She told Christopher Dougherty he doesn’t have the right to prefer his kid’s expenses over his creditors.Today the judge ruled Dougherty will be in Chapter seven bankruptcy, meaning that he and his wife are no longer in charge of their own assets.A trustee will investigate and liquidate those assets.Dougherty is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement and taking more than million, according to bankruptcy court records.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and the principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said.The San Diego County Sheriff's Department tells 10News there is a criminal investigation into Christopher Dougherty with at least 30 potential victims.The Securities and Exchange Commission also has an open investigation into Dougherty. 1237

SAN DIEGO (KGTV) — A cruise ship passenger and three crew members who arrived in San Diego on Monday have since tested positive for the novel coronavirus.County spokesperson José álvarez confirmed a passenger on the Celebrity Eclipse, which arrived in San Diego Monday, has tested positive for COVID-19. Tuesday afternoon, county health officials revealed that 3 crew members, who had been self-isolating, also tested positive. County health officials said they were notified before the ship came in that one passenger had a heart ailment and "possible" pneumonia. "We've been told all the way through that we were absolutely fine, no one sick at all, so it's a bit strange," said Filgate. "We were very relieved to leave the ship, but thinking about what that might have represented to the people you came in contat with, it's not such a great feeling now," said Filgate.A letter from Celebrity Cruises was sent to passengers reading, "because you were a passenger on this same voyage, it is possible you were exposed to someone who was sick with COVID-19."The letter goes on to direct passengers to complete a 14-day isolation. The passenger is not a San Diego County resident. The passenger is in the hospital in serious condition."There is no change in the plan of disembarking the remaining passengers today," álvarez said regarding the ship. "They will be screened prior to departure and only those who are asymptomatic and without fever are allowed to leave and proceed to transportation out of the county."A statement from the cruise line to 10News read:"We received clearance from port authorities and public health officials to disembark our guests and return them safely to their homes. No guests or crewmembers reported with symptoms throughout the sailing, and guests are going through exit health screenings when they leave the ship. SAN DIEGO (CNS) -- Two men were wounded when another man opened fire from the passenger's seat of a vehicle on a street in the Encanto neighborhood, police said Tuesday.It happened around 10:10 p.m. Monday on Klauber Avenue near Attix Street, west of 69th Street, San Diego police Officer John Buttle said.A 25-year-old man and a 28-year-old man were standing outside their home when a woman drove up in a vehicle, described as a black or white BMW, with a man in the front passenger's seat, Buttle said.The man in the passenger's seat, believed to be in his late 20s, fired at least seven shots and the younger man was struck four times in the stomach while the older man was struck in a buttock and a leg, the officer said.Family members started to transport the victims to a hospital, but they were stopped by police, then paramedics took the victims to a hospital for treatment of their injuries, which were not believed to be life-threatening, Buttle said.No detailed suspect descriptions were immediately available. 1029
