SAN DIEGO (KGTV) – San Diego County leaders and members of the San Diego Foundation on Thursday announced the start of a new initiative that invests in community-led efforts looking to increase racial equity and generational wealth for Black San Diegans.The Black Community Investment Fund already has more than million attached to it -- funding community leaders are looking to share with organizations within the Black community.Mark Stuart, president and CEO of the San Diego Foundation, said, “Decades and decades the Black community has been held back in San Diego and not of their own doing, it’s by others.”To be considered for a grant, a nonprofit organization must meet one of four pillars.The first being education, as they are looking for projects that address systemic educational challenges in schools. Some of this funding will be used for scholarship opportunities.The second pillar is employment. Grants will be given to projects that support workforce training programs and help pay for paid internships. They want to help drive diversity in different career fields.The third pillar is entrepreneurship, as they’re looking for organizations that will help mentor and financially support new businesses.The last pillar is housing, with the hopes that money will go to organizations that will help members of the Black community buy homes.“Redlining in San Diego happened in 1936. It was outlawed decades later, but families are still feeling those effects of where they live and where they can apply for mortgages and put down their roots. SAN DIEGO (KGTV) — San Diego Metropolitan Transit System (MTS) has updated its use of force policy to include a ban on the carotid restraint technique among other new policies.MTS said the agency is training officers and has started testing the policies, which include:Banning carotid restraints and choke holds, prohibiting the use of knee pressure on the neck, throat or headA requirement that the use of force to be proportional to the seriousness of the offenseRequiring officers to intervene if witnessing excessive force by another employeeA requirement to use de-escalation tactics when feasible (de-escalation training was previously provided, but now written into policy)Requiring a warning prior to the use of forceMTS will also begin its fare diversion pilot program on Sept. 1 to help riders caught without fare avoid court fees or a citation.RELATED: San Diego MTS steps up efforts to keep riders, workers safeThe new policies come after several local agencies moved to end the use of the carotid restraint technique and reform their own use of force policies."These reforms to the use of force policy are another step in our effort to comprehensively restructure our approach to transit safety. SAN DIEGO (KGTV) — San Diegans will decide whether to pass or defeat Measure E, which asks voters to decide on a 30-foot height limit on buildings in the Midway-Pacific Highway area.Measure E reads as follows:City of San Diego - Measure E: REMOVING 30-FOOT HEIGHT LIMIT IN MIDWAY-PACIFIC HIGHWAY COMMUNITY PLAN AREA. Shall People’s Ordinance O-10960 be amended to exclude the Midway-Pacific Highway Community Plan area, which includes the Sports Arena, from the 30-foot height limit on buildings in the Coastal Zone, with any future development still required to comply with other governing laws?(Full text)Voters will be able to vote “yes” or “no” on the measure. A simple majority vote is required for the approval of Measure E.Those in favor of the measure say passing it would, "revitalize the dilapidated Midway area, help struggling San Diegans get back to work, and create a vibrant neighborhood San Diego families can finally enjoy: a modern Sports Arena. Public parks. Affordable housing. Good paying jobs. Millions in funding for San Diego schools and overdue infrastructure repairs – without raising taxes."Those against the measure argue that, "if approved, would see an entire community within the coastal zone declared exempt from the 30-foot coastal zone height–limit law. The Midway-Pacific Highway Community Plan area includes Marine Corps Recruit Depot (MCRD), Midway, Sports Arena, and NAVWAR. This area is rich in public land that would be ripe for private acquisition and exploitation to reward City Hall’s developer friends." 1555

  

SAN DIEGO (KGTV) — San Diego County's unemployment rate dropped for the sixth consecutive month, but that momentum appears to be at risk.The state reported Friday that the jobless rate in the region was 7.7% in October, down from 8.9% in September. Over the last year, about 106,000 San Diegans have lost their payroll jobs. San Diego's recovering job market is facing new headwinds from the latest round of coronavirus restrictions. The purple tier bans indoor dining and limits retail capacity to 25%. And on Saturday, the governor's curfew of 10 p.m. to 5 a.m. goes into effect. RELATED: San Diego County issues cease and desist orders for local businesses as region enters California's purple tierPurple tier restrictions begin in San Diego just after midnight Friday."In the next few weeks what I think you see is those businesses that aren't going to be able to make it on the margin, they will have to let their employees go, so you'll see a tick up in unemployment, and then it will probably stabilize through the rest of the year," said Ray Major, chief economist at the San Diego Association of Governments.Meanwhile, businesses that don't plan to lay off workers will likely have to reduce hours. RELATED: California businesses trying to survive during purple tier restrictionsAt Ballast Point, vice president of retail Jeremy Kirby said the company wouldn't be able to add staff until restrictions lift to 50% indoor capacity. "People want to come out and dine out. They want to support the local businesses, but until it gets to that point, we won't be sending out any mass hiring emails and postings," he said.
