PHOENIX (AP) — A federal court in Maryland has ruled that the Deferred Action for Childhood Arrivals program must be restored fully, meaning it must open up to new applicants for the first time in three years.The program helps immigrants who were brought to the U.S. as children to legally work and protects them from deportation. Last month, the U.S. Supreme Court ruled that President Donald Trump didn't properly end the program in 2017.Roughly 650,000 people are enrolled in DACA, but only those who were already in the program when it ended have been able to renew.The U.S. Citizenship and Immigration Services said it is reviewing the ruling.The attorney general of California, Xavier Becerra, led the multistate coalition in the lawsuit that sought to restore DACA.After the court’s ruling, Becerra said, "From the Supreme Court down, the courts have made it clear: DACA stands, and now its doors are open to new Dreamers to apply. OTAY MESA, Calif. (KGTV) - A 7-Eleven employee waiting for his shift to start jumped into action Wednesday when three employees of a Church’s Chicken were shot in south San Diego County. David Walker, who had been inside the Otay Mesa West restaurant just an hour earlier, was sitting in his car when he heard the gunfire that killed a woman and injured two men. “It sounded like firecrackers and that’s what I thought it was at first, at first two, then it kept going,” Walker said. “It went two, pow pow! And it stopped, then it went again. That’s when I realized something was wrong.” The scene became chaotic as people in the drive-thru sped away from the area while others started shouting and running back inside. He had another hole in him, I tried to plug that until police got here.” While he was giving medical aid, Walker talked with the man, who he described as a South Bay resident in his 50s with three children. “Just telling him - calm his breathing, talk to me about his family, tell me about his kids just to calm his breathing down; he was going to black out a couple times.” Walker believes the man was shot twice, in the arm and armpit. He was able to use skills he learned from his sister and ex-partner, both nurses. “He was bleeding so bad, I just had to do what I had to do.” The victim was able to tell Walker the shooter was a man he had seen around the neighborhood. “I’m from this neighborhood; I’m not really surprised that something like this happened. I’ve only worked here for two and a half months but I’ve been here my whole life,” Walker said. Police in Wisconsin have confirmed two cases of tampered Halloween candy throughout the state.In Arcadia, Wisconsin — a town located near the Wisconsin/Minnesota border — police confirmed that at least one child found needles in multiple pieces of Halloween candy.The needles were not visible until the candy was opened and broken in half. In both instances, the needles appeared to be sewing needles.Police say the incident happened sometime during trick-or-treat hours, between 3:00 and 7:00 p.m. They've warned parents in the community to check their children's candy.A few hundred miles away in Neenah, Wisconsin, police reported that nails were found in three pieces of Halloween candy.A spokesman for the Neenah Police Department said that a mother found three Kit Kat candy bars with nails protruding from them in her son's candy stash.Police suspect they can narrow down the house where the boy was given the candy, but did not say they were investigating any suspects.It's the second straight year in which a nail was found in a Neenah trick-or-treater's candy. A child found a nail hidden in a Tootsie Roll in 2016. No arrest was made in that case.Police are encouraging Neenah parents to inspect their children's candy for anything suspcious.Those reports comes just days after police in Randolph, Wisconsin — located about three hours east of Arcadia — say that a child in town received a piece of tampered candy while trick or treating on Saturday.According to police, the child received a Now and Later that appeared to have been soaked in motor oil or some other foreign substance.
