(KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. The rule says only dogs can qualify, and they have to be specially trained to help a person with disabilities. "This final rule defines a service animal as a dog, regardless of breed or type, that is individually trained to do work or perform tasks for the benefit of a qualified individual with a disability, including a physical, sensory, psychiatric, intellectual, or other mental disability. It allows airlines to recognize emotional support animals as pets, rather than service animals, and permits airlines to limit the number of service animals that one passenger can bring onboard an aircraft to two service animals," the final rule states. Those traveling with a service dog will be required to fill out a form from the DOT "attesting to the animal’s training and good behavior, and certifying the animal’s good health" before flying. For years, some travelers have been bringing untrained dogs and all kinds of other animals on board by claiming they need the animal for emotional support. Airlines believe some passengers were avoiding pet fees by calling their pets emotional-support animals. The DOT proposed the change earlier this year and received more than 15,000 comments on the proposal, they said in a press release. The new rules take effect in 30 days. 1430

But supervisors voted to exclude marijuana after cannabis activists said the law would take away their only legal place to smoke. “Unlike tobacco smokers who could still leave their apartments to step out to the curb or smoke in other permitted outdoor smoking areas, cannabis users would have no such legal alternatives,” said Supervisor Rafael Mandelman, who wrote the amendment to exempt cannabis.It’s illegal under state law to smoke cannabis in public places.San Francisco now joins 63 California cities and counties with such a ban.The ordinance must pass a second vote of the board next week and the mayor must sign it. According to a statement sent to 10News by the San Marcos Unified School District, Carrie Geldard, Principal of Discovery Elementary died over the weekend. The cause wasn’t immediately clear. “She served the SMUSD community in a variety of capacities over the last 22 years including teacher, assistant principal and principal. Carrie was fiercely passionate about developing the whole child, while also emphasizing literacy and ensuring that every student was successful and prepared for the future of their dreams,” the district said in part.
