."When he forced me up again and started to rape me vaginally again I blacked out permanently. When I was completely unconscious he dumped me face down in the dirt and left me there to die. He had taken what he wanted, had proven his power over my body. He then walked home and went to bed without a second thought to the ravaged, half dead woman he had left behind."As he walked out of the courtroom Monday, Anderson declined to comment to the media.CNN reached out to Anderson's defense team and the victim's attorney Tuesday, but has not received responses.The McLennan County District Attorney's Office said the person handling all media inquiries, Rebecca Akins, is out sick Tuesday. ESCONDIDO, Calif. (KGTV) -- A North County family is raising money for an Escondido Police officer with a brain tumor. According to the family, Brett Byler was found to have a large brain tumor on February 16. The family said in a GoFundMe that Byler had surgery Thursday to remove 80 percent of the tumor. Byler is scheduled to undergo chemotherapy for the remainder of the tumor. ENSENADA, Mexico (KGTV) — A San Diego dirt bike racer is recovering tonight in Mexico after a bizarre mid-race crash with a mystery SUV.On Saturday morning, about 60 miles southeast of Ensenada, 29-year-old Josear Carrasco was racing a course he knew well. On this day, he would not finish."Just devastated. It's really hard. He's my everything, so it's hard to see him like this," said his wife, Kylie.Kylie was in a truck along the course when she got the news. Josear was in second place, nearly done with his 100-mile stretch and about to turn his bike over to a teammate. That's when he says he collided with an SUV that had driven onto the course, headed toward him. "He tried to veer off to the right ... the car veered off in same direction. Then, a head-on collision. He doesn't remember anything after that," said Kylie.Josear was discovered by spectators and a teammate, with car parts scattered nearby."Something exploded. When they found him, his gear was just melted off," said Kylie.Josear suffered second-degree burns up and down the left side of his body and broken bones in his arms, legs, shoulder and shin. He also suffered a ruptured intestine, but he was alive."Once I saw him breathing, my heart dropped ... because that's all that matters," said Kylie.Josear has already undergone several surgeries at a hospital in Ensenada. His family trying to raise money for a medical transport back to San Diego, while Mexican authorities hunt for the hit-and-run driver.
